That this House condemns the level of mass unemployment in Britain and the poverty and misery caused to millions of unemployed workers and their families; notes that further hardship has been imposed by the present Government's decision to introduce VAT on fuel, reductions in benefits to the disabled and the jobseekers allowance that attacks both employed and the unemployed; further notes that the Government is seeking to lay the blame for unemployment on the unemployed; and welcomes the decision of the Trades Union Congress to hold a 10 day march for full employment from Liverpool to Sheffield and rallies in Liverpool, Manchester and Sheffield commencing on 14th June.

That this House expresses serious concern at the downward trend in construction orders leading to massive lay-offs of construction and allied workers; notes the need for a house building programme to end the misery of the homeless and families living in substandard accommodation; regrets the Government's disregard for the plight of these groups; and calls for finance to be made available to local authorities for a house building and renovation programme as a matter of urgency.

That this House expresses concern that unemployment is again increasing at an alarming rate; notes that the policies of the Government show a total disregard for the social consequences of long-term unemployment on individuals and communities; believes that the cause of unemployment is due to the economic policies of Government; calls on the Government to adopt policies for full employment especially through regional investment; further notes the work of unemployed centres throughout Britain on behalf of the unemployed; and supports the National Unemployed Centres Combine on the occasion of the presentation of its Charter for the Unemployed petition on 13th December.

That this House is concerned at changes that are taking place within the employment services, particularly the proposal to close jobcentres and merge these facilities with unemployment benefit offices; considers that the results of this will be a poorer service to claimants, the enhancement of the policing powers of the employment service, a loss of jobs in the Civil Service and to push unemployment into the back streets out of the sight of the rest of the public; notes that these changes mirror those taking place to Restart courses which become compulsory in Autumn 1990; believes that the Restart course (Options) will then be used to compel claimants to go on the discredited Employment Training Scheme, Job Club or take low paid employment, and that the Government once again is shown to be more concerned with concealing unemployment than doing anything to combat it; and supports the efforts of the National Unemployed Centres Combine in its campaigns to defend the rights of claimants and for a political commitment to full employment.
