The region is already experiencing substantial instability and extremism, and the likely outcome is that millions of young men and women will have bleak economic prospects. Given that no country has emerged from poverty without first addressing its levels of population growth, will the Minister give the region priority in her population programmes?

The world's population will go past 7 billion this week, with profound effect. We have millions living in poverty, shortages of food and water and inadequate health provision. Does the Secretary of State agree that one root cause of that is the unmet demand for contraception from some 200 million women living in sub-Saharan Africa?

I know that the Secretary of State has read the all-party report on this subject, which concluded that the millennium development goals were difficult or impossible to achieve with current levels of population growth in the least developed countries. For example, while there is a target aiming to halve those living on less than a dollar a day, the numbers living in poverty in sub-Saharan Africa are actually rising. Does the Secretary of State accept that present policies are not working and that, in truth, he has to up the funding for international family planning programmes?

The Secretary of State will be aware of dozens of examples, in countries such as Thailand, Indonesia and, currently, China, where stabilising population growth results in improvements in their economy. The net result is sustainable development, with reductions in poverty and hunger and improvements in maternal health. Will he ensure that the principles of that success story are enshrined in his forthcoming White Paper?
