To ask the Chancellor of the Exchequer, what preparations he has made to legislate for the long-term regulatory framework for Open Banking once the Joint Regulatory Oversight Committee reports in 2023.
UK Open Banking has been a great success story with over 7 million people in the UK now regularly using this technology to manage their money and to make payments.
The Government is committed to maintaining the UK’s leadership in this field and sustaining momentum. We wish to build on the initial success of UK Open Banking to help unlock and realise further benefits for consumers, businesses, and the wider economy.
HM Treasury is working closely with the relevant regulators through the Joint Regulatory Oversight Committee to develop recommendations on the design of the future Open Banking entity. HM Treasury is also leading work to develop a long-term regulatory framework for this technology, underpinned by any necessary legislation.
The Committee will release its recommendations in the coming weeks following joint statements in March and December 2022 which can be found at: https://www.gov.uk/government/publications/joint-statement-by-hm-treasury-the-cma-the-fca-and-the-psr-on-the-future-of-open-banking/joint-statement-by-hm-treasury-the-cma-the-fca-and-the-psr-on-the-future-of-open-banking and https://www.gov.uk/government/publications/joint-statement-by-hm-treasury-the-cma-the-fca-and-the-psr-to-update-on-the-future-of-open-banking/joint-statement-by-hm-treasury-the-cma-the-fca-and-the-psr-to-update-on-the-future-of-open-banking.
The No. 1 tech Brexit worry is that when we leave, it will become unlawful to send personal data from Europe to the UK unless we have achieved an adequacy declaration from the European Commission about our data privacy arrangements. Important businesses will overnight become unviable. Will that declaration be achieved in time?

Fortuitously, I was in the Chamber for the earlier Question Time and heard the right hon. Gentleman ask precisely the same question of the Minister for Digital and Culture. The UK is committed to implementing the global agreement, and to ensuring that it works for the UK once we transition outside the European Union.
To ask Mr Chancellor of the Exchequer, what assessment he has made of the potential effect on the financial technology sector of the UK exiting the EU; and if he will make a statement.
To ask Mr Chancellor of the Exchequer, what assessment he has made of the potential effect on the financial technology sector of the UK exiting the EU; and if he will make a statement.
The UK remains very much open for business and the Government is committed to supporting the financial technology sector, as demonstrated by the Autumn Statement which announced a £400 million increase in funding for the British Business Bank, alongside a package of FinTech specific measures.
We have been clear that we are committed to getting the best possible deal for trade in UK goods and services.
The government is maintaining an open dialogue with the financial technology sector as it prepares to withdraw from the EU.

The Government introduced new Computing and Design and Technology (D&T) curricula in 2014, and we are reforming GCSE/A Level qualifications in these and other technology subjects such as electronics. Our reforms are bringing these subjects up to date, ensuring that they reflect the latest practice in industry, provide students with the knowledge needed to progress, and make them more appealing to young people.
We are determined to put technical education on a par with academic education and University Technical Colleges (UTCs) have a role to play in achieving that goal. UTCs have been established to address skills gaps, providing a technical education to meet the needs of modern businesses.
UTCs help develop the talents of students and offer them technical and hands-on practical education alongside their GCSEs and A-levels to equip them with the technical knowledge and professional skills employers demand. We remain committed to ensuring that more young people have access to high quality technical education.
