The work done on the Chinook helicopters is on track and on budget. The work having been completed, it is intended that the first helicopter will be released early in 2009, and the rest will become available progressively thereafter. They will enhance our existing fleet of Chinook helicopters, and my written statement to the House on 20 May set out the detail of how we intend to deploy them.
My hon. Friend asks what lessons have been learned. The lesson that should be learned is not to overcomplicate our procurement. We did not order the helicopters, but when they were delivered they were of such complexity that they could not be certificated as safe to fly under the then regulations. After valiant attempts to overcome that, when I became Secretary of State I took the decision that they would be better converted to mark 2 Chinooks. That was the right decision, as subsequent reports have confirmed.

I will have to write to my hon. Friend to answer that. I am sorry that my brief does have that specific information. I know that a significant number of other Government Departments have contracts with private military security companies, which were detailed in another answer to the hon. Member for Lewes on 20 March. The detail is set out there if anyone wants to look at it. The contracts went substantially to a firm called ArmorGroup, of which the right hon. and learned Member for Kensington and Chelsea (Sir Malcolm Rifkind) is the non-executive chairman.

The four provinces covered by Multi-National Division (South East) remain relatively quiet compared to other areas of Iraq, accounting for around 4 per cent. of all attacks. The security situation in Basra, however, continues to cause concern. To address the problems in the province, the Iraqi Government, has announced a security plan for Basra. I discussed the plan with Prime Minister Maliki this morning. The plan is in its early stages but has already resulted in increased presence of Iraqi security forces—with more to come.Elsewhere in MND(South East) the security situation is more positive. Our progress with security and training of the Iraqi security forces was a factor in making Al Muthanna province the first where responsibility for security was handed over to Iraqi control. I expect Maysan and Dhi Qar provinces to follow suit before the end of this year, once the conditions on the ground are right.

My hon. Friend could not, with respect, be further from the truth. The Japanese, who made a significant contribution in al-Muthanna province in southern Iraq, were able not only to stand their troops down from where they were positioned in al-Muthanna but to send them home because they had achieved their objective. My hon. Friend will have noticed that coincidentally with the Japanese Government’s announcement of a drawdown, there was an announcement of provincial Iraqi control—that is, with Iraqis themselves taking over responsibility for security and for the governance of al-Muthanna province. There is no need for any troops from outside Iraq to provide that in al-Muthanna, and that will increasingly be the case across Iraq.

The Service Police Report resulting from the Royal Military Police (Special Investigation Branch) investigation into the fatal attack of 13 May on British troops serving in Basra is not yet complete. Service Police Reports are not made public, although they are provided to the relevant Coroner’s Office for use at the inquest.It has yet to be decided whether a Service Board of Inquiry into this incident will be held. If there is to be a Board of Inquiry, its findings will be made available to the next of kin of the deceased once it is complete.The Army is in contact with the families of the deceased soldiers and is keeping them informed of developments.

[holding answer 5 June 2006]: The overall protection level afforded by the Land Rover Snatch vehicles was assessed in March 2005 as part of a number of ongoing assessments to ensure the suitability of a range of equipment used on current operations. The results of these assessments are being withheld on the basis that disclosure of such information could prejudice the safety of the armed forces.

Private Adam Morris and Private Joseva Lewaicei were killed in a suspected Improvised Explosive Device attack in Basra City, Iraq on Saturday 13 May 2006. The circumstances surrounding the incident are currently under investigation and it would be inappropriate to comment any further until our investigations are complete.

Friend said, Adam Morris, a 19-year-old soldier from Hugglescote in north-west Leicestershire, was killed by a roadside bomb near Basra nine days ago along with a colleague from the Royal Anglian Regiment as they travelled in a Land Rover protected only by composite fibreglass. As well as extending deep condolences to Adam’s family and friends, the House will endorse the Leicester Mercury letter-writing campaign to boost the regiment’s morale. Does the Secretary of State agree that a large majority in both the United Kingdom and Iraq want an early withdrawal of foreign troops? Does he think that partition is necessary to prevent the country from descending further into an anarchistic hell-hole?

May I first commend my hon. Friend for his support not only for his constituent’s family, but for the Royal Anglian Regiment? I met members of the regiment in Basra last week, and I can reassure him, his constituents and, indeed, his local newspaper, that the morale of those soldiers was very high. In my short time in this job I have been struck by how often our forces meet our expectation, whatever adversity they face, that they will maintain the highest standards not only of morale but of discipline, application and duty. On the meat of his question, it is of course our ambition and intention to remove our troops from Iraq, but we shall do so in the proper context, which has been set out on numerous occasions at the Dispatch Box and involves the nature of the threat, the capacity of Iraqi forces to provide security for their own people, the capacity of their Government both at national and provincial level to govern, and our own ability to respond to support the Iraqi Government’s ambitions. I can say no more than that in support of our position in Iraq.

I am sure that the whole House will join me in sending condolences to the families of Private Joseva Lewaicei and Private Adam Morris, who were killed on Saturday 13 May north of Basra city. Our thoughts are also with the soldier injured in that incident, with the two soldiers who were injured in the incident at the weekend in Basra, and with their families.
Although insurgents continue to pursue a policy of violence and intimidation with the aim of disrupting the political process in Iraq, the majority of attacks are confined to four of the 18 provinces. However, their efforts have not precluded the formation of a new Government of national unity in Iraq. As my right hon. Friend the Prime Minister said this morning, that is a huge step forward which deserves international support. In Basra, and across Multi-National Division (South-East), despite recent tragic events the security situation remains relatively calm.

Morale is actually very good among our armed forces. On Friday, for example, I was at Headley Court to see some of our very brave servicemen who had been seriously injured in Iraq and elsewhere. I said then to the press, although my comments were not widely reported, that I never cease to be astounded and indeed bowled over by the courage, determination and endurance of our soldiers even after very serious injuries. I also said that I wished that some of the critics of our interventions abroad could show the same commitment to this country and the optimism to see things through as our servicemen and women.

contact reports filed since the invasion of Iraq in March 2003. [209456]
Mr. Ingram: Between 1 May 2003 and 26 November 2004, Significant Incident reports and Significant Action reports
indicate that United Kingdom forces in Iraq encountered a number of Iraqi casualties. The figures drawn from those reports are not
an accurate estimate of Iraqi casualties, either those caused by UK forces or those caused by insurgent activities, and should not
be taken as such. They apply only to casualties which were witnessed or discovered by UK forces, and give no indication of
casualties outside the UK's areas of operations in South East Iraq, although they also cover the Black Watch deployment to the North
Babil area in November 2004. UK forces are not always present at all incidents which result in Iraqi civilian casualties, and
following hostile contacts they are not always able to make an accurate count of Iraqi casualties, either because they have
withdrawn from the area, or because such casualties have been removed.
These reports indicate that 200 Iraqis believed to have been enemy combatants have died, and 80 have been injured, in incidents
where military force was deliberately applied by UK forces. Five Iraqis believed not to have been enemy combatants have died, and a
further 13 have been injured, in incidents during the course of which military force was deliberately applied by UK forces. These
figures do not necessarily indicate that UK forces caused the casualties, but merely that they recorded them during the course of
incidents in which deliberate military force was applied.
Reports indicate that 17 Iraqis believed to have been enemy combatants have died, and 22 have been injured, during the course of
other incidents, 144 Iraqis believed not to have been enemy combatants have died, and 192 have been injured, during the course of
other incidents. This includes the full range of incidents in which UK forces have been involved, or to which UK forces have been
called, but where no deliberate military force was applied. This includes improvised explosive device attacks by insurgent forces on
civilian targets, road traffic accidents and in one case the discovery in May 2003 of a mass grave, thought to date back to 1991,
containing 32 dead. Iraqi Security Force casualties are not included.
These figures do not include the warfighting phase of Operation TELIC, prior to 1 May 2003, for which incident reports were
not routinely submitted whenever casualties were discovered.

Mr. Rammell: As my right hon. Friend the Foreign Secretary explained in his written statement to Parliament on 17 November
2004, Official Report, columns 92-95WS, we believe that the Iraqi authorities remain in the best position to record casualties in
their country.
An independent inquiry is highly unlikely to be able to gain better access and provide more accurate information on casualties than
the Iraqi Government.

David Taylor: To ask the Secretary of State for International Development what progress has been made in determining the details of
the system replacing food rations with cash payments in Iraq; and if he will make a statement. [209947]
Hilary Benn: The Government of Iraq has said that it is committed over the medium term, to enhancing the effectiveness of social
safety nets in Iraq by moving from a food ration system, which handed out virtually free food to the entire population of Iraq, to a
cash distribution system targeted at the poor and unemployed. The aim will be to help domestic agriculture, encourage private trade
and remove price distortions, at the same time as ensuring that families in need are properly safeguarded. The details have yet to
be determined, and are expected to be followed up by the Iraqi Transitional Government after the forthcoming elections. DFID
supports the reform in principle. DFID staff and advisers will continue to maintain contact with the Iraqi authorities, and with
interested international organisations including the International Monetary Fund (IMF), the World Bank and the World Food Programme,
to ensure that the interests of poor and vulnerable families in Iraq are protected.

since 1 July 2004 to promote the benefits of trade union membership. [207717]
Mr. Rammell: The Foreign and Commonwealth Office follows closely trade union issues in Iraq and supports the Department for
International Development (DFID) activities in this area. Requests to support trade union activity in Iraq from UNISON and the
International Centre for Trade Union Rights (ICTUR), in partnership with Iraqi organisations, have been approved under DFID's Civil
Society Fund (CSF). In addition, a proposal from the Trades Union Congress has been received for consideration under the CSF.

David Taylor: To ask the Secretary of State for Foreign and Commonwealth Affairs what work his Department has undertaken with the
International Labour Organisation to promote independent trade union representation among the people of Iraq. [207718]
Mr. Rammell: The Transitional Administrative Law, which came into force on 28 June 2004, made provision for the right of all
Iraqis to join unions. We understand that at least 12 national trade unions have already been set up and four open conferences have
been held. The International Confederation of Free Trade Unions organised a successful fact-finding mission in early 2004, partly
funded by the Foreign and Commonwealth Office, which looked at the state of trade unions in Baghdad, Basra and northern Iraq.
The Government continues to support the active role the International Labour Organisation (ILO) is playing in Iraq and has contact
with the ILO on Iraq as one of the agencies working as part of the International Reconstruction Fund for Iraq. An ILO sponsored
conference on Jobs for the Future of Iraq took place in Amman in December 2004. Industrial relations were raised in the outstanding
issues paper prepared for the conference, and a panel convened on industrial relations, tripartism and social dialogue. The
conference concluded with an action plan on employment creation in Iraq. The implementing partner for these activities is the
Ministry of Labour and Social Affairs together with the ILO.
