To ask the Secretary of State for Work and Pensions what representations his Department has received from (a) hon. Members and (b) other sources on the interaction of the Work programme and Jobs Growth Wales.
Department for Work and Pension officials hold regular meetings with officials from the Welsh Government to discuss policy.
The Welsh Affairs Committee addressed the issue of the interaction between the Work programme and Welsh Government programmes.
On 21 November 2013, I spoke to Ken Skates, Deputy Minister for Skills and Technology in the Welsh Assembly Government where we discussed the Work programme and Jobs Growth Wales.
Following the publication of the Welsh Affairs Committee report, the Secretary of State for Work and Pensions, my right hon. Friend the Member for Chingford and Woodford Green (Mr Duncan Smith) also met the Secretary of State for Wales, my right hon. Friend the Member for Clwyd West (Mr Jones).
We have received parliamentary questions from the hon. Member for Vale of Clwyd (Chris Ruane).
Work programme providers have expressed disappointment that Work programme participants are currently excluded from Welsh Assembly funded opportunities available to other unemployed people in Wales, citing the difference in England where Work programme participants can access complementary support from other agencies. The Department has also been contacted by interested parties in relation to specific instances where claimants have been unable to access support.
We are working with the Welsh Government to see if this situation can be improved.

Work programme providers have the discretion to mandate participants to a work placement which is intended to boost confidence and foster a work habit and must be of community benefit. Participants continue to receive their benefit entitlement while on a work placement but do not receive any additional remuneration.

To ask the Secretary of State for Work and Pensions what assessment he has made of how the Work programme interacts with skills training provided by Welsh Government.
Work programme providers cannot currently refer claimants to skills training provided by the Welsh Government. I would like this to change, and on 21 November I had a discussion with Ken Skates, Deputy Minister for Skills and Technology in the Welsh Assembly Government about this issue.

When he estimates the Work Programme will provide the same number of job outcomes as the Flexible New Deal.
When he estimates the Work Programme will provide the same number of job outcomes as the Flexible New Deal.
The flexible new deal ran for two years from October 2009 to the end of September 2011, by which time 50,000 people achieved a six-month job outcome. By August 2012, after only one year and two months, 47,000 people achieved a six-month job outcome through the Work programme. Only one month later —in September 2012, after one year and three months—63,000 people were in a job. Simply put, the Work programme is outperforming the flexible new deal.
It is not so much a work programme, as a Government do not work programme. Whatever the Minister says, the figures she commissioned from a private company state that the flexible new deal created more jobs over a limited period than the Work programme.

I think I set out plainly how many jobs the flexible jobs did not create. To date, 117,000 people have achieved six-month outcomes through the Work programme, so it is working. I am pleased to note that in the Vale of Clwyd the level of jobseekers is at 3.6%, the lowest it has been since November 2008. We must be getting something right.
