Departments declare all meetings with external organisations and individuals on a quarterly basis. An external organisation means any group, company, organisation or individual person external to Government. Departments also declare all hospitality in accordance with these criteria on a quarterly basis. Where hospitality is provided as part of a meeting both elements should be declared.
That this House is concerned that the emergency regulations that allowed councils to conduct meetings remotely between 2 April 2020 and 7 May 2021, and which enabled disabled people and people with caring responsibilities to fully and fairly participate, are no longer in place; notes the Local Government Association's (LGA) call to reinstate hybrid meetings and their statement that this kind of flexibility is vital in attracting a wider range of people to stand as local election candidates; further notes the findings from the LGA in June 2022 that 72 per cent of councillors surveyed felt a hybrid model could attract more ethnic minority people, younger people and women to stand in local elections; is alarmed by the LGA council survey carried out between October and November 2021, which found that returning exclusively to in-person meetings had resulted in 72 per cent of councils seeing a drop in councillor attendance at statutory meetings and a 73 per cent drop in public attendance; welcomes the findings from a 2021 YouGov survey that found that 60 per cent of people said, given a choice, they would prefer to work remotely at least some of the time and research from the International Energy Agency that suggests remote working can lead to a reduction in climate emissions; and calls on the Government to make democracy more accessible this Disability Pride Month by making permanent the express provision for hybrid council meetings.

Departments publish details of ministers' gifts, hospitality, travel and meetings on a quarterly basis. The government will continue to look at how the range of information published by Government can be improved and made as useful as possible to the public, press and Parliament.

To ask the Secretary of State for Environment, Food and Rural Affairs, whether he plans to make it his Department’s policy to require expert groups to publish meeting minutes within a certain timeframe following the date of the meeting.
Expert groups have been invaluable in helping inform environmental target development. They have provided guidance on evidence processes and best available evidence bespoke to individual proposed targets. The discussions held by these groups, such as the Biodiversity Target Advisory Group, Water Expert Advisory Group and Resources & Waste Targets Expert Group, have been informative and complex. We are seeking to publish the minutes of all expert meetings as part of a package of information that explains how target proposals have been developed. This will be published alongside a public consultation on proposed targets in early 2022.
The minutes of all expert group meetings will be made publicly available via the Gov.uk website alongside all existing minutes, and expert group Secretariats will continue to maintain oversight of the drafting and publication of minutes. Given the systems approach to target development, we consider that publishing all the minutes in a tranche will best inform the consultation process.

The Government keeps all policy under review. To extend the facility for all local authorities to continue to meet remotely or in hybrid form after 7 May 2021 would require primary legislation. We have received representations from local authorities and sector representative organisations making the case for the continuation of remote meetings beyond 7 May 2021 and we are carefully considering next steps in this area.
