I thank my right hon. Friend for that answer. I welcome recent troop withdrawals and look forward to more soon. My question is about the safety of troops during withdrawal. Is a transitional period between active patrols and returning home envisaged, during which troops will be, as it were, confined to barracks? Will that be at the Basra air base? As I am sure he is aware, that base is subject to dozens of rocket attacks every day. If there must be such a transitional period, could our troops be safely elsewhere in the region but close enough to be on call if needed?

It is not envisaged that our troops will be confined to barracks, as it were, at any time. Operational decisions in relation to force protection are a matter for commanders. Invariably, such operations, which are known as layered, include attempts to interdict those who try to attack the base. I reassure my hon. Friend that no effort is spared to ensure that the best possible protection is provided to our forces deployed on operations. In the last year alone, we have invested millions of pounds in new equipment, including body armour and armoured vehicles. In relation to indirect fire—IDF—a number of kinetic and static capabilities have been deployed better to protect our personnel from such attacks. For reasons of operational security, I cannot elaborate on that or on the equipment employed. Unfortunately, however, the effects of indirect fire attacks can never be mitigated completely. We ought to expect those to continue in the current environment.

From a peak of about 45,000 personnel deployed to Iraq during major combat operations in 2003, we have drawn down progressively to 8,000 prior to handing over three of our four provinces. Since then, we have reduced in stages to 5,500. The commanders on the ground assess that that is the right number of troops to discharge our current responsibilities. As I have made clear, we expect to see further reductions as we hand over to the Iraqi security forces in Basra city.

David's tank was hit by a shell fired by another British tank, but obviously that is not the only incident of so-called blue on blue during the conflict in Iraq. Does my right hon. Friend agree with my summary of the NAO report that the Ministry of Defence is doing the right work on combat identification and has the right plan of action for the future? However, the report advises the Department to undertake that work with much more urgency. Does he agree that it would be a fitting tribute to David and all the brave troops who have died in Iraq in such incidents if we completed that work quickly?

I know that my hon. Friend takes a close interest in the matter, and I am only too aware of his constituent's age. The board of inquiry into the Challenger incident made recommendations in eight specific areas, including operational doctrine and training and procedures, and they have all been accepted and followed up. However, on the issue of combat identification, it takes time to ensure that there is interoperability and compatibility between allies. If we develop new technical solutions to deal with the problem, we must ensure that they stand the test of time, are robust and meet specific needs. Anyone who understands the issue, as my hon. Friend does, knows that it is not just about technical solutions but about situational awareness and dealing with the human factor. Lessons on training and approach have had to be learned from the tragic incidents that have taken place, and they will clearly help us to improve in all those areas.

Friend the Secretary of State knows, because I have written to him, that the previous Secretary of State saw Beverley Clarke, the mother of young David Clarke, who was killed in his tank in Iraq in March 2003, about the delay in a specialist investigation into the circumstances of his death. May I urge the Minister to ensure that those investigations are completed as soon as possible so that we can start to release information to the relatives?

Mr. Kidney: To ask the Secretary of State for the Home Department what factors prevent his Department from removing failed asylum
seekers from the UK to (a) Afghanistan, (b) Iraq, (c) Somalia, (d) Zimbabwe and (e) Eritrea.

Mr. Browne: All asylum and human rights claims are considered on their individual merits in accordance with our obligations under
the 1951 UN Refugee Convention and the European Convention on Human Rights (ECHR). Should a claim be refused and any appeal before
the independent Immigration Appellate Authority be unsuccessful, it means that for that individual it is safe to return.
We have an agreement with the Afghan Authorities which enables us to return significant numbers of Afghan failed asylum seekers to
Afghanistan each month.
We have also reached an agreement with the Coalition Provisional Authority in Iraq to begin enforced returns of Iraqi failed asylum
seekers.
We are currently working on the practicalities of the returns programme, and will commence returns as soon as these arrangements are
finalised.
We are currently facilitating the return of those Iraqis who wish to go home through the International Organisation for Migration.
We also have a returns agreement with the Somaliland authorities and have also begun to return small numbers of failed asylum
seekers to Somalia.
We are currently in discussion with the Eritrean Government on improving the issuing of re- documentation to Eritrean nationals who
we wish to return.
The only country to which, as a matter of policy, we do not at present generally enforce the return of failed asylum seekers is
Zimbabwe. This policy is based not on asylum or human rights reasons but on our view that in the wider context of the Government's
position on Zimbabwe, it would be inappropriate forcibly to return failed asylum seekers applicable at this time.

Mr. Caplin :[pursuant to my reply, 12 February 2004, Official Report, c.1636w]: Further information has come to my attention.
The corrected answer to the question is:
During the period 10 January 2003 to 20 December 2003 no member of British service personnel committed suicide in
Iraq. Among Service personnel who have since returned to the United Kingdom from Iraq; two have since died and been recorded by a
coroner with a suicide or open verdict. An additional five cases have been referred to a coroner for a verdict but the inquests have
not yet been heard. There is no change to part (b).

Mr. Kidney: To ask the Secretary of State for Defence what military assets, including personnel, in Iraq are being applied to
provide medical treatment for Iraqi civilians; and for how long they will remain in place. [110760]
Mr. Caplin: United Kingdom forces are required to provide, within their means and capabilities, medical treatment to Iraqi
civilians. This ranges from emergency treatment conducted by any UK soldier, all of whom are trained in first aid, to more advanced
emergency treatment at one of the four Regimental Aid Posts, to life saving surgery at the UK Field Hospital at Shaibah, southern
Iraq. In addition, 1 Close Support Medical Regiment, consisting of approximately 250 personnel, is deployed across southern Iraq to
provide an emergency first aid and ambulance capability.
UK forces will provide medical treatment for as long as they remain in Iraq, although it is envisaged that reliance upon UK forces'
medical capabilities will be reduced as Iraq's civilian medical infrastructure continues to improve.

Mr. Kidney: To ask the Secretary of State for Foreign and Commonwealth Affairs what involvement the United Nations has in Iraq in

Mr. Rammell: We believe that the UN has a vital role to play in Iraq. It is already delivering humanitarian aid under the Oil for
Food Programme and co-ordinating the work of humanitarian NGOs.
The UK, together with the US and Spain, has put forward a draft Security Council resolution providing for an influential and
wide-ranging UN role. The draft resolution calls for the appointment of a UN Special Co-ordinator whose tasks would be: support for
and co-ordination of humanitarian and reconstruction assistance by UN agencies and non- governmental organisations; support for the
orderly and voluntary return of refugees and displaced persons; working with others to restore and establish national and local
institutions for representative governance; facilitating the reconstruction of key infrastructure, in co- operation with other
international organisations; promoting economic reconstruction and the conditions for sustainable development, including through
co-ordination with national and regional organisations, as appropriate, civil society, donors and the international financial
institutions; encouraging international efforts to contribute to basic civilian administration functions; promoting human rights;
encouraging international efforts to rebuild the capacity of the Iraqi civilian police force; supporting international efforts to
promote legal and judicial reform.
We will be discussing the detail of this role with the UN and with Security Council partners.

Mr. Ingram: Logistic operations in support of the deployment of United Kingdom forces to the Gulf are fully effective. They will
result in an equivalent quantity of material to that supplied for the last Gulf conflict being deployed to theatre in half the time.
The deployment has required a significant strategic air and sea lift, and is supported by arrangements to sustain and manage
continuing supply chain activity.

Mr. Kidney: To ask the Secretary of State for Defence what are the results of his Department's investigation of the incident in
which suspected Iraqi CW agent was found in Kuwait after the end of the Gulf War; and if he will make a statement. [35687]
Dr. Reid: I am today making public the results of a joint UK-US review of what has become known as the "Sabahiyah" incident, in
which a large tank of liquid, initially thought to contain Iraqi mustard agent, was found in Kuwait after the end of the Gulf
conflict. The review has concluded that the tank did not contain chemical warfare agent, but rather inhibited red fuming nitric acid
to fuel Iraqi Silkworm anti-ship missiles.
This is the first of three reviews of events during the Gulf conflict which we pledged to carry out last July. Preparation of the
case narrative, which is also being published today in the US, has involved close and detailed cooperation between MOD and the US
Department of Defense. A copy of the case narrative will be placed in the Library of the House.
