That this House notes that the Vauxhall car plant at Ellesmere Port and the GM van plant at Luton are subject to a change of ownership following the restructuring of General Motors (GM) Europe; further notes that these are two of the most profitable and efficient plants of their type in Europe and that some 5,000 directly employed jobs and 20,000 indirectly employed jobs depend on their continuing in production; recognises that the global recession has seen sales in the car and commercial vehicles sectors fall substantially, but considers the jobs and skills associated with these plants to be essential to the economy and to manufacturing in the UK and that these plants will be vital to meet increased demand as the economy emerges from recession; welcomes the actions taken by Government both within the negotiations and by providing a much-needed scrappage scheme; rejects comments by the hon. Member for Twickenham, who has stated that the Government `cannot afford a bailout, neither is it desirable'; and calls on the Government to continue to assist by facilitating urgent discussions with the new owners of GM Europe to enable local management and trade union representatives to demonstrate the strength of the UK plants as well as to make available financial support where appropriate to support jobs, skills and continued production in these high quality and vital UK plants and the wider supply chain.

That this House welcomes the recognition by the United Nations and the World Health Organisation that there is a global road safety crisis by joining forces and dedicating World Health Day on 7th April to safer roads under the slogan Road Safety is no Accident and United Nations' Road Safety Week from 5th to 11th April to addressing aggressive driving behaviour; further welcomes the World Health Organisation's groundbreaking report on road injury prevention, which will be launched by the World Health Organisation and the French Government in Paris and in the United Kingdom by the London School of Hygiene and Tropical Medicine and RoadPeace in London; supports the call by the United Nations for greater political responsibility and multidisciplinary collaboration to tackle the magnitude of the problem more effectively; further supports the World Health Organisation's plans to involve advocacy, non-governmental organisations, such as RoadPeace, in their efforts aimed at road injury prevention; and calls on all parliamentarians to play their part in averting this problem, and ensuring better support for road victims and a far more serious and fitting treatment of road death and injury by the legal system.

That this House welcomes recent figures showing an eight per cent. fall in the number of children killed and seriously injured in road accidents, but notes with regret that Britain still has one of the poorest records for child pedestrian safety in Europe; believes that road safety remains a crucial issue of the first importance requiring a partnership of government, private sector, members of the public and honourable Members; supports the second annual Vauxhall Glow Power road safety campaign which was launched on 23rd October; welcomes Glow Power's innovative use of images which appeal to children in order to get the message across directly that 'it's cool to be seen'; welcomes the activities involved in the campaign, including the distribution of more than three quarters of a million reflective armbands, free headlight checks and a national schools poster competition; notes that Glow Power has won endorsement from the AA, the Association of Chief Police Officers and road safety officers; and urges all honourable Members to support local Glow Power activities that are taking place throughout the country and other road safety initiatives.
