The safety of young people is our highest priority. The Government is clear restraint should only ever be used against young people as a last resort where it is absolutely necessary to do so and where no other form of intervention is possible or appropriate. Use of restraint is closely monitored throughout the youth secure estate.
CCTV footage is not routinely made available to the Youth Justice Board or Local Authority where restraint has resulted in a serious injury but is made available to them upon request, where available.
After an incident of restraint in under-18 Young Offenders Institutions young people are medically assessed as soon after the incident as is practicable and there is
a structured debrief with the young person to reduce the likelihood of future restraint incidents. Child protection procedures are initiated if a young person is injured and the level of harm meets the criteria agreed between each Young Offenders Institution and their Local Safeguarding Children's Board.

The safety of young people in custody is our highest priority. The behaviour of some young people is sometimes extremely challenging and can put the safety of other young people and staff at serious risk. The management of this behaviour is crucial to creating a safe environment for young people and staff.
The Government is clear that restraint should only ever be used against young people as a last resort where it is absolutely necessary to do so and where no other form of intervention is possible or appropriate.
All under-18 Young Offenders Institutions are required to comply with Prison Service Instruction 08/2012 ‘Care and Management of Young People'. This requires that families, and other appropriate bodies (which includes the relevant legal authority for young people on a care order), are notified in each instance that force, including restraint incidents, is used on a young person. Where serious incidents occur, such as those requiring hospital treatment, families or the relevant authority are informed as soon as possible.
All establishments holding young people have Restraint Minimisation Strategies in place to promote an establishment-wide commitment to minimising incidents of restraint.

The YJB does not collect self harm or restraint data on children who have been taken to hospital or children who have been admitted to hospital. The figures shown are the number of self-harm and restraint incidents involving serious injury that required hospital treatment.
Table 1 shows the number of children detained in (1) young offender institutions, (2) secure training centres, and (3) secure children’s homes who received hospital treatment following serious injury following self-harm, and the proportion of all self-harm incidents requiring hospital treatment by year and sector.

• The term ‘Serious injury requiring hospital treatment’ includes serious cuts, fractures, loss of consciousness, damage to internal organs and poisoning. Treatment reflects the more serious nature of the injuries sustained and may include stitches, re-setting bones, operations and providing overnight observation.
• At establishments where 24-hour healthcare is available the young person may remain onsite for treatment meaning the figures could be understated.
• Due to the way the data is collected it is not possible to tell if the same children are involved in multiple incidents throughout the time period, meaning the figures could be overstated.
• The figures have been drawn from administrative IT systems, which are subject to possible errors with data entry and processing and can be subject to change over time.
