My Lords, can the Minister tell me whether the Government have assessed how many people forgo registering for British citizenship for themselves and their families as they cannot afford it? How this might contribute to their sense of belonging and well-being is important. It is over £1,000 per person, and £4,000 for two adults and two children. What can be done to help with that finance?

My Lords, is the Minister aware of the problem that occurs when people go ahead and build contrary to planning permission? Very often local authorities give retrospective permission, which is very unsatisfactory for local people who would have opposed the project. Does he think that it is important to follow up on that and does he think that a proper appeals procedure to a decision is the right way, rather than having illegal building?

Can the Minister tell me the exact process by which a country decides? I recall clearly when all cases in Australia came from the Privy Council but now they are all done in Australia. Did that decision come from this end or the Australian end?
