I was first made aware of the unfinished draft document relating to historic nuclear testing at Christmas Island in December 2025. Following the release of the draft document by AWE, I wrote to interested MPs and LABRATS advising them of its release and explaining its contents on 2 March 2026.
Successive Governments have refused compensation to the nuclear test veterans, but now the Sunday Mirror’s investigative journalist Susie Boniface has revealed documents showing that, in fact, levels of radiation were known to be much higher than the court was led to believe in a case in 2016. Will Ministers address this matter with the seriousness it deserves, while veterans are still suffering and the widows of veterans still lack any recognition or compensation?

This Government has reset our relationship with nuclear test veterans and the organisations that support them, and we remain committed to listening to their concerns and working collaboratively to address them.
I understand that many are eager for an update on progress on the records exercise. Our focus has been to start by reviewing all surviving policy records and instructions related to blood and urine testing, as well as policies relating to the retention of these records. We have begun with the policy files to ensure there is an understanding of the policy procedures and instructions for medical tests that were given at the time. Doing this first helps us to understand whether policies and instructions were followed. The Ministry of Defence has begun the process of looking at Nuclear Test Veterans' service and medical records.
I will update the House when I am in a position to share the findings of this exercise.

This Government has reset the relationship with nuclear test veterans and the organisations that support them, and we remain committed to listening to their concerns and working collaboratively to address them.
As of 30 June 2025, officials have reviewed over 43,000 files, including files from the Merlin Database, as part of the exercise that is looking at concerns raised with me about some Nuclear Test Veterans' medical records. The contents of the Merlin database will be transferred to The National Archives (TNA) as formal public records under the Public Records Act. Records will be held in perpetuity and made available via the public facing online catalogue at TNA called "Discovery". As the records are digital they will be free to download and there will be no limit on the number that can be downloaded.
I will update the House when I am in a position to share the findings of the exercise that is looking at concerns raised with me about some Nuclear Test Veterans' medical records.

The Government is deeply grateful to all those who participated in the UK nuclear testing programme. We recognise their Service and the huge contribution they have made to the UK’s security.
I have asked officials to look seriously into unresolved questions regarding medical records as a priority, and this is now underway.
This work will enable us to better understand what information the Department holds in relation to the medical testing of Service personnel who took part in the UK nuclear weapons tests.

The Atomic Weapons Establishment (AWE) do not hold the blood test results for Nuclear Test Veterans. AWE holds a small number of references to blood and urine tests which were included in scientific documentation related to nuclear weapons trials. Veterans or members of their family are entitled to request information that may be held by AWE through Subject Access Requests, which will be handled in a routine manner.

The Government continues to recognise and be grateful to all Service personnel who participated in the British Nuclear testing programme. They contributed to keeping our nation secure during the Cold War and since, by ensuring that the UK was equipped with an appropriate nuclear capability.
I am pleased that a forthcoming commemorative Nuclear Test Medal was announced by the Prime Minister in November 2022, which is intended to recognise Service veterans and civilians who participated in the UK’s nuclear tests between 1952 and 1967. The first Nuclear Test Medals are expected to be available in summer 2023. Details on the eligibility criteria for the Medal, together with information on the application process, will be announced by the end of March 2023. There is a long-established process to design, procure and produce a new Medal and collectively this process takes some months.
In relation to medical test results, an individual can make a Subject Access Request (SAR) to the relevant military service, Veterans UK or the Atomic Weapons Establishment to have sight of what records are held on them. Information is provided on request to individuals, or representatives acting on their behalf, under ‘General Data Protection Regulation (GDPR), Chapter 3, Article 15 – Right of access’.

The nuclear test programme of the 1950s and 1960s does not fall within the definition of "overseas operations" which applies to the limitation longstops in Part 2 of the Overseas Operations Bill. This means that any personal injury or death claims brought by the Nuclear Test Veterans will not be impacted by the limitation longstop for those claims.
Nuclear Test Veterans who believe they have suffered ill health due to their service have the right to apply for no-fault compensation under the War Pensions Scheme.

The MOT test is an effective tool for checking annually that vehicles meet minimum roadworthiness standards, including those applying to the condition of tyres. Of the around 27 million registered cars eligible for MOT, 7,789,251 class 3 and 4 vehicles (cars, vans and passenger vehicles with up to 12 seats) failed the MOT during the business year 2015/2016. A total of 599,772 (7.7%) of those test failures related to defective tyres. Identification of tyre-related defects at MOT prevented the cars to which they were fitted from being used on public roads with unroadworthy tyres.

We have not made any assessment of the demand for new tyres for vehicles constructed or first registered before 1960. We have the following figures for personal injury accidents where at least one of the vehicles involved was constructed or first registered before 1960:

From 16 September to 2 November 2016 we consulted over proposals to exempt vehicles from annual roadworthiness tests. The consultation document included an Impact Assessment, which estimated the risks to road users of the options in the consultation.
We expect to announce a decision on the outcome of the consultation soon.

From 16 September to 2 November 2016 we consulted over proposals to implement European Directive 2014/45 on periodic tests for roadworthiness. The Directive provided that Member States could exempt vehicles over 30 years old, provided they had not been substantially changed. Our proposals were developed following an informal consultation in 2014.
