That this House accepts the need for reform of the EU sugar regime to address the issue of excess production and meet World Trade Organisation concerns; notes that British sugar growers and refiners are amongst the most efficient in the EU whilst not contributing to the EU surplus; supports the principle of quota transfer; recognises the considerable environmental consequences in Brazil which would result from complete liberalisation whilst destroying the sugar economies of the African, Caribbean and Pacific and Least Developed Country states; and believes that reform should focus on enabling the UK producers to compete within the EU against higher cost producers.
