Is my noble friend the Minister aware that the People’s Republic of China, large as it is, is able to work successfully with a single time zone throughout the entire country? Is it not quite sensible, therefore, that all our European neighbours—with the exception of Portugal—do the same? Would not joining the Central European Time zone be much the most sensible thing for us to do?

Does my noble friend recognise that the central European time zone extends very widely from Berlin to Madrid; that the People’s Republic of China has one time zone that stretches from east to west in its entirety; that the people of Wales and Haverfordwest can live in a time zone stretching from Greenwich to Haverfordwest; and that it should not be impossible for us all to live in a time zone stretching from Greenwich to Oban?

My Lords, cannot the problems that the Minister rightly states would be suffered by relative minorities be met by those minority communities adjusting their lifestyles to the conditions prevailing? Is that not demonstrated by China, which has one time zone extending from Shanghai practically to Samarkand and is able to cope with the situation? The central European time zone extends from Warsaw and Stockholm to Gibraltar and Coruna and those countries are able to cope. Would it not be hugely to the advantage of most people in this country if we had a time pattern coinciding with that of our neighbours? It would give us coincidental office hours and we would not have to adjust railway and plane timetables.
