Will my right hon. Friend update the House on what plans the Government have to secure the number of scientists, researchers and engineers we will require to reach the 2.4% GDP spend on research and development?
I start by thanking my hon. Friend for all the hard work he is putting in as the Government’s envoy for the “Engineering: Take a Closer Look” campaign, which is encouraging young people to consider science, technology, engineering and maths as a future career.
Our new fast-track immigration scheme, including a global talent visa and the removal of the cap on tier 1 visas, will enable a wider pool of scientific and research talent to come to the United Kingdom. We are also investing in the number of researchers we need for the
future, including £170 million for bioscience doctoral students and £100 million for artificial intelligence doctoral training centres.
As my right hon. Friend develops a new immigration system, will she ensure that she pays particular attention to its design to facilitate the movement of scientists, researchers and technicians in and out of the country to protect our world-class science base and maintain our position as a global science superpower?

My hon. Friend makes a very good point. Yes, the Home Secretary has commissioned the Migration Advisory Committee to look at a future points-based immigration system that is intended not to be geographical but based on the skills that this country needs so that we continue to be globally leading but also globally open.
More than half the scientists currently working in the UK were born outside it. Does my right hon. Friend agree that it is essential that we allow scientists to continue to contribute to this country after we leave the EU?

My hon. Friend makes a good point. We are ending free movement. We want, in order to restore confidence in our immigration system, to control the numbers of people coming here. We want to make sure we have stronger checks at the border, for security purposes. But it is absolutely right to say that this country benefits from immigration, including in the way he described. The proposals we put forward on mobility will make sure we continue to do so in the future.
