Mr. Lidington: To ask the Secretary of State for Environment, Food and Rural Affairs how many applications for woodland grants her Department and the Forestry Commission has received during the current financial year in respect of woodlands in (a) the Chilterns Area of Outstanding Natural Beauty and (b) Buckinghamshire; what the total sum applied for was; how many such applications, and to what aggregate value, have been approved; and if she will make a statement. [187258] Mr. Bradshaw: Between 1 April and 28 June the Forestry Commission received nine applications for a total of £19,000 on land within the Chilters AONB and 11 applications for a total of £22,000 on land within Buckinghamshire. Mr. Lidington: To ask the Secretary of State for Environment, Food and Rural Affairs what assessment she has made of the impact upon (a) egg producers, (b) small markets and (c) consumers of her proposed requirement for ungraded eggs to be marked. [184197] Alun Michael: Defra has received over 3,000 inquiries from small-scale egg producers on the Registration of Laying Flocks Order and the Egg Marketing Regulations. All producers must register with departments in order to obtain an identifying code. Currently small producers with less than 350 birds are exempt from this requirement, provided that the eggs are ungraded and sold direct to the final consumer. Because of enforcement difficulties in other member states, it was agreed in November 2003 that part of the derogation from marking for ungraded eggs be removed. From 1 July 2005 farmers selling eggs from their own farms at local public markets will no longer be exempt from the requirement to mark their eggs, irrespective of the number of laying hens kept A Partial Regulatory Impact Assessment was prepared on this in November 2003. The cost for small producers to purchase the necessary equipment is low. A hand stamp can be bought for around £30. The time required to register as a producer and then to stamp eggs is unlikely to be significant. The majority of small producers appear to be satisfied that the costs are reasonable and can be borne comfortably. Some producers with fewer than 350 laying hens will therefore have to register for the first time, in order to obtain a distinguishing number. This measure had the support of the majority of other member states. Sales in farm shops and door-to-door do however remain exempt.

Mr. Lidington: To ask the Secretary of State for Environment, Food and Rural Affairs what plans she has to introduce new charging arrangements to finance the Environment Agency's work in the current financial year and afterwards on (a) implementation of the Water Framework Directive, (b) development of the Revised Bathing Waters Directive, (c) regulation of the spreading of sewage sludge on agricultural land, (d) the reduction of agricultural waste and mines and quarries waste and (e) exemption from Waste Management Licensing. [129356] Margaret Beckett: The charging arrangements are as follows: (a) Implementation of the Water Framework Directive The Environment Agency's costs of implementing the Water Framework Directive during the current financial year are funded by a combination of grant in aid and income from charges for consents for discharges to controlled waters and for water abstraction licences. Similar arrangements will apply during the implementation of the Directive. (b) Revised Bathing Waters Directive During the annual review of the Environment Agency's charges, an assessment will be made, both for the current and future financial years, as to whether extra charges for effluent discharges will be needed to fund development of the Revised Bathing Waters Directive. (c) The Sludge (Use in Agriculture) Regulations 1989 These regulations are currently being revised. The revised draft regulations on the spreading of sewage sludge on agricultural land provide for the Environment Agency to recover its regulatory costs through charges and as part of these regulations a new charging scheme is being developed to take effect on implementation of the revised regulations which is expected in 2004. (d) Reduction of Agricultural and Mines and Quarries Waste The regulations applying to the Waste Framework Directive's controls to agricultural and non-mineral mines and quarries waste are currently being drafted and will be issued for public consultation. The Environment Agency's Waste Management Licensing Charging Scheme will apply to the recovery or disposal of these types of waste under a licence as it currently applies to other types of waste. We do not propose to apply charges to the recovery or disposal of agricultural waste under a registered licensing exemption. Regulations will be in place by mid 2004. (e) Exemption from Waste Management Licensing Draft Regulations to implement the review of the exemptions in Waste Management Licensing Regulations 1994 provide for the Environment Agency to extend charging to six existing exemptions and one new exemption for the burning of dunnage at the dockside. The existing exemptions affected are: land treatment use of waste for land reclamation use and storage of building waste composting storage and spreading of sewage sludge waste recovery at sewage treatment works. It is intended that charges should be incorporated into the Agency's Waste Management Licensing Charging Scheme to take effect on the Regulations' implementation. The draft Regulations were issued for public consultation on 19 June with a view to being implemented early in 2004.

Mr. Lidington: To ask the Secretary of State for Environment, Food and Rural Affairs (1) what assessment she has made of the impact of the proposed milk quota replacement compensation scheme on producers of high butterfat milk; [110169] (2) if she will make a statement on the method of calculation that she proposes to adopt for the purposes of the milk quota replacement compensation scheme. [110168] Margaret Beckett: I assume that the hon. Member is referring to the dairy premium, which it is proposed should be paid in compensation for dairy support price cuts. Under Agenda 2000, these cuts are due to take place from 2005, and under the CAP reform proposals published on 22 January, from 2004. Under the Agenda 2000 agreement, eligibility for the dairy premium was to be based on the net litreage of quota held at the end of the quota year in each year of payment, and set by EC Council Regulation--it was not within national discretion to determine the eligibility criteria. This remains the case under the Commission's current CAP reform proposals, with (decoupled) payments still currently to be based on the net litreage of quota held, but fixed as at 31 March 2004 (that is, they would not vary from year to year). We have no evidence to suggest that producers of high butterfat milk would suffer any particularly adverse consequences as a result of these proposals, as compared to other dairy producers. Indeed, the reverse might prove the case, as high butterfat milk producers tend to supply the high-value, as opposed to bulk commodity, markets, and could continue to command some premium under the new support arrangements envisaged.
