Following parliamentary questions on this subject in recent years we sought to obtain information from individual Commonwealth countries about the voting rights of British/Commonwealth citizens resident within their confines.We received a response rate of 57 per cent. and from this information we have established that within those countries that there are no formal reciprocal or other arrangements in place concerning voting rights between Commonwealth countries (including the UK).As in the UK, it is for the individual Commonwealth countries concerned to decide on their own franchise arrangements and whether they wish to extend the franchise to other Commonwealth citizens resident in their countries, as the UK does to Commonwealth citizens lawfully resident here.We are aware that in some Commonwealth countries, resident British/Commonwealth citizens may be able to vote in elections there. However, this is linked to time resident in the country or a particular electoral area and is, in respect of some states, not by virtue of them being British/Commonwealth citizens but rather simply because they are lawfully resident non-nationals.

The armed forces are proud to recruit high quality recruits from countries with close historical and political ties. While no decision has been taken to introduce a cap on Commonwealth and Republic of Ireland citizens, we are looking at the rising levels within the armed forces.Commonwealth and Irish citizens make a huge contribution to the armed forces and bring a range of skills and talents, which enrich the service as a whole, and we would wish to continue to recruit them.

As at 1 January 2008 there were 7.1 per cent. of non-commissioned soldiers and 1.3 per cent. of commissioned officers with a Commonwealth nationality recorded.These percentages relate to trained regular personnel only and include the non-commissioned private soldiers.

We have always recruited from Commonwealth countries, and we think that the balance is about right. It is important that we continue to recruit from the Commonwealth, and we welcome and value the contribution of our armed forces personnel from those countries.

This information is not held centrally. In respect of the UK, the Representation of the People Act 1983 provides that all Commonwealth citizens who are lawfully resident here are entitled to vote in parliamentary and local elections. Decisions about the voting rights of Commonwealth, including British, citizens resident in other Commonwealth countries are for the individual countries concerned.

Regardless of whether recruits are from the Commonwealth or United Kingdom, the recruitment process for the Regular Army is administered in the UK and therefore the following tables show the intake to the untrained strength of the Regular Army by Nationality:

soldiers in all Arms/Services as at 1 June 2004.
Note that the data presented represents the situation as at 1 June 2004 and the relatively low Length of Service of
Commonwealth citizens reflects the fact that many of them are recently joined.
