Mr. Swayne: To ask the Secretary of State for Defence if he will list the incidents for which Boards of Inquiry have been initiated
since the commencement of military operations in Iraq; and which such Boards have reported. [154038]
Mr. Ingram :[holding answer 10 February 2004]:
I assume that the question is seeking information on those incidents in Iraq that occurred during recent operations there.
Boards of Inquiry have been convened to inquire into the following incidents:
Royal Navy Collision of two Sea Kings from 849 Naval Air Squadron on 22 March 2003; and Death of Marine Maddison on
30 March 2003.
Internal reports have been issued into both incidents.
Army Death of Lance-Corporal Brierley on 30 March 2003; Deaths of Lieutenant Tweedie and Lance-Corporal Shearer on
1 April 2003; Death of Private Smith on 13 August 2003; and a Board of Inquiry will be convened on Friday
13 February into a serious injury suffered by Lance-Corporal Stesel on 6 April 2003
No formal reports have yet been issued.
RAF Patriot/Tornado GR4 incident on 23 March 2003.

Further Boards of Inquiry may be convened into other incidents when the relevant initial investigations are complete.

Mr. Swayne: To ask the Secretary of State for International Development what recent estimate had been made of the state of essential
civilian infrastructure prior to the commencement of the military conflict in Iraq; and what plans his Department prepared for
maintenance and repairs of the infrastructure. [150223]
Hilary Benn: United Nations and NGO organisations active in Iraq made assessments of civilian infrastructure prior to the conflict.
These included United Nations Development Programme, UNICEF, International Committee Red Cross and CARE International UK. The Joint
Needs Assessment prepared by the UN and World Bank before the Madrid Donors' Conference in October 2003 also assessed the condition
of infrastructure pre and post conflict.
The Department's assistance prior to the conflict and in the immediate aftermath was largely channelled through United Nations
agencies, the Red Cross and Red Crescent movement and NGOs. These organisations had experience of working in Iraq, well- established
local networks and a capacity to deliver assistance on the ground. They were able to move back into Iraq quickly after the major
conflict ended and set up effective humanitarian operations. The Department helped these organisations to prepare for the post
conflict phase.
As it became clear that the continuing insecurity meant that the UN was unable to operate in Iraq, we provided support to essential
infrastructure in Southern Iraq. This was also informed by the needs assessment work in the lead-up to the Madrid Conference in
October, following which we committed £20 million as a contribution to a US$127 million CPA Essential Services Programme for the
restoration of essential infrastructure in Southern Iraq.

Mr. Caplin: The number of Civil Contingencies Reaction Force (CCRF) members who are serving on Operation Telic by CCRF region is
detailed in the table. In the time available, we have only been able to identify those individuals currently mobilised to support
Operation Telic. All are members of the Territorial Army.

Mr. Swayne: To ask the Secretary of State for Defence what support is available to recently demobilised reservists who suffer stress
related illnesses related to the difficulty of readjusting to civilian life.[R] [147037]
Mr. Caplin: The MOD and Department of Health officials are working together to maximise the delivery of mental health services to
all Veterans. Those reservists who deployed to Iraq during OP TELIC can be seen at the Gulf Veterans' Medical Assessment Programme
(GVMAP) on referral by their doctor. Where appropriate, the Programme will refer them to a country-wide network of specialist
psychiatrists and psychologists for expert assessment and diagnosis. The GVMAP pays for this, including the patient's travel costs.
In addition, at the end of each deployment all personnel, including reservists, undergo a period of "normalisation" as a measure to
minimise the possibility of stress related disorders. They also receive a presentation about post traumatic stress reactions and are
given information leaflets, covering post traumatic stress reactions and the problems which may be encountered on returning home.
Reservists will also be provided with details of service related charities such as Combat Stress, SSAFA and the RBL.
