To ask the Secretary of State for Transport, what steps she has taken to work with the devolved Administrations to increase transport connectivity between the four Home Nations.
While transport is largely a devolved responsibility for the Governments of Scotland, Wales and Northern Ireland, the Department for Transport is working with its counterparts to improve transport connectivity across the UK.
As recommended by the Union Connectivity Review, the UK government funded three rail feasibility studies in Northern Ireland looking at electrification, re-opening closed railway lines and improving access to airports. The UK Government also funded three studies focused on improving the North Wales Transport Corridor to completion and is funding Transport Scotland’s A75 feasibility study to explore options to bypass Springholm and Crocketford.
Separately, the UK Government subsidises flights between City of Derry Airport and London Heathrow Airport through a Public Service Obligation.
This Government is establishing Great British Railways (GBR) which will be the ‘directing mind’ for the rail industry, bringing together the management of the network and the delivery of passenger services into a single public body. GBR will work closely with the Devolved Governments where responsibilities are devolved and will provide the integrated and long-term thinking the rail sector needs to grow and support the UK economy. GBR will be established in early 2027, subject to the Railways Bill achieving Royal Assent.
We will continue to work, where appropriate, with the Devolved Governments to improve transport outcomes for all people of the UK.

The Government is fully committed to animal welfare. However, this is a transferred matter in Northern Ireland, and so it is for the newly restored Executive to determine how to protect animal welfare, including tackling poor breeding practices as seen in puppy farming.

Heritage is a devolved matter. The guidance published on 5 October 2023 applies to custodians of heritage assets in England only, although custodians of heritage assets around the UK can consult the guidance if they would find it helpful. The guidance was shared with officials in the devolved administrations.

The Secretary of State for Northern Ireland's priority is to see the return of locally elected, accountable and effective devolved institutions which is the best outcome for Northern Ireland. The Government is working tirelessly towards that objective.

The announcement by the Victorian Government was disappointing for fans and athletes. The government is keen that the Commonwealth Games Federation and Commonwealth Games Australia will now work together to find a viable solution to hosting the event in 2026 so that athletes have the chance to compete and fans have the opportunity to enjoy this incredible event.
The UK is proud to have hosted the Games twice in the past decade, including in Birmingham last year: coming in under budget and adding at least £870 million GVA to the UK economy. We are committed to working with the CGF and Commonwealth countries to support a sustainable future for the Games.

Since the previous round of talks finished in 2018, this Government has focused on taking steps to ensure good governance can continue in Northern Ireland. This has included the Northern Ireland (Executive Formation and Exercise of Functions) Act 2018 that provides the Northern Ireland Civil Service the certainty and clarity they need to continue to deliver public services in the absence of Ministers. The Government remains of the view, however, that the best guarantee of good governance is the restoration of the Belfast Agreement institutions and is focused on seeking agreement between the parties as part of the current talks process.
