The answer to this question is based on the approach taken during this year's Achievement and Attainment Tables English and maths pilot.For the 2005 Achievement and Attainment Tables pilot the following rules have been applied:"For the English and maths indicators, to demonstrate achievement in GCSE maths, any maths GCSE qualification will be recognised. To demonstrate achievement in GCSE English, any English GCSE qualification will be recognised, except English Literature."

Skills for Life qualifications in Literacy, Numeracy and ESOL have been in place since 2001. They are available at Entry Levels 1, 2 and 3 and at Levels 1 and 2. Awards can be made at each level, for each subject. They are all awarded on a simple pass or fail basis.Literacy and Numeracy Entry Levels 1 to 3 are assessed through coursework and at Levels 1 and 2 through external national tests which can be accessed on a ‘when ready' basis and through e-assessment as well as on paper. Candidates can be given feedback on their performance to support their further learning.

It has been drawn to my attention that while the answer I made to question 24962 was done so in good faith and was based upon information passed to me by officials, it was inaccurate in its interpretation of the evidence referred to. I very much regret this.The Department is currently undertaking a longitudinal study of literacy and numeracy learners in FE colleges—a subset of Skills for Life learners. Reports on both the first and second stages of the survey will be published at the end of November 2005. The study found that 25 per cent. of this learner group had no qualifications and 86 per cent. had neither English nor Maths at Level 2 [a good GCSE A*-C]. In addition, 32 per cent. of this learner group were continuing with their full time education while 68 per cent. of learners had left. Among those who had left, 70 per cent. had left at age 16 or under. However, this does not rule out the possibility that these learners will have undertaken any post-16 education.There is further published evidence that also suggests a large proportion of participants on Skills for Life courses may have left school at or before the minimum age and may have no formal educational qualifications. I have placed in the Library of the House copies of two published DfES research reports which contain this evidence: ““Evaluation of Adult Basic Skills Pathfinder Extension Activities: An Overview”” by Michael White of the Policy Studies Institute; and ““Evaluation Outcomes for Learners in Pathfinder Areas””, which the company Taylor Nelson Sofres were commissioned to conduct.

The Department for Education and Skills (DfES) does not collect annual data on levels of adult literacy and numeracy. However, to inform our planning and delivery in this key policy area, in October 2003 the Department published the ““Skills for Live Survey: A national needs and impact survey of literacy, numeracy and ICT skills”” (DfES, October 2003).The survey assessed the literacy, numeracy and ICT skills of around 8,000 adults aged 16 and above in England. The findings are shown in the following tables. The assessment levels correspond to the new literacy and numeracy core curriculum and National Standards: Level 1 is broadly equivalent to a lower grade GCSE (grade D-G) and Level 2 to a higher grade GCSE (A*-C). Overall around 16 per cent. of adults had literacy skills below Level 1 and 47 per cent. had numeracy skills below this level.
