Mr Speaker, you can see that I am using my freedom on the Back Benches to improve my fitness and to make myself as fit as the Department.
May I take this opportunity to thank and congratulate the Secretary of State and the team at the Department for Business and Trade on the work they are doing, particularly with the global investment summit? There is a wall of money out there globally to invest in UK science and tech—in life science, quantum, fusion and agritech—and we are beginning, finally, to attract that money. What plans does the Department have to make it easier for global investors to deploy money at scale in UK clusters?

May I take this opportunity to thank and congratulate the Secretary of State and the team at the Department for Business and Trade on the work they are doing, particularly with the global investment summit? There is a wall of money out there globally to invest in UK science and tech—in life science, quantum, fusion and agritech—and we are beginning, finally, to attract that money. What plans does the Department have to make it easier for global investors to deploy money at scale in UK clusters?
My hon. Friend will know more than most, having had this brief previously. Of course, we are out there sourcing investment for the UK and, as I mentioned, we are already beating France and Germany. Further afield, the UK is the third country, behind the US and China, to reach the landmark of $1 trillion in value. We have the concierge service with the Office for Investment. We have also recently secured £4.5 billion through the advanced manufacturing plan. That, coupled with the research and development budget of around £39.8 billion between 2022-25, shows that we are ready to enable investment in the UK and to manufacture products in this area.

My Secretary of State was so savvy that she brought in a science Minister and now, under her stewardship, science and technology is booming in the Department for Business and Trade. The UK has the No. 1 tech ecosystem in Europe, raising more venture
capital than France and Germany combined. Science and tech is not just for fans; we have now mainstreamed it with the Office for Investment, which is reaching out to companies around the world to highlight the advantages of investing in the UK, bringing in over £5 billion of investment, as was announced at the global investment summit just last year.
I had looked forward to being in the box, but as they say, them’s the breaks. I take the opportunity to thank the Secretary of State, my private office and the team in the Department for their support in the past year. Does the Secretary of State agree that whoever wins this fabulous festival of talent, it is essential that we put science, technology and innovation at the very heart of our economy—perhaps even with a Cabinet Minister for it?

I think it is absolutely essential. I am sure that my right hon. Friend would agree when I say that he was an excellent Science Minister, and I am delighted to see him take an interest in our affairs from where he is seated. I look forward to his ongoing contribution to our science and technology agenda in the course of this Parliament.

This weekend our sporting heroes, winners and losers, inspired a new generation. Science can also inspire. Sixty years ago, JFK electrified the world and united a divided and fearful nation with the inspiring Apollo moonshot programme, which also helped to defeat the Soviet Union and laid the foundations for US technology leadership. Will my right hon. Friend join me in saluting our pioneering scientist astronauts, Helen Sharman and Tim Peake, and agree with me that Brexit can and must be a moonshot moment for British science innovation to tackle global challenges?

I thank my hon. Friend for raising this issue. I am very happy to congratulate and salute our pioneering UK astronauts, Helen Sharman and Tim Peake. One of the first receptions I held in No. 10 Downing Street when I became Prime Minister was for Tim Peake, and it was inspiring to see how what he had done in space had encouraged young people in particular to develop an interest in space and science. We are global leader in science and innovation, and that will continue once we leave the European Union. Leaving the EU will open up opportunities for UK science and innovation to tackle global challenges.
The rising world population means that by 2050 we will need to double world production, albeit with half as much water, land and energy. Does the Minister agree that British agricultural science, not least at the Norwich research park, has a potentially huge role to play in helping the world to feed itself? May I welcome the agricultural science strategy and ask that it look to draw in as much investment from around the world into Britain’s science base as possible?

This is an area where British science has a lead. We have already invested more in the Norwich science park, which I visited with my hon. Friend, and we will continue to do so as part of our industrial strategy.

I congratulate the Secretary of State on his Department’s announcement last week of the launch of an agricultural science strategy. Does he agree that British agricultural science has the potential to boost our great industry and support emerging markets around the world?
I very much welcome the initiative, which is a joint venture between ourselves and our colleagues in the Department for Business, Innovation and Skills. I believe we have an enormous amount to offer in both growing our own industry and offering technology which is of value across the world in dealing with issues of food security.
