[108581] Ms Hewitt: My hon. Friend the Minister of State, Cabinet Office set out the overall civil service perspective on the goal set out in the White Paper in his reply of 14 April 2003, Official Report, columns 602-03W. My Department has a key role in our regional agenda and has members of staff in every regional Government Office. We are committed to regional awareness and development and are progressing towards the goal. Regional awareness and devolution issues are always incorporated into internal DTI training where relevant. Vacancies arising in HQ offices, regional offices and the Government Offices are advertised to all DTI staff through our vacancy advertising scheme. We encourage people in the Department to consider posts in these offices as part of their career development. Our central records show that in 2002-03, 80 external secondees took up a secondment in my Department, of whom 63 per cent. were seconded from organisations based outside London. This represents an increase of 20 per cent. over the previous year. During the same period, 22 members of DTI staff took up secondments in external organisations, of whom 41 per cent. were seconded to organisations based outside London. This represents an increase of 1 per cent. over the previous year.

Joyce Quin: To ask the Secretary of State for Environment, Food and Rural Affairs what progress the Department has made towards the aim in the White Paper, "Your Region, Your Choice", of assessing the balance of staff between the centre and the regions in terms of effective policy design and implementation; and what examples there have been since the publication of the White Paper of the Department deciding between locating new streams of work (a) in and (b) outside London and the south-east. [108570] Alun Michael: Defra is making considerable progress towards the aims set out in the White Paper, "Your Region, Your Choice", and Ministers have repeatedly stressed the importance of regional delivery and regional partnerships. For example: Defra Teams in Government Offices The Department's predecessor, the Ministry for Agriculture, Fisheries and Food (MAFF), planned to move around 90 staff into the Government Office network in April 2001. The demands of the foot and mouth outbreak delayed some of these moves, but since summer 2001, the Rural Director's team in each region has been fully integrated into the Government office. They also work closely with the Regional Development Agency, the Regional Assembly and a range of regional and local partners. A `sounding board' for rural communities in each region is provided by The Regional Rural Affairs Forum, which has direct representation on the Rural Affairs Forum for England which I chair. The network of Regional Forums is encouragement of Ministers and senior officials. The formation of Defra in June 2001 also meant that the pre-existing environment teams in the Government Offices contribute to the delivery of Defra's environmental and sustainable development objectives. Since then, the Department has provided an extra £2.3 million to administer its policies in 2003-04--an increase of one hird from 2002-03. This will enable the Government Offices to increase their involvement in the delivery of the Department's sustainable food and farming strategy and the rural agenda. The Better Quality Service Review of the Defra Estate We are undertaking a Better Quality Services Review of our estate, including its London headquarters operations, and the review's findings are expected to be made available shortly. One of the issues it has been considering is the extent to which staff should continue to be located in central London accommodation. Lord Haskins Review Lord Haskins has been asked to make recommendations on how the Government's rural policies can be delivered more effectively and efficiently. He will be considering the future role of regional and local bodies in the context of delivery.

[108571] Malcolm Wicks: The Department for Work and Pensions currently has no single geographical workforce strategy addressing staff and work move shifts from London and the South East to the regions. However, local labour market conditions mean that there is less pressure on recruitment and retention away from London. Jobcentre Plus already processes London benefit related work at sites at Ashton in Makerfield in the North West Glasgow and Belfast. In moving to centralised processing operations, The Pension Service has decided to locate all 26 Pension Centres outside London and the South East although there will continue to be a Pension Local Service Presence in these regions. Some businesses have used centralised processing and contract centres for some time e.g. Child Support Agency Centres and Disability Benefit Centres. By the nature of its business (more face to face contact) and customer base the department, particularly Jobcentre Plus, will continue to have a presence in all large urban areas including London. There are also plans to encourage customers to make greater use of the telephone for their initial contact. Around 90 per cent. of DWP staff work in delivery businesses while 10 per cent. are in headquarters working on a range of policy and support functions. The highest concentration of headquarters staff, 30 per cent., is in the Yorkshire and Humber region followed by the North West region (26 per cent.), London (16 per cent.) and the North West (14 per cent.). [108586] Mr. Raynsford: I refer my hon. Friend to the answer given by my hon. Friend the member for Paisley South (Mr. Alexander) on 14 April 2003, Official Report, column 602W. The Office of the Deputy Prime Minister is currently undertaking a skills audit as part of the regular review of its development and training needs and ambitions. Regional awareness and devolution will feature in this. Two seminars have been held on aspects of devolution and a leaflet on good working relationships circulated to all staff. Material on regional governance issues is available on the Office's internal electronic briefing system. The Office of the Deputy Prime Minister encourages movement between different offices where that enhances Departmental effectiveness and individual career prospects. Improving mobility of staff between HQ policy sections and regionally based delivery units is a strategic priority. In the past year 26 Office of the Deputy Prime Minister HQ staff moved to Government offices. There are currently 103 secondees working in the Office of the Deputy Prime Minister drawn from non- government organisations in the regions. In addition there are currently 18 members of the Office of the Deputy Prime Minister who are working in non- government organisations in the regions. The target for the Interchange Programme for 2003-04 is to increase inward secondments by 10 and outward secondments to 50.

[108558] Mr. Stephen Twigg: Vacancies for public appointments are publicised routinely by my Department in a range of national and local media, including its own website (www.dfes.gov.uk) and the new website (www.publicappts-vacs.gov.uk) launched by the Cabinet Office in March 2003. All public appointments are made on merit. In the period since the publication of the White Paper on 14 May 2002 up until 31 March 2003, my Department made 48 new appointments to non-departmental public bodies. [108578] Mr. Stephen Twigg: The Minister of State, Cabinet Office will be answering this question giving an overall civil service perspective. Since the publication of the White Paper in May 2002, there has not been any specific development of this Department's training and development programmes to raise awareness of devolution and regional awareness, but the recent launch of "Delivering Through People: A Human Resource Strategy for DfES" commits the Department to developing HR action plans to maximise the contribution of each of our four sites in delivering the Department's business. Interchange is the exchange of staff between the civil service and other public and private sector organisation in the regions for periods of a few weeks up to five years. Interchange promotes better understanding between organisations and is a practical and effective form of personal development as it gives staff first hand experience of a different work environment and the issue and challenges which the people working in it face. Secondees have an opportunity to learn new skills, new ways of working, and new ways of dealing with problems. The DfES is actively committed to making interchange available to peoples at all levels as it can be a real benefit to the individual and to the Department as a whole. From 1 April 2002 to 31 March 2003 interchange between HQ an organisations in the regions was 368, an increase of 9 per cent. on the previous year.

[108579] Maria Eagle: Staff within The Department are expected to be knowledgeable about the requirements and features of local labour markets, social trends and patterns and any legislative or funding issues which affect their region. Managers at various levels in our regional and district structure frequently obtain briefings, statistics concerning local labour market and other social trends. In addition, Policy makers and other Senior Managers are expected to maintain very close links and nurture relationships with Regional Development Agencies and other Government bodies and NGOs. This helps supplement knowledge gained from other sources, such as briefing information. Arrangements have been developed, as part of the programme of work to establish the Department for Work and Pensions (DWP), to facilitate movement of staff between the component businesses of DWP. These Regional Change Implementation Programme Executive (RECIPE) arrangements ensure that migration of staff between and within businesses is effectively managed to avoid surpluses and shortfalls of staff, including movement of staff between headquarters and regional offices. RECIPE groups also liaise with other government departments and the Government Office in their region to ensure, for example, a coordinated approach to recruitment, and to facilitate inter-departmental moves. DWP is an outward facing department and encourages its staff to. undertake interchange with a wide range of organisations, in particular those at a regional and local level, many of whom are our partners in the delivery of our business. Centrally held interchange records do not provide detailed breakdowns of all interchange activity and records of activity undertaken during 2002-03 are still to be collated from the regions and businesses. There have been positive moves undertaken by the DWP central Interchange Team to work with Government Offices on encouraging interchange between this department and the regions. The team has attended Interchange events in Government Office--North East and in London. In addition, the team has presented DWP Interchange proposals at the Heads of Personnel Forum in GO South West. Very recently the team has engaged with GO North East Staffing Forum to encourage interchange between our department and civil service departments in the region. Finally the DWP central team has developed strong working relationships in establishing opportunities for interchange with a number of government departments including: the Inland Revenue, Home Office and Cabinet Office.

[108583] Mr. Lammy: In the Department of Health, over 40 per cent. of the Department's 4,900 staff are now based outside London and the south-east, including nearly 1,000 headquarters staff in Leeds. The Department's regional directors of public health and their teams are based in the Government offices of the regions. In addition, from October 2002, 28 strategic health authorities--located around the country--have assumed a range of functions previously undertaken by the Department. Further progress towards effective decentralisation is a major component of the Department's current change programme, which will in turn be reflected in training and development priorities. In the meantime, staff awareness of regional and devolution issues is being raised by a variety of means, including intranet sites, staff interchange, and extensive day-to-day contact with regional and local services.

[108584] Mr. Spellar: My Department is committed to improving awareness of regional issues and devolution among its staff as part of its overall strategy for training and development. Where appropriate this includes participation in training programmes offered by the Civil Service Training College (CMPS). The Department is reviewing its induction package to reflect an appropriate emphasis on regional awareness and devolution. The Department's website includes a section on devolution and we brief staff on the regional aspects of the Department's work through internal publications. The mobility of staff between HQ policy and regionally based delivery directorates is a strategic priority and all moves are made in the best interest of the Department. To improve the mobility of staff, all permanent Department for Transport (DfT) central staff have access to, and are eligible to apply for, vacancies in the Department's Agencies and the Government Offices via an electronic job advertising system. Permanent staff below the Senior Civil Service in the Department for Culture Media and Sport, the Department for Environment Food and Rural Affairs, the Department for Employment and Skills, the Office of the Deputy Prime Minister, the Department for Trade and Industry and the Home Office working in the Government Offices and permanent agency staff, are eligible to apply for advertised DfT posts. However we do not record centrally the resulting staff moves between headquarters and the regions. During 2002-03, around 20 staff undertook interchange postings with organisations in the regions from the then Department for Transport Local Government and the Regions (DTLR). Transport constitutes approximately one third of these postings, all of which are on-going. We aim to improve this. My Department's central interchange team will shortly be discussing the development of specific opportunities with our Agencies, all of whom have staff located outside London.

[108563] Mr. Raynsford: All vacancies on NDPBs sponsored by the Office of the Deputy Prime Minister are advertised: on our own website on the Cabinet Office Public Appointments new vacancies website on the "Just Do Something" website on the "Research Research" website and the publication Research Fortnight Vacancies on some of the Office of the Deputy Prime Minister's larger bodies will normally be advertised in a variety of newspapers and other publications, including those specifically targeted at under-represented groups in public bodies such as The Voice, The Asian Times and Disability Now. It would be premature to try to establish a meaningful trend in the nature of appointments since May 2002, but the Office of the Deputy Prime Minister is committed to a policy of encouraging diversity in the race, gender and location of appointees. Before the Office of the Deputy Prime Minister was set up, as part of DTLR, officials attended all of the regional seminars organised by the then Cabinet Office's Women and Equality Unit during that period. Joyce Quin: To ask the Secretary of State for Environment, Food and Rural Affairs what progress has been made by the Department towards the aim in the White Paper, Your Region, Your Choice, of encouraging applicants to public bodies from all parts of England; and what change there has been in the geographical diversity of appointees to NDPBs and other public bodies sponsored by the Department since the publication of the White Paper. [108564] Alun Michael: Defra seeks to reach as wide a range of applicants for its public bodies as possible. This includes advertising its public appointments vacancies in the national press and in trade or technical publications, if appropriate. Advertisements for regional bodies are also placed in the regional press. In addition the Department puts all public appointment vacancies on the Defra website at www.defra.qov.uk/corporate/ appointments and on the Cabinet Office's new vacancies website at www.publicappts-vacs.gov.uk In 2002, Defra staff took part in the 8 regional seminars organised by the Cabinet Office's Women and Equality Unit (now part of DTI). These events were aimed at encouraging more women from the regions, including those from ethnic minority backgrounds and disabled women, to participate in public appointments. Defra's stand exhibited the range of its public bodies and the variety and number of its public appointment vacancies which would arise in the next year. All appointments to Defra's public bodies are made on merit. 138 appointments were made between 14 May 2002 and 31 March 2003.
