The Government's top priority is our national security, and we will continue to use all appropriate tools at our disposal to protect the UK, and its people, from any Iran-linked threats. As is our longstanding position, the Home Office does not comment in detail on specific operational matters.

The UK remains committed to the Joint Comprehensive Plan of Action (JCPoA), a reciprocal deal that lifts sanctions in exchange for tough nuclear limits. Iran has broken the nuclear limits in the JCPoA and we are working to bring Iran back into compliance through the deal's Dispute Resolution Mechanism.

UNSCR 2231, which underpins the JCPoA, includes a number of clauses designed to allow sanctions to expire on fixed dates: the UN travel ban and the UN conventional arms embargo are due to expire in October 2020. E3 Foreign Ministers made clear on 19 June that the planned expiry of the UN conventional arms embargo would have major implications for regional security and stability. We share concerns about Iranian proliferation, and have repeatedly set out concerns about Iranian destabilising behaviour. We are working closely with remaining JCPoA parties to address these issues, as well as with other members of the UN Security Council.

There are also other sanctions regimes which restrict Iranian ability to proliferate weapons in the region that will remain in place after the arms embargo expire. These include UNSCRs 1540, 1701 and 2216, which prohibit the proliferation of weapons to Lebanese Hizballah and the Houthis. The EU arms embargo and UN ballistic missile restrictions on Iran will also remain in place until 2023. There is an independent EU Iran human rights sanctions regime, which places trade restrictions on specified goods and technology which may be used to repress the civilian population of Iran and on specified goods and technology which may be used for interception and monitoring services in Iran. These EU trade restrictions do not have an expiry date.

We are deeply concerned by the reports of the executions of these two juvenile offenders. In her statement, the UN High Commissioner for Human Rights, Michelle Bachelet, stated these executions are prohibited under international human rights law and has violated the International Convention on the Rights of the Child, which Iran had signed up to. It remains a long-standing policy of the United Kingdom to oppose the death penalty in all circumstances as a matter of principle. The UK regularly raises human rights with the Iranian authorities at all levels and we continue to take action with the international community to press Iran to improve its poor record on all human rights issues.

We are aware of reports that a number of university students were arrested by Iranian security forces and detained without trial during the protests in January over the Iranian military's shooting down of a Ukrainian plane. We unreservedly support the right to peaceful protest and call on Iran to uphold its commitments under international law to protect freedom of assembly and speech, and treat all detainees in line with international standards. The UK regularly raises human rights with the Iranian authorities at all levels and we continue to take action with the international community to press Iran to improve its poor record on all human rights issues and to guarantee procedural fairness in legal cases, including most recently at the UN Human Rights Council in March this year.

In 2011 the Government of Iraq signed a Memorandum of Understanding with the UN Assistance Mission to Iraq which allowed the UN High Commissioner for Refugees (UNHCR) to make assessments on applications made by the residents for relocation. The UNHCR assessment process is underway, and a number of residents have now been relocated to third countries.

The UK has re-admitted four individuals from Camp Ashraf who hold valid UK travel documents. The Home Office exceptionally agreed to consider whether 52 residents of Camp Liberty previously settled in the UK, but who left many years ago, should be readmitted. Seventeen residents approved for resettlement in the UK by the Home Office are now in the UK. The UNHCR has also referred 35 further residents and a decision from the Home Office is pending.

We strongly condemn the attack against the civilian residents of Camp Liberty in Iraq on Thursday 29 October. Officials from our Embassy in Baghdad raised the attack with the Iraqi Prime Minister’s Office on Friday 30 October and made clear the importance of an urgent and comprehensive investigation into the incident and that all those responsible are brought to justice.

In all of our engagement with the Government of Iraq on this issue, including at Ministerial level and in our statements, we have emphasised the importance of the Iraqi government doing everything possible to ensure the safety of the residents of Camp Liberty. We support the UN calls for more to be done to protect the residents.

We continue to engage with the Government of Iraq on the welfare of the residents of Camp Liberty. Our Embassy in Baghdad regularly raises this issue with the Government of Iraq and we support the UN calls for more to be done to protect residents, but remain of the view that the Iraqi government is responsible for security at the camp.

Officials from our Embassy in Baghdad visited the camp on 28 April to assess living conditions, which the UN Assistance Mission for Iraq have judged to be well in excess of basic humanitarian standards. Trucks containing food, medicine and diesel fuel continue to routinely enter the camp.

There have now been two rounds of negotiations with Iran on a comprehensive agreement, which would address our concerns about Iran's ability to develop a nuclear weapons capability. These discussions have been positive and useful; and a framework for the negotiations has been agreed. But achieving a comprehensive agreement will not be easy.

Under the November Geneva interim deal, Iran has halted the most concerning aspects of its nuclear programme and in some cases is rolling it back: e.g. it has stopped enriching uranium beyond 5%; it is getting rid of its stockpile of 20% enriched uranium; and is not installing any additional centrifuges. All of these actions take Iran further away from developing a nuclear weapons capability. We are using the time and space created by the Geneva deal to negotiate a comprehensive agreement to address all our proliferation concerns and therefore take Iran further away from developing a nuclear weapons capability.
