Angus Robertson: To ask the Secretary of State for Defence what assessment his Department has made of the (a) quantity, (b) spread and (c) location of (i) mines, (ii) unexploded cluster bomb submunitions and (iii) unexploded conventional munitions in Iraq; what efforts are (A) planned and (B) underway to locate, defuse and remove these munitions; and if he will make a statement. [133319] Mr. Ingram: The provision of a safe, secure and risk free environment for the Iraqi people is a key aspect of restoration activity for all members of the International Coalition in Iraq. The United Kingdom takes seriously its obligations as a member of that coalition to deal with unexploded ordnance. Unexploded ordnance in Iraq includes munitions from the Iran-Iraq war, mines laid by Iraqi forces, stores of ammunition and other ordnance left by Iraqi military and paramilitary forces as well as ordnance fired or dropped by both sides during recent hostilities. Since the end of major combat operations UK and other Coalition forces have been engaged in clearing sites containing unexploded ordnance. In the UK's area of responsibility an average of about 45 new sites have been discovered each week. Whenever a site is discovered UK forces mark the site and inform those in the vicinity. The munitions are then recovered or destroyed as soon as resources permit. To date around 1,600 sites have been cleared, containing about 619,000 munitions. We do not record individual types of munitions cleared. We are not in a position to comment on progress made in other areas of Iraq by our coalition partners.

DFID funding for Cambodia covers a number of different areas of activity and is part of DFID's global response to humanitarian mine action. In Cambodia specifically we have provided funds on a bilateral basis to the UK NGOs the HALO Trust and Mines Advisory Group (MAG) to carry out demining programmes in various parts of Cambodia. We have also provided funds for the in-country development and testing of mechanical demining equipment. DFID has provided additional funds through the United Nations Development Programme (UNDP) to support the Cambodian Mine Action Authority (CMAA) and the Cambodian Mine Action Centre (CMAC) which are indigenous organisations set up with the assistance of the UNDP. In March 2001 DFID carried out a review of its support to mine action in Cambodia. We concluded that there had been considerable successes since 1991 with thousands of mines having been cleared and large areas of land restored to economic use. We thought there were institutional weaknesses especially in the area of co- ordination where there was limited interaction between the various organisations working on mine action and the central mine action authorities. Our support to the Cambodian Mine authorities that we provide via the UN aims to address this issue. The UN will be providing support under the UNDP Country Co-operation Framework for 2001-05. Key objectives of the programme include development of the management capacity of the CMAC and CMAA. Specific activities include: Strengthening partnerships among entities and stakeholders involved in the mine awareness sector; Development of quality assurance and quality control processes; Development and review of MRE guidelines and materials; Promotion of national compliance with responsibilities detailed in the various national and international instruments pertaining to mine action; Assistance in victim rehabilitation programmes. European Union The following contributions were reported since 1997: 1998 £3.0 million (UK share = 19.1 per cent.) 1999 £0.56 million (UK share = 17.75 per cent.) More information on demining in Cambodia can be gained from the publication "Landmine Monitor". A copy will be sent to the House of Commons Library. [131891] Gareth Thomas: The UK bilateral contribution to demining in Bosnia since 1997 is £1 million which was paid in 2000-01 into the International Trust Fund (ITF) for demining. The ITF is an international body of which the UN is a partner. These funds were used to support demining operations in the Kupres region of the country with priority being given to agricultural areas and areas being used for refugee return. The following table shows the contribution from the EU to demining operations in Bosnia from 1998-2001 (figures obtained from the United Nations Mine Action Service (UNMAS) website). _________________________________________________________________________________________________. These funds will be used to support capacity building of the National Mine Action Authority, improving national survey mechanisms, database co-ordination, development of transparent priority-setting processes, and improving senior and middle management skills through UNDP-sponsored training courses.

[131791] Mr. Gareth Thomas: The recorded number of fatalities and injuries caused by land mines in Sri Lanka since 1997 are as follows: _________________________________________________________________________________________________. Since 1997 there has been one recorded casualty resulting from de-mining activities. The significant decrease in injuries and deaths from mines in 2003 is extremely welcome. DFID has provided support for de-mining operations since the ceasefire between the LTTE and the Government of Sri Lanka came into effect last year. DFID has a two-year agreement with UNDP until the end of 2004 for support to de-mining operations. Under this, £697,000 from the allocated £2.6 million for quick impact activities in the North and East of Sri Lanka will be used to fund the early part of UNDP's 2003-06 mine action programme. This funding was approved in 2002. Further needs assessments are under way and we stand ready to make further commitments if necessary. DFID does not directly run any de-mining projects in Sri Lanka and has therefore not sought technical advice from the Ministry of Defence. However, DFID liaises closely with the Ministry of Defence and the Foreign and Commonwealth Office on our development programme to Sri Lanka.
