Mr. Bill O'Brien: To ask the Secretary of State for Trade and Industry what assessment she has had of increases imposed by Centrica
gas suppliers on prices to domestic customers; what action she is taking to ensure greater diversity in generating electricity with
greater use of coal; and if she will make a statement. [188097]
Mr. Mike O'Brien: While gas retail prices are a commercial matter for the companies concerned, consumers are normally free to seek a
better deal and can switch energy supplier. Although some gas suppliers have announced gas prices recently, even after these price
rises the real price of domestic gas will be significantly lower than that seen over most of the last 30 years
We are continuing to monitor developments regarding diversity in the electricity generation market e.g. through the Joint Energy
Security of Supply Working Group (JESS) which consists of officials from Government, Ofgem and National Grid Transco.
We recognise the value of coal fired generation, especially its ability to meet peaks in demand and cover supply intermittency. We
believe it will have a continuing role in a diverse energy balance provided that its associated carbon emissions can be reduced
through clean coal technologies. We plan to publish around the end of the year a Carbon Abatement Technologies Strategy aimed at
supporting the development of low carbon technologies from fossil fuels such as coal.

Mr. Bill O'Brien: To ask the Secretary of State for Trade and Industry if she will make a statement on the EU directive introduced
on reducing further emissions of gases from coal and oil-fired power stations and the implications for electricity prices. [72349]
Mr. Wilson: Among its provisions, EC Directive 2001/80/EC, otherwise known as the Large Combustion Plant Directive (LCPD), requires
that so called ``existing plants'' (defined as those for which the original construction or operating licence was granted prior to 1
July 1987) comply with emission limit values (ELVs) for sulphur dioxide (SO2), nitrogen oxides (NOx) and dust, by 1 January 2008.
Such limits apply to all large combustion plants with a rated thermal input of 50MW or above, not just to power stations.
As an alternative to meeting ELVs, existing plants may be subject to a National Plan. Such a plan would reduce the total annual
emissions of these pollutants to the levels that would have been achieved by applying the ELVs referred to above to the existing
plants in operation in the year 2000, on the basis of each plant's operational performance averaged over the last five years of
operation up to and including 2000.
The LCPD leaves it open to Member States to decide whether, instead of pursuing the specified ELV approach, to develop a National
Plan approach, which could offer some additional flexibility, while meeting the broad aims of the Directive.
Existing plants may, however, as a derogation from the LCPD, opt to operate for a maximum of 20,000 hours between 1 January 2008 and
31 December 2015 during which time they may operate with less stringent emission limits. At the end of this period, existing plants
opting to operate under the 20,000 hour derogation must close.
We do not yet know which approach to implementing the LCPD would best suit the UK's needs. Such a decision will need to take account
of the costs and benefits of each approach, as well as the UK's energy policy objectives. There will be consultations before a
decision is taken.
The implications for electricity prices will not be clearer until consultation and appropriate analysis of future options has been
completed.

Mr. Hain: The wholesale price of gas has followed the upward trend set in the spring of 2000 and is now trading at around 10p per
therm more than a year ago.
This has had a direct effect on prices to all classes of consumer. Centrica, the main domestic supplier, increased their retail
price of gas by 4.7 per cent. on 1 April and other domestic suppliers have also raised prices. Industrial and commercial prices have
risen on average by around 50 per cent. in the year to 1 March 2001. However they are still substantially lower than in other EU
member states.

Mr. Bill O'Brien: To ask the Secretary of State for Trade and Industry if he will discuss with the suppliers of gas to industry

Mrs. Liddell: Since the spring, the wholesale price of gas has risen sharply and this has had an effect on many industrial and
commercial customers, especially those who have contracts tied to the spot price. The main reason for this rise has been increased
trade across the GB-Belgium interconnector reflecting high oil-related gas prices, particularly in north-west Europe.
The Government are concerned about this rise. Work is already in hand to boost liberalisation and competition in Europe and thus
break the link between gas and oil prices which keeps European prices higher than would otherwise generally be the case. This is the
most effective long-term means of ensuring the competitive gas prices industry seeks. However, it is likely to take some time.
Meanwhile, the Government are already in dialogue with participants in the industry about the gas price rise and this is being
intensified. However, it is not the role of the Government to influence the prices charged by individual companies.

Mr. Griffiths: My right hon. Friend the President of the Board of Trade has held no public consultations in respect of the future of
the recommended retail price scheme.
The Government plans, as part of its reform of competition law, to replace the Resale Prices Act 1976 with a tough prohibition
approach to deal with anti-competitive agreements, practices and behaviour. There will be a consultation process over the summer
before a Competition Bill is introduced in the autumn.
