On the issue of the EU, the Minister will be closely following the discussions between the European Commission and developing countries about economic partnership agreements. The hon. Gentleman is also right to highlight the importance of the economic partnership agreement discussions that are currently under way. They have the potential to deliver considerable economic benefits and contribute to poverty reduction across Africa, the Caribbean and indeed the Pacific. We are pleased with recent progress made in the negotiations, particularly regarding flexibility and the generous market access offer that the Commission has put forward. We are also pleased with the renewed enthusiasm across all six negotiating groups in the ACP to conclude negotiations by the end of December.

We welcome the Secretary of State to his new responsibilities and the Minister to his expanded responsibilities on trade. Further to the Minister’s remarks about the need for the Americans to move in these negotiations, is he aware that while exports of clothes and garments from African countries to America have increased sevenfold over the last five years, the same exports to Europe have actually declined? What plans does he have to increase the ability of African countries to sell into Europe; and is he seeking to change the rules of origin requirements, which are at least partly to blame for the problem?

The hon. Gentleman is right to highlight the importance of these trade negotiations in the effort to reverse the decline in the share of trade to Africa, particularly in respect of agricultural products. He is right to say that we need radical reform of the rules of origin requirements and we continue to press the EU to offer a more generous system for those rules. That is why my right hon. Friend the former Secretary of State for Trade and Industry and current Chancellor, in partnership with colleagues in other European countries, wrote to a number of Commissioners to press for progress on those rules of origin. We do need greater progress from our American allies, particularly in respect of allowing Africa to increase its trade of cotton into American and EU markets.

Given that those negotiations are so clearly in the last chance saloon, will the Minister set out precisely what the Government are doing to add urgency and energy to reaching a solution, hopefully, as he said, at Potsdam next week? Will he ensure that the important compromise proposal being tabled by Ambassador Crawford Falconer, the chairman of the agricultural negotiating committee, is given the attention that it clearly deserves?

My right hon. Friend the Prime Minister has made the issue a particular priority in his bilateral conversations with President Bush, President Merkel and a range of other EU colleagues, and in discussions with President Lula of Brazil and Prime Minister Singh of India, so we have been at the forefront of seeking to generate new momentum in the talks. We believe that there is broad appetite among the G4 for progress next week. Of course we will seek to make sure that all options are available to the negotiators who meet next week. We believe that our negotiator, Mr. Mandelson, has the flexibility that he needs within the EU package, but we need some additional ““give”” from our friends across the Atlantic and from India and Brazil too, in specific areas. If there is a little movement, we remain confident that a deal can be achieved.

Given that the Doha development round was always meant to be about development, does the Minister not feel that there is a marked lack of urgency and vigour in the way in which the negotiations are being pursued? Why does he not inject some momentum by pushing the European Union to offer—in addition to cuts in agricultural protectionism—complete duty-free and quota-free access to European markets for manufactured goods? Apart from benefiting European consumers, would that not help countries such as India, which, after all, contains more poor people than the whole of Africa put together?

As I have said in answers to earlier questions, I welcome the renewed round of constructive discussions with the United States. Until that development, we were blocked from achieving the outcome that we all want, but now we are seeing progress towards agreement in the negotiations.
I acknowledge the truth of the hon. Gentleman’s comment that the European Commission and EU member states need to give ground. We are continuing to work with allies across Europe to encourage the Trade Commissioner to do just that. We all recognise that more progress is needed. The Government do have a sense of urgency: this is a priority for my right hon. Friend the Prime Minister, for my right hon. Friend the Secretary of State and for other Ministers. We will continue to do all that we can to ensure progress in the negotiations.

The hon. Gentleman is right that a fair outcome to the current round of World Trade Organisation talks would have a potentially huge benefit for the poorest people of the world, as well as considerable potential benefit to UK and EU citizens. He is also right that there is a need for all sides in the talks to shift. Recently, there have been signals from several key players that they are willing to move. We are at a critical point in the current round of WTO discussions, and I have no doubt that there will be further discussions in the margins of the G8, as there have been in the run-up to the G8 summit, to finesse the progress needed so that we can sign the type of deal that all of us want to see.

That this House congratulates the organisers of Fairtrade Fortnight on their success in raising awareness of Fairtrade products; celebrates Fairtrade as an example of how voluntary consumer choice in the developed world can generate real improvements in the lives of poor people; believes it is important that the momentum generated by Fairtrade Fortnight is carried forward and reflected in British government policy; and calls on the Government to push hard for the EU to table an ambitious offer on agriculture at the World Trade Organisation so as to break the deadlock in the Doha Round of trade talks and to secure a comprehensive deal on freeing up global trade.

In view of the widespread disappointment at the failure of the WTO talks in Hong Kong and the widely shared perception that the European Union is, at the least, a substantial roadblock to progress, what specific proposals is the Minister pressing the EU negotiators to put forward in Geneva? Does he agree that there is not much point in Commissioner Mandelson making dyspeptic speeches about the failure of others to perform at the WTO, when so much of the problem is clearly caused by EU intransigence?

I would not characterise the Hong Kong talks as a failure. As I indicated, some progress was made—on export subsidies, for example, which we warmly welcome, and on special products and the special safeguard mechanism, which is important for developing countries. In the run-up to the Hong Kong talks the European Union made a particularly helpful contribution on the commitment to provide some €2 billion for trade-related capacity building. Clearly, on agriculture and a range of negotiating briefs, the EU and all member blocs in the WTO will have to give further ground. We will continue to encourage both Commissioner Mandelson and individual member states to be seized of the urgency of that.

Can the Secretary of State confirm that the value of direct EU export subsidies for agricultural goods sold to Africa over the past five years is well in excess of £15 billion? They are indeed both those things. That is why we want to see an end to export subsidies and why we are arguing in the European Community for that end date to be 2010.

I thank the hon. Gentleman for his kind words about what we have achieved so far. As he will be aware, my right hon. Friend the Prime Minister is about to set off on a series of visits to talk to G8 colleagues. The agreement that we reached yesterday, which sent a clear message on behalf of the rich countries of Europe, will help in the discussions that take place. When we reach Gleneagles, the choice facing every country—the United States of America, Japan and Canada, for example—will simply be whether we do what we know needs to be done this year really to make a difference to the lives of billions of our fellow human beings.
