Her Majesty's Treasury have agreed that the net additional costs of the military air operation, including the Tornado GR4s, Reaper and Voyager Air-to-Air Refuelling aircraft, can be met from the HM Treasury Special Reserve. A limit of liability of £41 million in Financial Year 2014-15 for this activity was agreed at the Supplementary Estimates in February 2015.
The net additional costs of training and equipping the Iraqi and Kurdish Security Forces as well as providing UK enablers is currently being met from the £50 million Deployed Military Activity Pool (DMAP). The net additional costs of the military support to the humanitarian mission in Iraq in August and September were £3.5 million; the Ministry of Defence has recovered the majority of these costs from the Department for International Development.

We have not collated the cost of the UK Forces' programme of training Iraqi Armed Forces. This is because the costs of military operations are compiled in terms of the net additional costs incurred, not in terms of the individual tasks associated with those operations.

UK personnel in Iraq perform a number of roles. This includes supporting UK and coalition airstrikes against ISIL in Iraq. Iraqi security forces are able to communicate with coalition aircraft through coalition HQs including the Iraqi Joint Operating Centre in Baghdad. Coalition aircraft in Iraq either engage in dynamic targeting, for example responding to Iraqi forces under fire, or in deliberate targeting, when for example attacking previously identified ISIL positions prior to an advance by Iraqi security forces.

Remotely Piloted Air Systems operate under the same rules of engagement as manned aircraft. However, I am withholding specific information on the Rules of Engagement which UK Armed Forces are applying in current operations against ISIL forces in Iraq as their disclosure would or would be likely to prejudice operational capability and the effectiveness or security of the Armed Forces.

The UK has a small Defence section working in the British Embassy in Baghdad. This permanent presence is currently supplemented by around 20 personnel acting in support of operations against ISIL terrorists. These personnel are performing a range of roles including: supporting humanitarian operations, providing training to Kurdish forces and supporting coalition planning activities. The UK currently has no major military assets based in Iraq.

The UK currently has eight Tornado GR4 aircraft assigned to strike operations in Iraq. As of 8 October, there were 133 personnel deployed to RAF Akrotiri in Cyprus to support these missions.

UK forces were deployed to Northern Iraq in 1991 in support of Operation Safe Haven. These forces included:
Twelve Chinook helicopters based at Diyarbakir Air Base in Turkey and
at its peak, approximately, 4,000 UK service personnel in Turkey and Northern Iraq.
3 Commando Brigade Royal Marines was deployed. In addition to helicopter support, three RAF C-130 aircraft were also deployed. The last Coalition land forces related to this operation withdrew from Northern Iraq on 16 July 1991.

The UN estimates there are over 93,000 Syrian refugees in need of assistance in Turkey, Lebanon, Jordan and Iraq, and numbers are steadily increasing. Priority humanitarian needs among Syrian refugees continue to be food and basic supplies, shelter and assistance with rent, access to safe water and sanitation, as well as support for host communities. Many Syrians fleeing the violence require emergency medical assistance as well as basic health care and psychological support. The UN Refugee Agency (UNHCR) is co-ordinating with other humanitarian agencies to provide assistance for people fleeing Syria, in addition to the support and services the governments of neighbouring countries are providing. I recently visited the Jordan-Syria border where I met families who had fled some of the worst affected parts of Syria. I also saw the tremendous efforts the UN and governments of neighbouring countries are making to support those fleeing the violence.
The UK has so far provided £2 million to UNHCR to provide accommodation, food, and other essential support to meet the needs of Syrian refugees in Jordan, Lebanon, Turkey and Iraq. This is in addition to substantial core funding which the Department provides to UNHCR for its global operations. The UK is also funding the UN and humanitarian agencies working to provide much needed food, water and sanitation, and medical assistance in Syria and the region. Our total funding to date now stands at £8.5 million to meet humanitarian needs. We speak regularly to our humanitarian partners to assess what further help may be needed.
