Mr. Keetch: To ask the Secretary of State for Defence if he will make a statement on the role of private contractors in the (a) administration, (b) interrogation and (c) handling of prisoners under UK jurisdiction in Iraq; which contractors are involved; and which laws are applicable to their activities. [171443] Glenda Jackson: To ask the Secretary of State for Defence whether civilian (a) contractors and (b) interrogators are employed in Iraqi jails under the control of British forces. [171987] Mr. Hancock: To ask the Secretary of State for Defence (1) what the minimum requirements demanded by his Department are of the individual contractors employed to be involved in the detention of the prisoners of UK forces in Iraq; and at what level in his Department the decision was taken to employ each in these roles; [172325] (2) what factors underlay the decision to employ private contractors to assist with the detention of prisoners of UK forces in Iraq in preference to (a) his Department's staff and (b) seconded prison officers from the UK; and if he will make a statement; [172326] (3) how many private contractors are involved in dealing with prisoners of UK forces in Iraq; from which companies they are employed; at which locations they are used; who is responsible for there behaviour; what their responsibilities are; what the cost of their employment was in April; and for how long he intends to employ them. [172329] Mr. Ingram :[holding answer 11 May 2004]: There are no private contractors employed in the direct administration, interrogation or handling of prisoners under the United Kingdom jurisdiction in Iraq. Iraqi criminal justice system prisons are under the control of the Coalition Provisional Authority through the Ministry of Justice. The administration and handling of prisoners in Ministry of Justice run prisons is carried out by Iraqi Correctional Service employees. The Ministry of Justice employs local contractors in the following capacities. Septic tank emptying Catering Food provision Water supply Building works Guarding prison sites No interrogation takes place in Ministry of Justice prisons.

Mr. Keetch: To ask the Secretary of State for Defence if he will list (a) the unit cost of vetting individuals by the Defence Vetting Agency and (b) the estimated cost of vetting individuals through a private contractor; and if he will make a statement. [111840] Mr. Ingram: The unit costs of vetting individuals for the main types of vetting clearances are as follows: _________________________________________________________________________________________________. Number Counter Terrorist Check (CTC) 27 Security Check (SC) 34 Developed Vetting (DV) Initial 1,101 Developed Vetting (DV) Review 672 _________________________________________________________________________________________________. These are the average costs, and are based on the last full Defence Vetting Agency Annual Accounts (2001-02). They exclude Security Service costs, of which the Ministry of Defence has no visibility. The estimated costs of vetting individuals through a private contractor have not been considered. The proposal to create the Defence Vetting Agency was subjected to a prior options study, which involved the various stakeholders, including the Security Service. The study reached the conclusion that personnel security vetting was a core MOD function. This view is subject to the Quinquennial Review (now Business Review) process. A Business Review of the Defence Vetting Agency is currently under way, and will consider whether vetting could be provided by other means.

Mr. Keetch: To ask the Secretary of State for Defence, pursuant to the answer of 21 June 2002, Official Report, column 597W, on medical treatment, on what date the Army Training and Recruitment Agency secondary health care initiative commenced and with what budget; by what criteria personnel are treated under the scheme; how many personnel in (a) the Army, (b) the Navy and (c) the RAF have been treated under the initiative and at what cost to his Department in each month since commencement; which health care providers have been used under the scheme; and if he will make a statement. [65569] Mr. Ingram: The Army Training and Recruiting Agency's (ATRA) secondary health care initiative was formally introduced on 1 April 2001 and the Budgetary sum allocated for the financial year 2001-02 was £1.3 million. Personnel eligible for treatment under the scheme are ATRA trainers or trainees who are referred by their unit general practitioner for investigation, opinion and/or treatment for a condition which is preventing them from continuing with their employment/training. Personnel are referred only when waiting lists at the local Ministry of Defence hospital unit or NHS hospital are deemed excessive. The vast majority of these are Army personnel; a small number of RN and RAF personnel might have been included who were posted to ATRA units, either as trainers or trainees, but these cannot be readily identified. Records held do not allow for numbers treated per month to be easily identified, as an individual may well be treated over a period and therefore feature in more than one month's figures. [54136] Dr. Moonie: [holding answer 7 May 2002]: Service patients in the United Kingdom are mainly treated in Defence Secondary Care Agency (DSCA) administered Ministry of Defence Hospital Units (MDHUs) situated in NHS trusts. The DSCA measures treatment waiting times for service personnel at the MDHUs against its Outpatient and Inpatient Key Targets. Details of the Agency's Outpatient and Inpatient Key Targets for 2000-01 and 2001-02 and the Agency's performance against these are given in the tables: Table 1--2000-01 _________________________________________________________________________________________________. Key target Outcome Out-patients 45 per cent. of service patients to be offered a first out-patient 34 per cent. within four weeks and 89 per cent. within 13 weeks appointment within four weeks of receipt of a referral and 85 per cent. within 13 weeks In-patients 75 per cent. of service patients to be offered a treatment date 68 per cent which is within 13 weeks of the decision to give in-patient treatment _________________________________________________________________________________________________. Table 2 also includes referrals to MDHU Portsmouth, which was created on 1 April 2001. Service personnel can opt to be treated in other NHS hospitals and are referred to these where there is a need for specialised care not available in the Defence Medical Services (DMS) or for geographical reasons. This patient activity is subsumed in overall NHS waiting lists. The DMS do not maintain a central record of treatment waiting times for the service personnel that they refer to the independent health care sector. Such referrals are made under a variety of schemes managed by either the DSCA or the single services.
