The Foreign and Commonwealth Office maintains comprehensive, up to date travel advice for Turkey for all British nationals visiting or living in Turkey. This includes information and advice on matters of safety and security. We provide travel advice to help British nationals, including representatives of the media and journalists, make informed decisions about their travel and plan for a safe trip. The travel advice can be located at GOV.UK.

We regularly raise concerns with the Turkish authorities about arrests, including of journalists, under the State of Emergency following last year's attempted coup. British diplomats engage in frequent dialogue with civil society and regularly attend trials, including those of journalists, together with other EU Member States and like-minded missions. We will continue to urge the Turkish authorities to uphold international standards with regard to the rule of law, including the presumption of innocence, and to protect fundamental rights including freedom of expression and assembly.

We have asked the Government of Turkey for an official estimate of the number of journalists in prison, but they remain unable to provide one. We and our EU partners continue to take a close interest in press and other freedoms in Turkey and share concerns about the number of journalists imprisoned in Turkey.
Our concerns are reflected in the EU's 2013 Annual Progress Report on Turkey. The UK continues to play an integral part in delivering the EU's human rights strategy in Turkey. Most recently officials from our Embassy in Ankara spoke to a cross-departmental Turkish delegation of senior officials and judges on 13 December. The importance the UK attaches to media freedom was underlined.

We and our EU partners will continue to regularly raise our concerns about the high number of journalists in prison with the Turkish authorities.
The Turkish Government has itself recognised the need for reform in this area and has adopted a series of judicial reform packages which aim to address some of the underlying constraints to fundamental rights. The EU monitors these issues closely and, in Turkey's 2012 Annual Progress Report, welcomed steps taken and called for further progress to be made.

The Government are concerned about the limits to freedom of expression in Turkey, including reports of high numbers of imprisoned journalists. In January 2013, the Turkish Minister of Justice publicly stated that no journalists were being held in Turkish prisons for expressing an opinion, and that only those who had committed criminal offences were being held. We raised the matter again with the Turkish authorities this week. We, and our EU partners, will continue to raise human rights as part of our broader dialogue with Turkey.

We do not have any reliable information on the precise number of journalists imprisoned in Turkey. Estimates of the actual numbers involved vary widely. The Turkish authorities are aware of our concerns, and we and our EU partners continue to raise freedom of expression and other fundamental freedoms as part of our wider dialogue with the Turkish government.

We remain concerned by the imprisonment of journalists under Ethiopia's anti-terrorism legislation. The Deputy Prime Minister, my right hon. Friend the Member for Sheffield, Hallam (Mr Clegg), discussed the arrest of journalists and opposition leaders with the Ethiopian Prime Minister on 17 June 2013. Our officials in Addis Ababa continue to raise the implementation of Ethiopia's anti-terrorism legislation with the Ethiopian authorities.

We are concerned by the imprisonment of journalists under Ethiopia's anti-terrorism legislation. Both the Deputy Prime Minister, my right hon. Friend the Member for Sheffield, Hallam (Mr Clegg), and the Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Boston and Skegness (Mr Simmonds), have raised this in meetings with Ethiopian Ministers.
Our Ambassador in Addis Ababa has also raised these cases, in the context of press freedoms, in his contacts with the Ethiopian government.

The Government shares the concerns expressed by the Council of Europe, the Organisation for Security and Co-Operation in Europe and other partners about matters pertaining to freedom of expression in Turkey, including the arrest of journalists.
The Turkish government has however itself recognised the need for further reform and has adopted a series of reform packages introducing new regional courts, reducing blockages in the judicial system and amending anti terror laws. We welcome these concrete steps that will help to improve the outlook for freedom of expression in Turkey and will continue to support their reform agenda. We and our EU partners will also continue to raise freedom of expression and other freedoms as part of our wider dialogue on human rights issues.
