That this House notes the impact particulate number testing in the MOT would have on reducing toxic air pollution from vehicles; is horrified that up to 36,000 people a year die prematurely from the effects of air pollution; is concerned that the total cost to the NHS and social care will be £1.5bn by 2025 and £5.1bn by 2035; therefore considers it necessary to take immediate action to identify and remove dangerous polluting vehicles from the roads; welcomes the Government’s belief that implementing particulate number testing is the right thing to do; and urges the Government to follow through on its belief and implement particulate number testing soon after its open consultation on the MOT closes to reduce air pollution across the UK.

The Driver and Vehicle Standards Agency (DVSA) is working with the Department for Transport (DfT) to ensure the current tail pipe emissions test for diesel vehicles, that forms part of the current light vehicle MOT, is fit for purpose.

That this House recognises the challenge to public health caused by roadside air pollution, in particular, fine and ultra-fine combustion generated particles; urges the Government to look to how other countries mitigate harmful levels of air pollution that are prevalent on roads and highways for example the current Roadworthiness Directive 2014/45/EU and to be guided by effective, evidence-based policies; further recognises that the current MOT tests do not identify vehicles which emit dangerous particulate emissions levels and lack the appropriate sensing technology for harmful levels of fine and ultra-fine particulate matter; further urges the Government to take steps to enshrine principles of minimising roadside air quality into MOT tests by introducing improved sensing technology which would identify high-emitting vehicles; urges the Department of Transport to take steps to introduce an efficiency element in the diesel particulate matter section of the MOT based on particulate mass or number metrics; and supports the work of the Dutch Government and the Dutch Parliament in incorporating IENW/BSK-2020/125046 into vehicles’ Period Technical Inspection tests by law.

To ask the Secretary of State for Transport, what recent assessment he has made of the effect of MOT testing on vehicle emissions on air quality.
Specific analysis relating to the impact of the MOT test on air quality has not recently been conducted by the Department. Emission limits for vehicles undergoing MOT testing have previously been set at a European level, most recently by Directive 2014/45/EU. These regulations were transposed into UK law by the Motor Vehicles (Tests) (Amendment) Regulations 2017.
This is National Autism Week, and I should like to ask the Minister whether she is aware that girls are often picked up as being on the autism spectrum much later than boys. Will she urge her colleagues to ensure that, like Sweden, we have a good, early and specific test for autism in every primary school?

I thank the hon. Gentleman for raising the fact that this is National Autism Week. We are all wearing our badges with pride, and I hope that he will take part in the
Back-Bench debate on this subject later today. He is right to say that girls get diagnosed later and less frequently than boys, and this is something that we are looking at very carefully as we renew our work on the autism strategy.

To ask the Secretary of State for Communities and Local Government, what discussions has he had with the Health and Safety Executive on the efficacy of landlords' gas safety checks being conducted without equipment to test for carbon monoxide.
The Health and Safety Executive is part of a Cross Government Group including the Department for Communities and Local Government, which promotes a joined up approach across Government on carbon monoxide safety policy.
The Health and Safety Executive’s Approved Code of Practice (L56) sets out the minimum requirements for a gas safety check. This focuses on ensuring the appliance burns properly, that there is adequate ventilation and the effectiveness of the flue associated with the appliance rather than specifying the use of equipment to test for carbon monoxide.
