While it is obviously right to develop other forms of transport, does the Secretary of State agree with me that in rural areas in particular the car is here to stay? Is it not therefore very important that we have adequate road infrastructure in place before any sizeable developments are begun?

I completely agree with my hon. Friend. About 60% of journeys are made by car, and the car remains incredibly important, particularly in rural areas like his and mine in Gloucestershire. Almost half the Government’s budget for investing in the strategic road network is for renewing, maintaining and operating existing network, but he makes a very good point about ensuring that, as we develop communities and businesses, the road infrastructure is adequate for those developments. I have noted his point carefully and will discuss it with the Secretary of State for Levelling Up, Housing and Communities in due course.

The Government is committed by the end of this Parliament to providing cycle training to all children and to all adults who want it. The training will include a strong safety focus, which will give more people the knowledge and skills to cycle confidently and safely on the roads. The Department is already providing £18 million funding for Bikeability training for children and families in 2021/22: funding for cycle training in future years will be a matter for the Spending Review. The Department is also updating The Highway Code to improve safety for cyclists, and this will include strengthened advice on how to cycle safely.

Across England we are currently supporting 49 locally-led Garden Communities, to be exemplars of high quality, good design and best practice.
Locally-led garden communities are vital to delivering the transformational housing growth that we need, whilst ensuring surrounding existing communities can also benefit from growth through well-planned infrastructure and community amenities.
My Department has been considering the bids received for funding through the Government’s Garden Communities programme and we hope to announce funding allocations in the coming weeks.
In the past 12 months, 845 road incidents involving horses have been reported to the British Horse Society alone. There will have been many more, but those incidents resulted in 87 horses and four people being killed, as well as many injuries. What steps can the Minister take to improve horse and rider safety on the
roads? Will he discuss this with Ministers in the Department for Environment, Food and Rural Affairs to see whether more bridleways can be provided to help alleviate the problem?

This is obviously a very serious matter. I thought my hon. Friend would raise the announcement of the preferred route for the Air Balloon roundabout, but this is even more important. He will be aware that the cycling and walking investment strategy safety review includes consideration of horse riders. As it happens, the Department’s Think! campaign has only just launched a new “learn the ways of the road” campaign, which includes looking out for vulnerable road users, particularly horse riders. The point is well made, and I will talk to DEFRA colleagues about this issue because, as he says, getting horse riders off the road is the best way to keep them safe.
To ask the Secretary of State for Transport, what steps he is taking to ensure that street lighting is powered by renewable sources; and if he will make a statement.
To ask the Secretary of State for Transport, what steps he is taking to ensure that street lighting is powered by renewable sources; and if he will make a statement.
Street lighting is a matter for each individual highway authority. Some authorities have or are in the process of switching to LED lighting, which is helping to save energy. There are also examples of authorities using alternative energy sources such as solar panels to power highway-related systems that do not consume much energy, such as traffic signs.

The A46 corridor connects together Lincolnshire and Gloucestershire. This is one of the corridors identified by Midlands Connect - the sub national transport body for the Midlands - as of key strategic importance.
With funding from the Department, Midlands Connect is currently conducting a detailed study into the potential for development of the A46, which it believes could play an important role in improving pan-regional connectivity and relieving congestion on motorways in the West Midlands. The Department is monitoring this study closely.
To ask the Secretary of State for Transport, what flexibility exists between his Department's maintenance and integrated transport budgets to enable funding to be re-allocated to increase spending on road maintenance.
To ask the Secretary of State for Transport, what flexibility exists between his Department's maintenance and integrated transport budgets to enable funding to be re-allocated to increase spending on road maintenance.
The Department for Transport allocates capital funding grants for local highways maintenance and integrated transport block to local highway authorities. This funding is not ring-fenced and it is entirely for each highway authority to decide, based on their needs and priorities, as to how this funding is spent.

What recent progress he has made on improving the A417-A419 at Nettleton Bottom and Crickley Hill in Gloucestershire; and if he will make a statement.
The Highways Agency is preparing a route strategy for the midlands to Wales and Gloucester. It covers the section of the A417 that includes Nettleton Bottom and Crickley Hill, known as the “missing link”, which has been identified as a key issue on the route. The next stage will be to assess options, and to produce indicative business cases as a basis on which to prioritise investment from 2015 onwards.
The Minister will be aware that the death toll on the road continues to rise, as do the delays experienced by travellers as a result of congestion. He will also be aware of how long my hon. Friend the Member for The Cotswolds (Geoffrey Clifton-Brown) and I, in particular, have continued our campaign to secure improvements to the road. It would be good if he and/or the Secretary of State could visit us in the near future to observe the problems for themselves.

This is a particularly challenging operation from both an environmental and an engineering perspective. The cost of the work has been estimated at about £255 million. It would include two junctions which would be grade separated, and the road is, of course, in an area of outstanding natural beauty. However, I have some good news for my hon. Friend: the Secretary of State plans to visit that part of the road next week.

The Department has spent the following on major road schemes in each of the last five years:
| (a)
Major road improvement
schemes | |
| Financial
year | £
million |
| 2008-09 | 941 |
| 2009-10 | 985 |
| 2010-11 | 1,175 |
| 2011-12 | 926 |
| 2012-13 | 552 |
These include schemes on the national strategic road network and the local road network. The figures include some "package" schemes which are predominantly roads based but which also include an element of public transport infrastructure. It would not be possible to separate these out from local roads spend without disproportionate cost.
In addition the Department has spent the following on road maintenance in each of the last five years:

Road

Year | £

| 2008-09 | 1,660 |
| 2009-10 | 12,084 |

Please note that local authorities are also able to use revenue funding, allocated by the Department for Communities and Local Government through the revenue support grant for maintaining their local highways. Neither revenue nor capital highways maintenance block funding is ring-fenced and it is for local highway authorities to decide upon their spending priorities across the whole range of services that they provide.
The Department is also funding highways maintenance projects in Portsmouth, Birmingham, Sheffield, Isle of Wight and the London borough of Hounslow through the private finance initiative.
The funding for road repairs in London, Scotland, Wales and Northern Ireland are matters for the respective administrations.

Information collected by the Department on road accidents in Great Britain is limited to accidents reported to the police and where at least one person sustained an injury. Therefore, there is no information on the total number of vehicle collisions.
The information requested on reported road collisions, in Great Britain, for the last five years for which data is available is provided in the following table:
| Number | ||
| Collisions
involving at least one
fatality | Only

| 2007 | 2,714 | 179,401 |

| 2010 | 1,731 | 152,683 |
| 2011 | 1,797 | 149,677 |

slight injury in a road
accident. |
Information on persons considered responsible for these reported collisions is not held by the Department. However, information is available on the number of reported personal injury road accidents involving a motor vehicle driver by age of the driver.
