The Minister will be aware that the noble Lord, Lord Burns, in his report, concluded that the most humane way to protect the fox population was through regulated and legal hunting. The Government went on to ban hunting and are now poised to ban trail hunting. Have the Government made an estimate of what will happen to the foxhounds that are currently engaged in trail hunting, which goes to the heart of the countryside, bringing countryfolk together in the depths of winter? What is the future for these foxhounds if trail hunting is banned?

That is a long way from animal testing but I will give the noble Baroness a straight answer on it anyway. I personally voted to ban fox hunting on every occasion in the House of Commons when I was a Member of Parliament. I personally support the Government’s intention to stop trail hunting. Those are matters of management and political decision. That is what the Government will do, and I hope the noble Baroness will continue to raise those issues. We will look at the consequences, but ultimately it is the right thing to do.

My Lords, two years ago we introduced Lucy’s law, whose purpose was to tackle unscrupulous breeders in this country. One of its components was a requirement that, where people purchase a puppy, they are able to see that
puppy first in the context of its natural family and the home in which it was raised. That would include, of course, being with its mother.
Will my noble friend give the figures for those dogs that are currently being microchipped? Will the Government send out the message that no puppy should be sold when the mother of the dog—the bitch—is not present?

As I say, my Lords, our advice to prospective owners is to see the puppy with its mother and never to buy a puppy younger than eight weeks. That is really important and I would encourage responsible pet owners to reflect on that advice.

There are several pieces of legislation and guidance that affect the control and welfare of all animals, including dogs. It is difficult to be precise about numbers given that apparently unrelated legislation can have an effect on dogs (e.g. hygiene laws).

Since February 2013, Defra has held a number of discussions with a range of bodies and stakeholders involved in dog microchipping and there is wide support for the policy.
