Poverty is a complex and multidimensional issue and, as such, there are many possible measures of poverty. To reflect this, there are a wide range of indicators included in opportunity for all.While income alone does not provide a wide enough measure of poverty, it is generally accepted that low income is central to any poverty measurement. The most common measure of low income used to capture poverty is individuals living in households with an income below 60 per cent. of contemporary median income, adjusted to take account of family size and composition.The public service agreement (PSA) to halve child poverty includes three indicators of child poverty. These are relative low income (below 60 per cent. contemporary median household income), absolute low income (below 60 per cent. of 1998-99 median income uprated in line with prices), and combined low income and material deprivation.The new PSA 'Tackle poverty and promote greater independence in later life' includes three indicators related to low income for pensioners. These are relative low income (below 60 per cent. contemporary median household income), relative low income (below 50 per cent. contemporary median household income), and absolute low income (below 60 per cent. of 1998-99 median income uprated in line with prices).

As a regular visitor to my constituency, does my right hon. Friend agree that the statistics should be measured by local authority area? Is he aware that almost 33,000 grants for clothes and shoes for schoolchildren were made to needy families in Glasgow last year? That is an unacceptably high figure in this day and age. Will he therefore agree as a matter of urgency to meet the leaders of Glasgow city council and the Scottish Executive to discuss what additional resources can be made available to lift many more Glasgow children out of poverty and to give them a better chance of a decent life in future?

As my hon. Friend points out, I have occasion to be in his constituency the odd time, and I also pass through it. I commend him on his campaigning work for decades against poverty among his constituents. I have over the past 10 years witnessed a transformation of his constituency. Housing has been generated in greater numbers than I have ever seen before in a lifetime of being in and around it. I can also think of at least two shopping centres that have been developed, and a significant number of employment opportunities have recently been developing there. However, my hon. Friend is right to point out that, despite all that improvement and all the support from this Government to help people out of poverty through a number of measures, there is still a hard core of poverty in his constituency. That is a result of decades of neglect, principally by the Conservatives.
I will be perfectly content to meet the leadership of Glasgow city council—I have done so on a number of occasions since I took up this post—and others, to ensure that resources and initiatives are appropriately directed into Glasgow, because it deserves the opportunity to continue to improve as it has done over the past decade.

The Scottish measurement of poverty unfortunately does not provide numbers for households in each local authority. In Scotland, however, the number of children living in relative poverty, after housing costs, has fallen from 330,000 in 1998-99 to 250,000 in 2005-06—a drop of 80,000.

Does my right hon. Friend agree that the Make Poverty History demonstration was a tremendous success and a wonderful advert for peaceful persuasion? However, does he also agree that now it is over it must not be forgotten and that justice for the poor, trade justice and fair trade must remain our priorities? If he does agree, will he convey to our right hon. Friend the Prime Minister our wholehearted support in his efforts to get rid of the common agricultural policy that is the cause of so much poverty in the poor countries of the world?

My hon. Friend makes an important point. First, it is important that our Government, and other Governments, continue to do everything that they can to increase aid, reduce debt and join together to establish the international finance facility. All those measure will help to reduce, alleviate and eventually end poverty. That is very important.
It is also important that we establish fair trade. That is why the Government attach considerable importance to making substantial progress at the discussions that will take place in Hong Kong at the end of this year.
My hon. Friend is also right that in relation not just to the developing world but also for the good of Europe as a whole, it cannot be right in this day and age that about 40 per cent. of the EU budget is going on the common agricultural policy. It needs to be reformed, and if Europe is to be relevant to the people who live there it is important that its leaders have the courage to make the necessary economic and other reforms to make Europe more competitive, and also to improve the lives of people living in the EU member states.

As I said a few moments ago, more than 200,000 people showed their support in Edinburgh on Saturday for making poverty history. It was a powerful message that world leaders need to heed.

Mr. David Marshall: To ask the Secretary of State for Culture, Media and Sport if she will make a statement on the contribution of
the National Lottery to reducing poverty in deprived areas of the UK. [198671]
Estelle Morris: Since its launch in November 1994 the National Lottery has raised more than £16 billion for the good causes, with
over 180,000 projects benefiting from awards across the UK. Although it can be difficult to determine precisely the extent of their
contribution to reducing poverty, a significant number of Lottery-funded projects have helped to regenerate inner cities, create
employment and strengthen communities.
This is supported by the conclusions of an independent report commissioned by Camelot and published in November 2004 by the Henley
Centre. It concluded that there was "consistent and clear evidence" of improved economic and/or social outcomes; and that "the vast
majority of awards are inclusive in their effort". Henley Centre comments that this trend has become marked since 1998, when Lottery
distributing bodies were required to address more strongly social and regional projects.

Mr. David Marshall: To ask the Secretary of State for Work and Pensions what progress the Department has made in tackling pensioner
poverty since 1997. [198670]
Malcolm Wicks: We have taken many steps to tackle pensioner poverty, including the introduction of pension credit and winter fuel
payments, and since 2000, there has been a 7 per cent. real rise in the level of the Basic State Pension. As a result, of
these measures during 2004-05 we will be spending nearly £10 billion more on pensioners, including £5 billion more on the poorest
third.
Recent analysis has shown our overall strategy to tackle pensioner poverty is succeeding. The Household Below Average Income figures
shows pensioner poverty has fallen by two thirds in absolute terms between 1996-07 and 2002-03 thereby lifting 1.8 million
older people out of absolute poverty of which 1.3 million are women.

Mrs. McGuire: The Government are taking a number of measures to tackle poverty in Scotland, including the National Minimum Wage; the
New Deal and the new Tax Credits. We are committed to abolishing child poverty in a generation and to halving it by 2010. The action
taken by the Government to tackle poverty and social exclusion is outlined in our fourth "Opportunity for All" report. Progress is
monitored against a wide range of indicators. The Scottish Executive also produce a Social Justice Annual Report.

Mrs. McGuire: Poverty is a complex multi- dimensional problem. "Opportunity for All" sets out the Government's strategy for tackling
poverty and social exclusion and presents the latest information on the indicators used to monitor progress. The Scottish
Executive's strategy is contained in their Social Justice Annual Report. The data sources which the Government and the Executive use
for income analysis are the Family Resources Survey and Households Below Average Income. The sample sizes are not large enough to
allow analysis below the all-Scotland level.

Mr. David Marshall: To ask the Secretary of State for Scotland what assessment she has made about the impact of the Budget upon
child poverty in Scotland. [51363]
Mr. Foulkes: The Budget showed our continued determination to tackle child poverty. Around 450,000 families in Scotland will benefit
from the introduction of the new working tax credit and the new child tax credit in 2003. The children's allowance in income support
and job seeker's allowance will increase by £3.50 a week from October 2002, benefiting around 113,000 workless families in Scotland.
We have also announced improvements to the new deal for lone parents, which has already benefited almost 15,000 people in Scotland.
The Department for Work and Pensions has also recently issued a consultation paper on "Measuring Child Poverty", to seek views on
the best way of monitoring long-term progress.

Mr. Foulkes: We are making good progress in tackling child poverty although we acknowledge that much still needs to be done. Full
details of the measures taken, and the results achieved, can be found in the Government's annual report on tackling poverty.
"Opportunity for All" and the Scottish Executive's annual Social Justice report, "A Scotland where everyone matters".
Tackling child poverty in Scotland requires action from both Government and the Scottish Executive. The "Opportunity for All" report
highlights five headline indicators of child poverty: low income, worklessness, health inequalities, educational attainment and
housing. Health, education and housing are devolved matters for the Executive. The Government have taken direct action in the areas
it is responsible for. On income, for example, the working families tax credit benefits over 119,000 families in Scotland. And we
are currently reforming the tax credits system, to improve it further. On worklessness, we have, for example, invested in the new
deal: the new deal for lone parents has helped around 14,500 people into employment.
The Government have taken a number of other measures which help reduce child poverty including the national minimum wage; action on
personal indebtedness and family-friendly employment measures to help people stay in work and meet family commitments. Tackling
child poverty is, and will remain, one of our top priorities.

Mr. David Marshall: To ask the Secretary of State for Scotland if she will make a statement about the number of children living in
poverty in Scotland in each year since 1997. [159304]
Mr. Foulkes: This Government have taken major steps to tackle child poverty since 1997. Measures taken include record increases in
universal child benefit, which for the first child has risen in real terms by 26 per cent. since 1997; the Children's Tax Credit,
which could benefit up to 400,000 families in Scotland; the Working Families Tax Credit which benefits around 110,000 Scottish
families; and the National Minimum Wage which benefits around 120,000 workers in Scotland. The Government have also just published a
consultation on two new proposals, the Child Trust Fund and the Saving Gateway, which will take further steps to tackle child
poverty.
