As at 3 November 2008, the endorsed force levels for Southern Iraq and Afghanistan are around 4,100 and 8,000 respectively.The precise number of personnel in theatre at any one time fluctuates on a daily basis for a variety of reasons, including mid-tour rest and recuperation, temporary absence for training, evacuation for medical reasons, the roulement of forces and other factors.

I am grateful to the Minister for that reply. Will he join me in paying tribute to those from RAF Leeming who are currently serving, and those from RAF Linton-on-Ouse, Dishforth airfield and Alanbrooke barracks, Topcliffe? Will he also have regard to the fact that the numbers serving and the length of tours is having a tremendous impact on overstretch and morale? How can we ensure that morale is not affected by the long tours and the short time those serving have at home with their families in between?

I am very happy to do as the hon. Lady asks by paying tribute to those particular forces, and to all our forces in both Iraq and Afghanistan. However, I must say to her that despite the fact that our armed forces are stretched—we recognise that that is the case—and working hard, the morale of our forces in theatre is good. When I go out to theatre, I find that not only is it good, but that those forces at the sharp end on the front line who are in the most austere of circumstances have the best morale. They are soldiering—they are achieving and doing what they wanted and trained to do. Their morale is good, and they are doing an excellent job and they deserve the support of the House.

The security situation varies across Iraq. Sectarian violence and attacks by terrorist groups represent the biggest challenge around Baghdad. In the south, the most serious problem is competition among Shi ‘i militias and criminal gangs. In Basra most attacks are against coalition forces. In provinces where the Iraqi authorities have assumed responsibility, they have shown themselves capable of dealing with security challenges. We continue to support them in developing their security capability.

Despite attempts by terrorists to derail the political process, Iraq's leaders recognise they have an opportunity to form a Government of national unity, committed to a common programme, promoting genuine power sharing and helping to overcome sectarianism.We continue to urge them to agree the formation of such a Government as rapidly as possible. We understand the inaugural meeting of the Council of Representatives will be held on 16 March.

Insurgents continue in their efforts to destabilise progress in Iraq. Although attacks continue, the numbers of these attacks have declined since the elections in January, with the majority confined to four out of 18 provinces in Iraq. The Iraqi Security Forces are conducting, both independently and with coalition support, an increasing number of counter-insurgency operations.

Miss McIntosh: To ask the Secretary of State for Defence if he will make a statement on troop deployments in Iraq. [214110]
Mr. Ingram: There are currently approximately 9,200 UK service personnel deployed on Operation TELIC, of which 7,900 are currently
serving in Iraq. The figure includes 220 additional personnel deployed from 1 February 2005 in order to provide logistics and
other essential support following the expected Dutch withdrawal from Al Muthanna province in March 2005. Approximately 70 of these
personnel will return to the UK in March.

Hilary Benn: In spite of difficulties resulting from the security situation in Iraq, there is no humanitarian crisis in the country
and significant progress has been made since April 2003 in restoring essential services, maintaining the Public Distribution System
for food rations, reopening hospitals and schools, and beginning the process of longer term reconstruction. Where localised
emergency humanitarian assistance has been required, for example to support people temporarily displaced by fighting in Fallujah in
April this year, it has been provided by Iraqi Ministries, United Nations agencies, the Red Cross and Red Crescent, NGOs and Iraqi
citizens. Preparations have also been made for the provision of humanitarian assistance, if required, in other parts of Iraq. An
Emergency Coordination Group has been established to ensure the effective coordination of emergency assistance in Iraq. Its
membership includes UN agencies, the Red Cross and Red Crescent, and NGOs.
US$32 billion in grants and soft loans was pledged for the reconstruction of Iraq at the Madrid Donors' Conference in October,
including over US$18 billion from the USA. DFID has committed £287 million towards humanitarian and reconstruction work in
Iraq since the beginning of 2003.

Mr. Mullin: The security situation is stable in much of Iraq; however, in parts of the south, supporters of Muqtada al Sadr have
continued to clash with the Multinational Force. His illegal militia have been intimidating the local population of several cities,
illegally occupying public buildings and attacking Iraqi civilians. Multinational Forces have sought to avoid a military escalation
both in the south and in Fallujah, and we are hoping that current efforts by Iraqis to reach peaceful solutions will be successful.
We have also seen continued desperate terrorist attacks on leading members of the Iraqi Governing Council in an attempt to derail
the political process. As the transitional period approaches we can expect more attacks by those who oppose a stable democratic
Iraq. We continue to assist in building the capability of the Iraqi security forces to enable Iraqis to take full responsibility for
law and order as early as possible.

significant progress with the reconstruction effort.
DFID will publish its interim Country Assistance Paper for Iraq shortly.

Hilary Benn: DFID has so far committed £209 million to humanitarian and reconstruction assistance in Iraq. Much of this finance is
being channelled though organisations best placed to deliver assistance on the ground: United Nations agencies, the Red Cross and
Red Crescent, and NGOs. The UK also provides 19 per cent. of European Community (EC) funding for Iraq. The total EC commitment to
Iraq currently stands at è100 million.
Substantial additional contributions are being made at the Madrid Donors Conference on 23 October. My written statement to the House
of 14 October sets out the details.

Hilary Benn: DFID has so far committed £154 million in the current crisis--including £35 million announced on 26 June in response to
the United Nations Revised Humanitarian Appeal for Iraq of 23 June. Most of this finance is channelled through organisations such as
United Nations agencies, the Red Cross and Red Crescent movement and NGOs, which have the capacity and expertise to mount operations
quickly and effectively on the ground. A further £56 million is available to meet additional needs as they emerge.
On 3 July I placed in the Library of the House details of this funding, and the work that has been undertaken so far.

Mr. Rammell: My right hon. Friend the Foreign Secretary discussed Iraq and the evolving role of the EU, in helping to rebuild Iraq's
future, with EU colleagues at the General Affairs and External Relations Council in Luxembourg on 16 June and in the margins of the
European Council in Thessaloniki on 19/20 June. At Thessaloniki the EU made a commitment to participate in the reconstruction of
Iraq within the framework of UNSCR 1483 and to the development of a prosperous and stable Iraq.

Mr. Ingram: The deployment of 45,000 personnel and their equipment over such a long distance and in such a short time represents a
remarkable achievement and one of which all those in the logistic chain can be proud.
As with all exercises and operations, we are in the process of identifying lessons from operations in Iraq. This work will be
published in due course, subject to the usual constraints on force protection and security. It would therefore be inappropriate for
me to draw any conclusions at this stage in the process.
