The trials are conducted under a safe system of work endorsed by the Ajax Safety Assurance Panel. This safety protocol includes the use of the live monitoring of crew noise and vibration exposure levels to ensure exposure remains within the appropriate legislative action value.
In my previous Answer of 18 November to Question 87760 I stated that Army crews are not required to undertake neurological tests as part of the trial protocol. It has now become clear that the enhanced audiometric surveillance used to assure the User Validation Trials’ safety protocol in fact meets the definition of neurological testing. The enhanced audiometric surveillance (hearing tests) are tests of which the House is already aware since the Written Ministerial Statement of 19 May 2022 (HCW42).

In my previous Answer of 18 November to Question 87760 I stated that Army crews are not required to undertake neurological tests as part of the trial protocol. I am pleased to confirm that a series of Lethality Validation and Verification firings took place between 28 September to 8 November in support of the Ajax Programme. A total of 1,780 40mm rounds and more than 15,000 7.62mm rounds have been fired against a mixture of static and moving targets, including the Ajax vehicle firing on the move. More firing trials are planned in the coming months.

In addition to extant Army wide driver and crew working hours controls, trial activity duration is not time bound but is carefully monitored to ensure that Army crews remain within the lower action values of the Control of Noise at Work Regulations 2005 and the Control of Vibration at Work Regulations 2005 throughout the planned activity. User Validation Trials are conducted under a safe system of work that implements these action value controls endorsed by the Safety Assurance Panel. This includes UTAC-Millbrook providing live monitoring of crew noise and vibration exposure levels.

The full Ajax trials programme is extensive and aims to demonstrate compliance with all aspects of the vehicles contracted requirements through a process of progressive assurance. Ministry of Defence experts (including Defence Science and Technology Laboratory) witness the trials and review associated evidence as part of the verification process.

Under the main Ajax contract with General Dynamics, a number of trials involving five variants of the vehicle have occurred in the last six months. These include but are not limited to: power, radio and communications, security, live firing, acoustic signature, capacity and stowage and electromagnetic pulse trials. The trials have been assured by Ministry of Defence officials and Army personnel as part of the joint team working on the project.

On 10 August 2022, the Department referred tixagevimab and cilgavimab (Evusheld) to the National Institute for Health and Care Excellence (NICE) to evaluate its clinical and cost effectiveness for preventing COVID-19. Between 29 July and 12 August, NICE consulted with stakeholders on the suggested remit, draft scope and list of consultees and commentators.
NICE has commenced this evaluation and currently expects to publish draft guidance in April 2023, with final guidance to follow in May 2023. In discussion with AstraZeneca, NICE is expediting the appraisal process by bringing forward the deadline for the manufacturer’s evidence submission.

We do not plan to publish the report once trials have completed. The analysis of the report, which includes detailed information about the performance of military equipment could be potentially operationally sensitive However it will help inform the way ahead on Ajax and I will continue to keep the House updated on the outcome of our analysis and the implications of the programme.

The UK Mechanised Infantry Programme will conduct confirmatory reliability tests, however there are currently no plans to conduct reliability growth trials for BOXER as the base Off the Shelf vehicle is already a qualified design and the project is drawing from existing reliability data. I refer the right hon. Member to my letter of 19 July 2021, which explains the position on liability and insurance in relation to the Ministry of Defence’s (MOD) contract with Millbrook. The MOD cannot state whether such insurance will answer any claims made by Army Personnel and it will obviously depend on the circumstances of each claim. More broadly, again, depending on the circumstances of each claim, Army personnel might be able to make a claim under the Armed Forces compensation scheme or against the MOD. Depending on those circumstances, the MOD might seek to involve its contractor, General Dynamics UK.
