As this is probably the last Defence questions before Christmas, I should like to send our best wishes and condolences to the families and loved ones of the servicemen who have lost their lives, and our wishes for a speedy recovery to the injured, who are still returning from Iraq and Afghanistan.
If we are to reduce our troops in the Iraq field of operations to approximately 2,500, can the Secretary of State guarantee that there will be enough force protection should the current situation deteriorate?

I thank the hon. Gentleman for his initial words, which spoke for everyone in the House, and I associate all on the Government side—and, if I may presume to, everyone else in the House—with them; I am sure that they will be noted. I take this opportunity to commend the hon. Gentleman and thank him on behalf of the whole House for his arrangement of the very welcome welcoming party for 12 Mechanised Brigade in the House. That gave us all an opportunity to say thank you to those brave young men and women for what they have achieved in Afghanistan.
The hon. Gentleman raises an important issue, which has also been considered in detail in the welcome Defence Committee report published today. I assure the hon. Gentleman and everyone in the House that all our decisions on troop numbers are taken on the best and most detailed military advice. At the top of all our considerations is force protection. Under no circumstances would we take decisions that meant that we did not have sufficient force protection for those whom we deployed into the theatre in Iraq or anywhere else.

We have set out our plans for Iraq to spring 2008, when we plan to reduce UK troop numbers in southern Iraq to around 2,500. Decisions on the next phase will be made at that time, guided always by the assessments of our military commanders and the actual conditions on the ground.

Since July 2003 , approximately 5,280 non-infantry personnel have served in Iraq in an infantry role. It is not unusual for non-infantry personnel to deploy in an infantry role; every soldier in the British Army is trained as infanteer first, and as a specialist second.

The current average waiting time from application to issue is three months.As at 20 January 2006 there have been 933 applications for the Iraq medal received from non-military personnel all of which have been awarded.

[holding answer 8 November 2005]: The latest roulement (Operation TELIC 7) of UK troops in Iraq was announced by my right hon. Friend the Secretary of State, to the House, on 10 October 2005, Official Report, column 26. As a result of this roulement, the 1st Battalion The Royal Anglian Regiment has recently returned from Iraq. The next routine roulement of UK forces in Iraq is expected to take place in May 2006, and an announcement will be made in due course. Announcements on future deployments to Afghanistan will be made once final decisions have been taken.

The UK is committed to Iraq until such time as the Iraqis are able to take responsibility for their own security. Withdrawal of our troops from Iraq will not depend on reaching certain dates or timetables, but on achieving certain conditions.These conditions will be based upon principles outlined by the Iraqi Joint Committee to transfer security responsibility and are based on four broad categories: an assessment of the insurgents' threat level; Iraqi security forces' ability to take on the security task; the capacity of provincial bodies to cope with the changed security environment; and the posture and support available from coalition forces.We will not make significant changes to the UK's force posture in any province in Iraq until we, coalition partners and, in particular, the Iraqis are confident that the conditions set out by the Joint Committee are met.We expect the Committee's recommendations to be confirmed soon. Thereafter, assessments will be made to determine which areas of Iraq are ready to transfer to Iraqi control. While we do not want to be in Iraq any longer than is necessary, we will not be deflected from our task. We have made a commitment to the Iraqi people and it is important that we honour that commitment and see our task through.
