Simon Hughes: To ask the Secretary of State for the Home Department what drug treatment facilities are available for juveniles in (a) local authority secure units, (b) secure training centres and (c) young offender institutions; and who provides them. [102449] Hilary Benn: The Youth Justice Board for England and Wales (YJB) is responsible for commissioning and purchasing juvenile secure accommodation from the prison Service, private sector secure training centres (STCs) and local authority secure units LASUs), and for setting and monitoring standards. The YJB requires custodial establishments to provide access to substance misuse assessments, care plan development, withdrawal services and education/ awareness programmes. Prison Service Drugs Strategy Directorate is responsible for drugs services in young offender institutions (YOIs). The Prison Service model for delivering druges services is CARATs (Counselling, Assessment, Referral, Advice and Throughcare services). CARATs services can be provided by both prison service staff and external agencies. All young peole should be screened by health staff as part of their general induction assessment. CARATs staff support this process and may provide specialist intervention as appropriate. STCs and LASUs generally provide in-house substance misuse services managed by each unit's health provision and education services. Some LASUs also commission additional specialist services from the community. Young people are screened on arrival to the units, and prevention education takes place as pat of personal social health education. Recognising that there is inconsistent provision across the secure estate, the YJB has commissioned Galahad consultants to identify the substance misuse needs of young people in custody, the level of current service provision and gaps. Their final report will be available in June 2003 and will inform future work in this area. The YJB has also commissioned Drugscope to develop effective practice guidance for youth justice staff on working with young people with substance misuse needs; this will be available in June 2003. The national drug strategy relaunched by the Home Office in December 2002 identifies as a priority vulnerable young people and those within the youth justice system. The YJB has been allocated £300 million over three years from 2003 to improve substance misuse services across the juvenile secure estate.

Mr. Simon Hughes: To ask the Secretary of State for the Home Department what assessment has been made of the operation and success of each of the secure training centres since opening; for each of the centres (a) what percentage of children breached their orders, (b) what percentage of children re-offended during the period of their order, (c) what percentage of children has been reconvicted during the period of their order, (d) what assessment has been made of the provision of education and training, (e) what percentage of staff has experience of working with children, (f) how many and what percentage of the total number of staff have resigned since each centre opened, (g) how many incidents of self harm have been recorded, (h) how many incidents of concerted indiscipline have been recorded, (i) how many assaults on staff have been recorded and (j) what is the total amount of payment reductions for contract failures; and if he will make a statement. [135581] Mr. Boateng: Each secure training centre (STC) is subject to comprehensive inspection by the Social Services Inspectorate (SSI), who may be accompanied by Her Majesty's Chief Inspector of Prisons and by one or more of Her Majesty's Inspectors of Schools (OFSTED), at least once every three years. There are also annual inspections to check that the secure training centre is meeting core requirements. Other inspections, with or without notice, can take place at any time of the year; and each centre is subject to a pre-opening inspection. Annual and triennial inspection reports are placed in the House of Commons Library as they become available. The Inspectors' reports show that, after significant initial operational difficulties at the first STC, Medway, both it and the newer centres at Rainsbrook and Hassockfield have progressively developed to provide a good standard, comprehensive regime for difficult young juveniles. (a) The Secure Training Order (STO) was available from March 1998 to March 2000. 379 children received STOs of whom 319 went to STCs, and the others to local authority secure units. 20 per cent. of those who went to Medway, 8 per cent. of those who went to Rainsbrook and 4 per cent. of those who went to Hassockfield were returned to custody for breach of STO supervision. The STO was replaced by the Detention and Training Order (DTO) in April 2000. Information on DTO breaches is not held centrally. (b) and (c) This information is not collected routinely but research is under way. The report of the Policy Research Bureau into the first year at Medway "Evaluation of Medway Secure Training Centre", released on 4 October 2000, recorded a 67 per cent. re-offending rate for those at that establishment. Wider research commissioned by the Youth Justice Board into DTO re-offending is being carried out by the National Association for the Care and Resettlement of Offenders (NACRO), the Centre for Crimes and Justice Studies and the Policy Research Bureau. Results are expected in March 2002. (d) Home Office monitors based at each STC ensure that the terms of the contracts including on education and training are met on a daily basis. The SSI's annual and triennial inspection reports are in the Library. (e) This information is not available. The contracts specify minimum qualifications, skills and experience requirements. All staff receive Home Office-approved training in understanding and dealing with disturbed adolescents. (f) The number and percentage of staff (custody and teaching staff) who have resigned since each centre opened is as follows: _________________________________________________________________________________________________. Mr. Simon Hughes: To ask the Secretary of State for the Home Department how many incidents of concerted indiscipline have been recorded at each secure training centre in each quarterly period since they have been open and in total to date; and if he will make a statement. [114640] Mr. Boateng: There have been a total of 45 recorded incidents of concerted indiscipline at the three secure training centres (STC) since the first centre opened. Medway opened on 17 April 1998, Rainsbrook opened on 1 July 1999 and Hassockfield opened on 17 September 1999. The definition of concerted indiscipline is not uniform across the three contracts. In the Medway and Rainsbrook contracts, "concerted indiscipline" is defined as Any single act committed by a group of more than two Trainees, which is in breach of the STC Rules. In the Hassockfield contract, "concerted indiscipline" is defined as Any single incident when two or more Trainees act together with the intention of disrupting the order and discipline of the Secure Training Centre and/or refusing to desist any action or to comply with any lawful order. A quarterly breakdown of the total of recorded incidents of concerted indiscipline, by individual centre, is as follows: _________________________________________________________________________________________________. Preliminary analysis shows that half of the early recipients of the Secure Training Order had been excluded from school and at least 75 per cent. had been in local authority homes care. Many trainees have a history of disruptive behaviour in local authority homes. Previous community-based attempts to tackle their offending have proven to be unsuccessful. Dealing with large groups of volatile young offenders has been problematical. The centres have experienced early operating difficulties, each to varying degrees. The contractors continue to learn from their experience and my officials, with the assistance of inspectors from Social Services Inspectorate and Ofsted, continue to monitor the management of each of the centres.
