To ask the Secretary of State for Environment, Food and Rural Affairs, when the research on responsible dog ownership his Department has commissioned from Middlesex University is planned to be completed; and if he will make a statement.
Middlesex University’s draft report on measures to reduce dog attacks and promote responsible ownership was submitted to Defra this month (March 2021). The report is currently being peer reviewed and will be finalised in light of peer review comments. Our intention is to publish the final report later this year.

The Defra funded research being carried out by Middlesex University on responsible dog ownership will be published in due course.

I asked the Minister about this when he appeared before the Select Committee on Environment, Food and Rural Affairs yesterday: he says that he will bring back the sentencing Bill and the animal sentience Bill when we have parliamentary time, but we have spent an awful lot of parliamentary time sitting around, twiddling our thumbs and waiting for Brexit votes. He could bring forward that legislation very soon, could he not?

To ask the Secretary of State for Justice, how many people were (a) proceeded against under and (b) convicted of dog fighting offences in each of the last two years.
There were 11 prosecutions and 2 convictions in 2016, and 2 prosecutions and 0 convictions in 2017 in England and Wales for dog fighting offences.
This information was obtained from a manual review of court case files that centrally held data indicated may be relevant, and as such has not been through the same quality assurance processes as for routinely published data.
These figures relate to persons for whom these offences were the principal offences for which they were dealt with. When a defendant has been found guilty of two or more offences it is the offence for which the heaviest penalty is imposed. Where the same disposal is imposed for two or more offences, the offence selected is the offence for which the statutory maximum penalty is the most severe.

We have updated the statutory Code of Practice for the Welfare of Dogs (made under the Animal Welfare Act 2006), and strengthened the form of wording on the use of negative training methods. The draft code, which is currently before Parliament, makes it clear that any training method which includes physical punishment may cause pain, suffering and distress and could lead to aggressive responses and worsen the problems they aim to address.

Defra takes the disease risk posed by dogs entering the United Kingdom seriously. For this reason dogs returning to the UK from other European Member States are required to have a valid rabies vaccination. If dogs are returning to the UK from a Member State that is not Echinococcus multilocularis free, treatment against tapeworm is also required. All dogs returning to the UK from other Member States must have a valid pet passport which details the health preparations required for travel each dog has received. As a result of these existing requirements we do not propose to undertake a further risk assessment.

Defra takes the issue of the illegal importation of puppies and abuse of the pet travel scheme seriously. All pet animals entering Great Britain on approved routes under European Union Pet Travel Scheme are subject to documentary and identity checks. These are performed by carrier’s staff or checkers acting on their behalf. The Animal and Plant Health Agency (APHA) train and appoint carriers and pet animal checkers. APHA also undertake random audits to assess the effectiveness of the carriers’ activities. APHA work closely with carriers and their pet animal checkers to address any issues identified and provide additional training as required.
Defra is currently reviewing the operation of the Pet Travel Scheme in England and review includes the pet checking and carrier approval process. As part of the review the Department held a public consultation during the autumn of 2016. We continuing to gather evidence in preparation for putting the review report to independent scrutiny later in the year.
Since December 2015 APHA Port of Dover staff have been working in partnership with transport carriers and the Dogs Trust to identify, seize and quarantine underage puppies illegally transported into the country.

Ministers gave careful consideration to all the relevant planning issues raised in representations made ahead of the decision on this appeal case. Once a planning appeal decision has been issued the Secretary of State has no further role.
