The policies in paragraph 18 to 219 of the National Planning Policy Framework, taken as a whole, constitute the Government’s view of what sustainable development in England means in practice for the planning system.
The Framework is clear that local planning authorities should work collaboratively with other bodies to ensure that strategic priorities across local boundaries are properly co-ordinated and clearly reflected in Local Plans. As part of this process, they should consider producing joint planning policies on strategic matters and informal strategies such as joint infrastructure and investment plans.

My hon. Friend makes a very important point. That is why section 106 agreements exist. We need to keep this under active review, particularly with a view to how we are going to handle fracking and shale gas, for instance, where we might need a simpler and more direct mechanism to make sure that communities feel the real benefit of things that benefit the economy overall.

There is a body of research, carried out over the past few years, that has highlighted how the lack of communication and partnerships between the stakeholders involved in the delivery of sustainable communities can result in poor urban environments. Key conclusions have emphasised that each party often sees their role in isolation rather than contributing to the delivery of sustainable communities. Examples of research, both directly commissioned by the Office of the Deputy Prime Minister and that from independent bodies, include Paving the way (ODPM and Cabe) 2002; ““Better Streets, Better Places”” (ODPM and DfT) 2003; and ““Egan Review of Skills”” (ODPM) 2004.The Government, through the new Academy for Sustainable Communities, aims to address this weakness by working with key stakeholders, including professional bodies, to improve the processes and skill base ensuring that all parties are working together to support the development of sustainable communities.In addition ODPM are also asking our delivery agencies and partners to ensure that they bring together these different disciplines so that for example the Highways Agency is represented on or has close links to the Growth areas local delivery bodies.

The answer given on 8 December 2005, Official Report, columns 1501–02W, referred to the opportunities that the designated growth areas will present to private sector investors. This includes investment by the privately owned utility companies in water, waste water and electricity supply infrastructure and investment by housing developers who will be expected to contribute to infrastructure requirements through Section 106 contributions.A specific example of private sector investment in one particular growth location was also given. In Milton Keynes, delivery partners have focused on identifying, prioritising and sourcing investment for growth related infrastructure—based on their individual circumstances and infrastructure priorities—using a mix of public and private sector funding. The local delivery vehicle has been negotiating a standard charge of over £18,000 per house from private developers in the east and west expansion flanks. This will generate approximately £300 million of funding to complement circa £900 million of funding from public sources in support of infrastructure to facilitate construction of 15,000 houses to 2016. The Office of the Deputy Prime Minister is encouraging other growth locations to follow similar principles in securing local agreement on priorities and funding their growth location business plans.There will of course also be direct private sector investment in new opportunities created by the growth strategies. For example in Corby, an important growth location within the Milton Keynes/South Midlands growth area, investment from private sector partners includes: major town centre retail development by Land Securities at Willow Place (Phase 1 of which is worth around £35 million); mixed use town centre and light industrial development by Quadrant Developments at Cockerell Road (which is worth around £35 million) and office, industrial and commercial development by Wilson Bowden at Phoenix Parkway (which is worth around £30 million). This is in addition to the major public sector investment (around £25 million) that has been earmarked for Corby's Parkland Gateway scheme—of which £9 million is Growth Areas Funding.A full list of (a) all of the providers of private funding and the amount of funding committed by each and (b) the opportunities for private sector funding in each of the growth areas (covering more than 15 separate locations) is not held centrally and could be provided only at disproportionate cost.

The answer to question reference 31849 referred to two forms of the Office of the Deputy Prime Minister's (ODPM) funding, namely Growth Areas funding and local government funding.Growth Areas funding is being made available to support housing growth within the Growth Areas (including Thames Gateway). The £1.25 billion to be made available up to and including 2007–08 is based on the results of successive rounds of bidding and is not subject to further evidence on population growth.Local government funding allocations for 2006–07 and 2007–08 are currently being consulted upon. This years assessment takes account of population projections as this allows the 2006–07 and 2007–08 settlements to be more forward looking. Previously settlements have been based on the latest available mid-year estimates as the dominant drivers. This change should provide more support for areas experiencing rapid population growth. The population projections are prepared by the Office for National Statistics using a trend-based methodology which projects forward the population (using 2003 mid-year population estimates as the starting point) into the future.ODPM spending decisions for 2008–09 onwards are subject to future Spending Reviews. In its December 2005 response to Kate Barker's Review of Housing Supply, the Government announced that as part of the 2007 Comprehensive Spending Review it would undertake a cross-cutting review to:"““determine the social, transport and environmental infrastructure implications of housing growth in different spatial forms and locations;""establish a framework for sustainable and cost-effective patterns of growth, including by examining the use of targeted investment through the Community Infrastructure Fund and Growth Areas funding to support the fastest-growing areas; and""ensure that departmental resources across government are targeted appropriately for providing the national, regional and local infrastructure necessary to support future housing and population growth.””"The cross-cutting review provides an opportunity for evidence of the funding needs experienced by Growth Areas as a result of rapid housing growth to be taken into account in future spending decisions of ODPM and other Departments.

The sub-regional strategies are now being taken forward at local level and local partners are doing their own work to prioritise and cost the infrastructure associated with growth. The allocation of individual houses and expenditures on infrastructure to ““growth”” and ““background levels”” is not a practical option. Mainstream Government funding is, by its nature, determined by the relevant Government Departments based on their own procedures for allocating funding towards meeting their objectives under their Public Service Agreement. For most Government programmes, this is covered by the periodic spending reviews. The Office of the Deputy Prime Minister has been working with Departments towards ensuring that growth is given due consideration in the allocation of funding. In a number of cases this would follow in the ordinary course, simply because funding levels are based on (among other factors) population. In other cases, specific mechanisms are available to safeguard rapidly growing areas.To give an example from the Office of the Deputy Prime Minister's own departmental expenditure, population is an important factor in the allocation of revenue support grant (RSG) to local authorities. As a result of recent changes to the formula for allocating RSG, namely the abolition of ““ceilings”” and (as from 2006–07) the use of forward-looking population data, local government funding will be more responsive to the relatively rapid population growth associated with growth areas.By way of example from another Department, capital funding from the Department for Education and Skills (DfES) for new schools places responds formulaically to local authorities' estimates of pupil numbers. Local authorities in the growth areas should therefore be taking account of growth plans in their submission to DfES. Nonetheless, a ““safety valve”” mechanism has been put in place to allow exceptional needs resulting from unanticipated factors (which could include growth in pupil numbers) to be taken into account. A number of growth locations have accessed funding under this mechanism.The Office of the Deputy Prime Minister has made grant funding available exclusively in support of projects in the growth areas. The total amount of such funding, up to and including 2007–08, is around £1.25 billion. This does not include the £200 million to be made available to the growth areas by Department for Transport under the community infrastructure fund. Expenditure beyond 2007–08 will be subject to the forthcoming Comprehensive Spending Review. This expenditure will lever in funding from other sources. For example, it was estimated that the initial round of ODPM funding (amounting to just over £600m) would lever in funding of over £3 billion from other public and private sector partners (not including Department for Transport funding).Private sector investment will respond to opportunities presented by the growth areas, e.g. investment by the privately owned utilities in water, wastewater and electricity supply infrastructure. Mainstream Government funding is, by its nature, determined by the relevant Government Departments based on their own procedures for allocating funding towards meeting their objectives under their Public Service Agreement. For most Government programmes, this is covered by the periodic spending reviews. The Office of the Deputy Prime Minister has been working with Departments towards ensuring that growth is given due consideration in the allocation of funding. In a number of cases this would follow in the ordinary course, simply because funding levels are based on (among other factors) population. In other cases, specific mechanisms are available to safeguard rapidly growing areas.To give an example from the Office of the Deputy Prime Minister's own departmental expenditure, population is an important factor in the allocation of revenue support grant (RSG) to local authorities. As a result of recent changes to the formula for allocating RSG, namely the abolition of ““ceilings”” and (as from 2006–07) the use of forward-looking population data, local government funding will be more responsive to the relatively rapid population growth associated with growth areas.By way of example from another Department, capital funding from the Department for Education and Skills (DfES) for new schools places responds formulaically to local authorities' estimates of pupil numbers. Local authorities in the growth areas should therefore be taking account of growth plans in their submission to DfES. Nonetheless, a ““safety valve”” mechanism has been put in place to allow exceptional needs resulting from unanticipated factors (which could include growth in pupil numbers) to be taken into account. A number of growth locations have accessed funding under this mechanism.The Office of the Deputy Prime Minister has made grant funding available exclusively in support of projects in the growth areas. The total amount of such funding, up to and including 2007–08, is around £1.25 billion. This does not include the £200 million to be made available to the growth areas by Department for Transport under the community infrastructure fund. Expenditure beyond 2007–08 will be subject to the forthcoming Comprehensive Spending Review. This expenditure will lever in funding from other sources. For example, it was estimated that the initial round of ODPM funding (amounting to just over £600m) would lever in funding of over £3 billion from other public and private sector partners (not including Department for Transport funding).Private sector investment will respond to opportunities presented by the growth areas, e.g. investment by the privately owned utilities in water, wastewater and electricity supply infrastructure. Government remain strongly committed to the principle that infrastructure must be sufficient to support growth and is an essential element in achieving more sustainable communities. For example, between 1998–99 and 2002–03 public spending in the South East and Eastern Regions increased by over 17 per cent. in real terms per head of population.The Government's approach is to ensure that infrastructure, including public services, is provided in step with growth, as plans for individual growth locations are developed. The main elements of this approach are ensuring that mainstream funding reflects the needs of growth, maximising the potential for private sector contributions and making available selective additional grant funding to unlock major growth schemes and locations.Assessing the infrastructure requirements for particular localities is a complex and lengthy process. It needs to assess the detailed layout of a development as it evolves and to allow for changing approaches to service provision affecting what is needed and when. The Government are encouraging local delivery partners to focus on identifying, prioritising and sourcing investment in their locations—based on their individual circumstances and priorities, and using a mix of public and private funding. This approach is being taken forward in the Milton Keynes Prospectus and is being developed in other growth location business plans.The Government's aim is to provide as much information as it can on likely future levels of support but this needs to be made within the context of the public expenditure cycle.
