My hon. Friend will remember that when we debated this matter in Westminster Hall, we touched on the role of the major supermarkets and other retailers in selling discounted alcohol. While the police in Warrington are taking a proactive stance in cracking down on alcohol-related crime, many people are drunk before they go out for the evening on cheap alcohol obtained from supermarkets. Has he had any further discussions with the supermarkets on the matter?

My hon. Friend raises an important point. We have had discussions with supermarkets and with colleagues across Government on what we do about the issue of ““pre-loading””—using cheap beer and spirits from supermarkets to avoid the expense of going out. It is a serious issue, and we are having discussions on what to do about it. We are waiting for a review led by the Department of Health on prices and promotions; when it comes forward, we will take the appropriate action.

People in my constituency who suffer because of drug-related crime want the offenders caught and punished, but they also want action to get them off drugs before they wreck their own lives and destroy their communities. What more can the Prime Minister do to ensure that there is effective co-ordination among Departments to tackle the misery that drug addiction causes to the addicts, their families and the people around them?

I am grateful to my hon. Friend, who has taken a big interest in such matters. Although the numbers of people on drugs are down and the numbers of drug-related crimes are down, we still have a major problem to deal with, in respect of the number of people dependent on drugs in our country. Dealing with it starts with proper education in primary and secondary schools, and with proper systems for treating people who are drug-dependent, and includes programmes for treating people in prison, where we want to move the number of people on drugs who are treated to an additional 1,000 a week.
I also believe that we must do more to help people who are on benefit back into work. It is right, then, to look at the system that we have for paying incapacity benefit, to see whether there is a better way of ensuring that the 300,000 people on incapacity benefit who are drug-dependent can receive the treatment necessary, allowing them to be in a position to get back to work and not be wholly dependent for ever on one benefit. We are going to come forward with proposals to reform the system to ensure that people who are on drugs have the best possibility of getting off drugs, with the best possible treatment.

What discussions has my hon. Friend had with the Department for Education and Skills? Experience suggests that, while our young people are given a great deal of education on the effects of illegal drugs, they do not always get very much on the effects of over-indulgence in alcohol.

I agree, and the Home Office, the Department for Education and Skills, the Department of Health and others are talking far more readily about all these matters in order to address the issues. Local government and the alcohol industry are also participating in the rounded partnership to which I referred in my answer to my hon. Friend the Member for Worsley (Barbara Keeley). Every aspect of the issues must be covered, as the way in which we deal with them is multi-faceted. I will ensure that the concerns of my hon. Friend the Member for Warrington, North (Helen Jones) are passed on to the DFES and to the Department of Health, as well as to the Home Office.

The Government have put in place a number of measures to tackle under-age drinking. Through initiatives like Challenge 21 it has worked closely with the alcohol industry to ensure that drinks retailers reduce sales to under-18s. Targeted enforcement has reduced the number of illegal sales to children. In the latest Alcohol Misuse Enforcement Campaign, the failure rate for supermarkets was 17 per cent., down from 50 per cent. in summer 2005.

Ms Blears: [holding answer 2 December 2004]: The Alcohol Harm Reduction Strategy for England was published on 15 March
2004 and contains a number of recommendations for, among other things, tackling alcohol-related crime and disorder. In implementing
one of the Strategy's key recommendations, the Home Office's Police Standards Unit and the Association of Chief Police Officers
(ACPO) led an Alcohol Misuse Enforcement Campaign (AMEC) over the summer from 8 July to 31 August.
92 Basic Command Units representing 39 police forces in England and Wales and 46 Trading Standards departments participated in the
campaign. Results from the campaign show that over 30,000 visits to licensed premises were conducted leading to over 1,200 offences
being detected. Around 1,800 Test Purchase operations were conducted with over a third resulting in an offence being committed. Over
4,000 fixed penalty notices were issued and over 9,500 alcoholic containers were confiscated with more than one-third of these being
confiscated from children.
Prior to the start of the AMEC, the Home Office published "Violent Crime--Tackling Violent Crime in the Night-Time
Economy--Guidelines and Tactical Options". The document set out a selection of successful initiatives that were readily transferable
to police forces, Crime and Disorder Reduction Partnerships (CDRPs) and local partners in helping to tackle alcohol-related violence
and disorder.
Following the campaign, a "Lessons Learned" document was published and launched at a joint Home Office and ACPO conference on
8 November. The document is intended to assist those who are responsible for the continued drive to tackle alcohol misuse and
its associated harms in relation to crime and disorder. A second campaign will take place over the Christmas period from
17 December to 3 January 2005.
The Government and the police are building on existing good crime-cutting work and developing best practice in the local areas and
CDRPs that still have a high volume of violent crime. This strategy will develop further the work begun by the Government and police
over the summer to tackle alcohol-related disorder.
In addition, the Government have introduced new fixed penalty notice offences for selling alcohol to a person under 18, the purchase
of alcohol for a person under 18 on licensed premises, consumption of alcohol by a person under 18, and allowing delivery of alcohol
to a person under 18. These offences came into effect on 1 November. Local authorities have also introduced around 120
Designated Public Places Orders to help tackle anti-social drinking.

Caroline Flint: Following the launch of the National Drug Strategy in 1998 (Revised 2002) ring fenced investment in action to tackle
drugs has increased significantly. Central drug specific allocations are supplemented by local mainstream and charitable funding.
Information related to mainstream and charitable funding would only be available at local level. It would incur a disproportionate
cost in staff time to gather figures for each year and they would be difficult to verify.
Breakdown of financial allocation to local constituencies is not available in the form requested as funding is allocated to Drug
Action Team (DAT) areas. In this case Warrington DAT which covers Warrington, North and Warrington, South.
The period for 1997-98 is prior to the formation of the National Drug Strategy hence there is no locally held information on funding
available for that financial year.
In 2003-04 the total drugs allocation for Warrington DAT was £938,628. In order to ensure consistency figures supplied are based on
funding streams associated with the National Drug Strategy that are readily verifiable. These funding streams are specifically
targeted at tackling the harm caused to individuals, families and communities by the misuse of drugs. Other mainstream funding is
made available at a local level. This varies and both in amount and origin and as a result it is not possible to provide robust
financial information.

Information on the costs and accuracy of the various methods used for testing drug abuse is not held centrally. To answer this
question would incur disproportionate costs.
The Pilot Programme for testing for drug misuse under the provisions of the Criminal Justice and Court Services Act 2000 introduced
the use of oral fluid (saliva) on-site screening tests, following an evaluation study by the Forensic Science Service. This found
that oral fluid provided an effective and accurate alternative to urine for screening for heroine and cocaine.

Mr. Bob Ainsworth: The Home Office recently issued a probation circular, (PC7/2002:Revision of National Standards of Supervision of
Offenders in the Community) which notified probation areas that they were no longer required to obtain specific written authority
from the Home Office to use oral fluid testing in respect of the Drug Treatment and Testing Order. Prior to this announcement,
twenty-three Probation Areas had requested the use of oral fluid testing. Oral fluid testing is also currently being used in the
three probation areas piloting the drug testing provisions contained in the Criminal Justice and Court Services Act 2000.
Information regarding the practices of drug treatment services is not held centrally.

Mr. Boateng: The report of a study of Psychiatric Morbidity Amongst Prisoners in England and Wales, undertaken in 1997 for the
Department of Health by the Office for National Statistics, indicated that in the year before entering prison, 36 per cent. of women
on remand and 39 per cent. of sentenced women reported engaging in hazardous drinking. Fifty four per cent. of women on remand and
41 per cent. of sentenced women reported some degree of drug dependence.
The information sought in the second part of the question is not available in the form requested. Returns from Prison Service
establishments show that in 1998-99, when almost 16,000 women were screened on reception into prison by healthcare staff, 3,091
completed drugs detoxification programmes and 413 completed alcohol detoxification programmes.
