Information on the number of apprenticeship starts and achievements in the 2009/10 to 2012/13 academic years for the under 21 age group in London local education authorities will be placed in the Libraries of the House.
Provisional data for the first three months of the 2013/14 academic year will be published in January 2014 in a Statistical First Release:

May I ask him, in particular, to ensure that those involved in large-scale construction projects and large-scale transport projects take their full responsibility for apprenticeships and that all chambers of commerce are engaged in the process of spreading the word?

Yes, indeed; that is a very helpful point. I would merely stress that, by and large, very large companies do engage in substantial apprenticeship schemes for their own good reasons, and have the resources to do it. The particular expansion that we are engaged in is focused on small and medium-sized enterprises that lack the resources and the support to do that.

I know that the Government are also committed to more apprenticeships. There are still tens of thousands of young people who are not in education, employment or training. Will Ministers look at the idea of posting the apprenticeships that are available, either by local authority area or by postcode, both to make them easier to access and to hold employers in the public and private sectors to account?

We have an online service to match employers with young people seeking apprenticeships, and as I said a few minutes ago, in December we announced a programme of grants of £2,500 for employers to take on unemployed 16 and 17-year-olds. I agree with the hon. Gentleman: we do not want young people to become completely distant from the labour market because of the economic troubles that we have been going through in the past couple of years. That is why apprenticeships are important, why the numbers have increased and why we have put in place the new grant specifically for unemployed 16 and 17-year-olds.

As more than 1 million of our young people leave education this summer, the Government's rediscovered commitment to training and apprenticeships is very welcome. However, it appears that many of the training schemes on offer cannot be completed in the time that the Government have announced. Will the Prime Minister meet a group of us to make sure that we do not consign our young people to unemployment or to a failure to gain the qualifications that they need?

As the hon. Gentleman should know, in 1997 there were 70,000 apprenticeships in Britain; this year, there are 225,000—three times as many. To say that we have reduced the number of apprenticeships, or that we are not taking the issue seriously, is wrong. As far as training programmes are concerned, on Monday we announced how we would do more for summer school leavers and for young people under 25. I hope that the hon. Gentleman will support the new investment that we have made into those measures. They cost money; I hope that his party is prepared to support them, even if the Conservative party is not.

[holding answer 12 March 2009]: This Government have rescued and expanded the apprenticeship programme. We will meet our target of 130,000 completions by 2010/11. Completions have more than trebled since 2001/02, from 39,000 to 113,000 in 2007/08. This means that over the 10-year period from 2001/02, to the end of the CSR period in 2010/11, around 900,000 young people and adults will have successfully completed their apprenticeship. Completion rates also reached an all-time high in 2007/08 of 64 per cent., compared to 48 per cent. in 2005/06. By 2020 we aim to deliver over 250,000 apprenticeship starts and 190,000 successful completions in order to meet the Leitch ambition for apprenticeships in England. We are on track to meet this ambition with a record 225,000 apprenticeship starts in 2007/08.

In Quarter 3 2008, there were just under 10,000 people of working age¹ studying towards an apprenticeship in the public sector. This represents around 7 per cent. of those working age people in England studying towards an apprenticeship.These data are taken from the most recent quarterly Labour Force Survey (LFS) which covers the period July to September (2008). Data up to 31 December 2008 will be available from 11 February."¹ Men aged 16 to 64 and women aged 16 to 59"

On apprenticeships, and given that nearly 50 per cent. of those being laid off are under 25, will the Government consider giving each area's local authority, local college and local chamber of commerce regular information about what opportunities there are, so that it is available for everybody in an agreed place? Will they consider having in each local council area one private sector and one public sector champion of apprenticeships who, by their records, are well placed to take on that role?

The hon. Gentleman makes a good point. The London apprenticeship taskforce, which met again this week, is discussing that very issue. Rob Whiteman, the chief executive of the London borough of Barking and Dagenham, is co-ordinating that activity across London councils with the LSC, to ensure that we can increase the number of apprenticeships in constituencies such as the hon. Gentleman's. They will ensure that local authorities and the NHS can do more, along with the many companies in London that, notwithstanding the economic downturn, want to recruit young Londoners to ensure that they benefit from the apprenticeship scheme.

I welcome the Minister to his new job, and I wish him well in what is a very important responsibility. Following on from what was said on Questions 1 and 2, may I tell the Minister that many of the young people, and their families, in Southwark and Bermondsey would far rather they did apprenticeships than stay on at school to 16, let alone to 18? It is therefore important that we have good opportunities for work experience related to apprenticeships, and then good careers advice linked to real companies who are willing to take these young people on, if they are qualified to do the job. Can the Minister give me some assurance that there is a real—not a notional—opportunity for youngsters in construction and other industries who are clear about what they would like to do, but at present find it difficult to get the encouragement through their teenage years?

I am very grateful to the hon. Gentleman for his gracious words of welcome. I had expected a few such words from my old friend from South Holland and The Deepings, who was in fact just mean to me before I even had a chance to stand up and reply, but I shall soldier on. The hon. Gentleman makes a very good point, of which the Government are cognisant. We have introduced junior apprenticeships to try to take the whole concept of apprenticeships down into school so as to introduce schoolchildren gently to the notion of what an apprenticeship is and how it works, and to put them on the pathway to one. A whole new framework of careers advice and guidance will be part of the new Bill that we hope will be forthcoming in the next few months.
I have looked up the figures and noted that the number of apprenticeship starts in the hon. Gentleman's constituency is quite low compared with the national figure. If he would like to come to talk to me about that at any point, I would be more than glad.

The 2007-08 apprenticeships performance indicator of 75,000 framework completions has been met and exceeded early. with 112,000 people successfully completing an apprenticeship framework in 2006-07. Apprenticeship completion rates reached an all-time high in 2006-07 of 63 per cent. compared with 24 per cent. in 2001-02—and an effective rate of zero under the Tories. Apprenticeship starts have increased from 65,000 in 1996-97 to 184,000 in 2006-07. Expanding apprenticeships will play a key role in improving the nation's skills base, and we plan to deliver more than 250,000 apprenticeship starts and 190,000 successful completions by 2020.

Could he, with his colleagues in the DFES—I appreciate that it is a cross-departmental responsibility—ensure that all the young people who, in constituencies such as mine, are keen to get into the building industry, have not just the initial training, but the opportunity to go from the training into apprenticeship and the work that give them the security of employment that they need, London needs and Britain needs?

Indeed, those opportunities exist. The hon. Gentleman may be aware of the on-site training and the job shop at Battersea power station, which I am sure is attractive to many of his young constituents hoping to get into the construction industry. We are working there with Lambeth college and South Thames college. There have been more than 10,000 inquiries to that job shop already, and I am pleased to tell him that as a result 640 young people have gone straight into construction work in London, 43 per cent. of them drawn from the ethnic minority communities.

[holding answer 17 October 2006]: At the end of 2005 there were 24,250 young people participating in apprenticeships (apprenticeships and advanced apprenticeships) in construction in England. The funding for construction apprentices from the Learning and Skills Council for 2005/06 was £62,999,222.
