That this House welcomes the announcement at the Farnborough Air Show on 21st July by the Chief Executive of the North West Regional Development Agency that the new ??30 million Aerospace Innovation Centre is to be based within Lancashire, creating a hi-tech centre of excellence attached to, and supported by, one of Lancashire's excellent universities; believes that this is a major development for Lancashire's universities as a whole, and for Lancashire and the North West as a whole, in a region where aerospace is a crucial industry; and notes that it will combine the skills of 800 companies in the North West, that it has the support of eight universities and that it will be a focal point and a dynamic force in projecting the region's strong lead in innovation and technology in the aerospace industry.

That this House notes the very high percentage increases in carriage charges which are hitting particularly small, independent newsagents; believes that this is putting at risk the viability of local shops and the availability of home-delivery, especially in more socially excluded and remote locations; further notes that many of the largest retailers have announced their intention to refuse to pay these increases; backs the action of those small independent newsagents who similarly refuse to pay; and calls upon the competition authorities to ensure that powerful dominant wholesalers are not allowed to abuse their position by withholding supplies, especially if they are not taking comparable action against the supermarket chains.
