The Department has supported London North Eastern Railway (LNER) to introduce its two-year long trial and we will carefully consider the results.

Train operators are required under the Ticketing and Settlement Agreement to provide certain products at ticket offices they operate, for example Anytime and Off-peak products. It is the responsibility of train operators to determine their own retailing strategy. We would expect train operators to take into consideration a range of factors when determining which fares are available from ticket offices.

There are no plans to introduce an age-related extension to the concessionary travel scheme. The age of eligibility for the scheme is currently rising in line with the state pension age. This will address the anomalous position of non-disabled people of working age having access to free bus travel, and will help the financial sustainability of the scheme.
Under concessionary travel legislation, all local authorities in England also have a power to offer additional concessions to their residents, such as free travel for older people who are yet to reach pension age.

The rail fares we regulate have been capped at inflation (Retail Price Index) for three years running, and will continue to be capped for the life of this parliament. The Government sets the maximum amount by which regulated fares can rise. Details of how fares regulation applies to train operators can be found in Schedule 5 of the Franchise Agreement which can be found on the Department’s website. Other fares are unregulated, and train operators are permitted to set these on a commercial basis.
