SET Statistics provide a breakdown of Government R&D expenditure by primary purpose and Department. The following table outlines spend for the Department of Trade and Industry and other major Government Departments for 2003-04 on technology support and gives this as a percentage of the Department's total budget. The category technology support includes strategic as well as applied research, and pre-competitive research. These figures exclude funding of the research base under the Science Budget and are derived from SET statistics tables 3.6 and 3.10 available on the DTI website at http://www.dti.gov.uk/science/science-funding/ set-stats/govt-exp-r&d/index.htnml, hard copies of which are available in the Libraries of the House.

The information requested is as follows.(a) Civilian Nuclear ActivitiesThe UK Government seeks to promote scientific, technological and academic co-operation with India, consistent with our international commitments. India is a key international partner and we attach great importance to developing our strategic partnership on civil nuclear activities and to stopping onward proliferation. In August 2005, the Government revised the position adopted in 2002 on our policy regarding the export of nuclear related items to India. The restrictions now in force are less stringent than that in force in 2002 and conform to the UK's current international obligations and non-proliferation commitments. The effect of our approach is to refuse only those exports or scientific contacts that are of serious concern, taking into account the circumstances of each particular case.(b) Civilian Space ProgrammesThe British National Space Centre (BNSC) held a meeting with the Indian National Institute of Advanced Studies to discuss areas of collaboration, in December 2004. We continue to look for further opportunities to co-operate bilaterally with India and in multilateral fora.The British High Commission in New Delhi is working with the Indian Space Research Organisation on space programmes.A workshop on using Earth Observation to measure the effects of climate change on agricultural productivity is due to take place from 28–30 March 2006. Two of BNSC's partner organisations, the Natural Environment Research Council and the Met Office are also involved.(c) High TechnologyThe UK-India joint economic and trade committee (JETCO) has followed up on the 2002 Delhi Declaration with high technology as an area for bilateral co-operation. The most recent discussions were held on the 30 January 2006 in London by the JETCO working group to explore synergies and co-operation in the area of high technology. The group presented its report to the Secretary of State for the Department of Trade and Industry and the Indian Minister of Commerce and agreed that they would focus on collaboration in the biotechnology sector, advanced manufacturing, and forging alliances between high technology regions in India with clusters in the UK.

Dr. Kumar: To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the (a) funding, (b) remit and (c) functions of the science and technology network. [137535] Mr. Rammell: Following a review in 2000 the FCO has established a new network of S & T (science and technology) attache«s to help capitalise on and enhance the UK science base, to help companies access overseas innovation and technology, to facilitate high-tech trade and attract foreign investment and to use S & T as a vehicle to maximise the UK's impact abroad. £3 million of funding was provided through SR2000. A further £750,000 of programme and staffing resource was made available through SR2002. By 2005 there will be a dedicated FCO S & T officer in 34 of our overseas posts in 22 countries. Several other posts have also joined the network and make use of S & T to further bilateral relations. The network reports to a wide customer base and works with a number of UK organisations with an interest in S & T overseas. These include Government Departments, parliamentary and devolved institutions, public sector bodies, universities, research and trade organisations and industry. The FCO works in close partnership on international S & T issues, with the Office of Science and Technology (OST), the Department of Trade and Industry (DTI) (especially its team of International Technology Promoters), UK Trade & Investment, the British Council and the Research Councils (RCUK). The FCO's S & T network adds value to the UK by addressing the following objectives: To inform UK science policy development, benchmarking UK S & T performance against other nations and using S & T to secure UK influence in international negotiations. To promote the UK as the international partner of choice in S & T collaboration, and attract overseas expertise, in areas which match or complement existing or potential UK strengths. To enhance wealth creation by using S & T to facilitate trade and inward investment, with development of the UK knowledge economy through commercially edged high technology collaboration. To use S & T for public diplomacy to project the UK as a creative, dynamic, technologically advanced nation. The network is co-ordinated by the S & T unit within the Global Issues Directorate of the FCO. The work of the network and profiles of the new generation of S & T officers are presented in the FCO's S & T annual report, available on the FCO website: www.fco.gov.uk/policy/ global-issues/science-and-technology. The new network provides informed insight into S & T activity in the host country and an assessment of opportunities and risks for the UK. Through developing networks of opinion formers and key contacts the attache«s are well placed to stimulate bilateral interactions. The integrated approach of the S & T attache«s with their commercial and public diplomacy colleagues means projection of the UK as a world leading science base and development of a technologically innovative, knowledge based, economy.

Dr. Kumar: To ask the Secretary of State for Education and Skills what steps have been taken to provide female students at all levels with women role models who have succeeded in traditionally male dominated fields. [16265] Margaret Hodge: A number of steps have been taken, both by my Department and other Government Departments, as well as by institutions in the education sector, to provide both women and men with role models to encourage them to learn, train and work in non-traditional fields. For example, as a result of a very successful pilot programme offering girls work experience in non- traditional work areas such as construction, engineering, IT and telecommunications, my Department is taking forward taster days for girls and is currently working with the national education business partnership network on a roll-out of the programme for girls at key stage 4. The science and engineering ambassadors scheme is being launched in January 2002 as part of Science Year and has been jointly developed by DfES/DTI. It will give more young people the opportunity to interact with female role models who are practising scientists and engineers. The DTI, through the work programme of its promoting SET (science, engineering and technology) for women unit and engineering policy unit enables organisations such as the SETpoints, the careers education and business partnerships, Let's Twist at Bradford college and the WISE campaign to run events with women scientists and engineers, produce posters and magazines such as SPARK that promote positive images of women in non-traditional careers. Science Year is particularly targeting some of its resources and publicity at girls. For example, television advertisements and a careers video have featured girls and women. The faces of modern science photographic project includes a large number of role models for all under-represented groups and will result in the production of a book for use by careers advisers and Connexions officers. Many colleges and training providers are actively engaged in programmes to attract more women into male dominated fields and a number of initiatives funded by the European Social Fund involve the use of women role models. WISE, mentioned above, the Association for Women in Science and Engineering, the Women's Engineering Society and the British Council are all proactively using women role models from within industry as a mechanism for encouraging other women to study in non-traditional fields. We are also encouraging men to undertake work in areas where they are under-represented, such as child care. The second phase of our national recruitment campaign, "Do Something You Love for a Living" is actively promoting the recruitment of men and people from ethnic minority backgrounds into the work force while placing a heavy emphasis on training and qualifications. We featured a male nursery nurse in one of our advertisements and screened this at times when there was likely to be a large male audience. Men are also featured in the campaign booklet and accompanying case studies and research into the effectiveness of the campaign showed that the advert featuring the man was the best-recalled one. Aside from raising the status of working in the sector, the focus on training and qualifications should encourage more men to respond to the campaign.

Dr. Kumar: To ask the Secretary of State for Trade and Industry when the Government are preparing to implement the recommendation of the report of the Foresight Process Industry Group, "Processing the Future". [87266] Mr. Battle: The Process Industry Group has made a valuable contribution to the Foresight programme. We welcome their "Processing the Future" report. We are pleased that they are willing to develop their ideas in the second round of Foresight. These will be of special interest to the new Manufacturing 2020 and Chemicals Foresight Panels. The Government emphasised the importance which it attaches to multi-disciplinary research and closer joint working between the Research Councils in allocating the Science Budget last autumn. The Research Councils are implementing these policies, and are taking account of the report's recommendations in their planning. As the process industries are so diverse, there is a wide range of innovation initiatives supported by Government and the Research Councils. For example, 21 per cent. of the Engineering and Physical Science Research Council's research grant support is of relevance to process industries. EPSRC also have a number of joint activities in the process industries with other Research Councils. These include the process industries sector of the Innovative Manufacturing Initiative (EPSRC with the Biotechnology and Biological Science Research Council), Biomolecular Science (BBSRC) and a Medical Engineering LINK programme (EPSRC, BBSRC and the Medical Research Council). In the chemicals sector (perhaps the biggest process industry), DTI and EPSRC support initiatives on process plant instrumentation, catalysis, polymer processing and colloid technology. Since the publication of the report, we have engaged trade associations from across the processing industries in discussions on the implications of the report. PIG members have made presentations to various learned societies and industrial sectors. As they refine their ideas within the Foresight agenda, we will play close attention to developments.
