[192724] Mr. Stephen Twigg :[holding answer 19 October 2004]: The total cost of home to school transport in the Isle of Wight and other local education authorities (LEAs) in the Audit Commission's relevant family of LEAs for each of the last five years is shown in the following tables. Data on the number of pupils using home to school transport are not collected, so it is not possible to provide a per child cost for the last five years. In 2002-03 home to school transport was recorded separately from home to college transport for the first time and consequently both home to school transport and the combined home to school/college transport figures are provided. 2002-03 figures are taken from the respective gross, income and net columns of the section 52 Outturn Statement Table A. 2 Total transport income and expenditure includes that incurred in relation to pre-primary, primary, secondary and special school education as well as in education out of school, continuing education and the management and support elements. 3 The DfES do not collect data on the number of pupils using home to school transport and as such we are unable to calculate the cost of home to school transport per child . However in 2002-03 the Department conducted a survey with Confed which provided a snapshot of the number of pupils using home to school transport (including sixth form) and these have been used to provide a unit cost for 2002-03.

Mr. Andrew Turner: To ask the Secretary of State for Education and Skills what steps he took, in establishing formula spending share, to ensure that compensation for sparsity in the education formula did not benefit urban authorities with a large number of small primary schools; what proportion of the aggregate national education FSS allocation was distributed on the basis of sparsity; and if he will list the authorities which benefited from the education sparsity factor. [101547] Mr. Miliband: The issue of sparsity was addressed in three papers to the Education Formula Strategy Group. Sparsely populated authorities face higher costs as they have higher proportions of small schools than non- sparse authorities. The education formula uses sparsity as the funding factor, rather than the actual number of small schools so that authorities are compensated for the need they have, rather than the way they choose to organise their provision. Therefore urban authorities with a large number of small primary schools will not benefit from this factor. 1.8 per cent. (£440 million) of Education Formula Spending for 2003-04 was distributed on the basis of sparsity. Mr. Andrew Turner: To ask the Secretary of State for Education and Skills what reviews have been undertaken of the effectiveness of different methods of intervention in failing local government authorities; and what proposals he has to undertake further reviews. [81956] Mr. Miliband: Ofsted reinspection reports on 27 LEAs previously found to be failing have so far shown that 26 had improved, with 21 now satisfactory. The Audit Commission, in their report, "A force for change central government intervention in failing local government services", which examined interventions in education and social services, found that "effective interventions work by tackling the fundamental causes of service failure: poor political and managerial leadership and poor systems and culture". In addition, in an NOP survey of local councils that had been subject to intervention, 72 per cent. of respondents thought that their councils had made substantial progress, while 75 per cent. said they had found intervention "fairly" or "very" helpful. The Department has commissioned independent consultants to evaluate new organisational models in local education authorities, including those resulting from intervention. The consultants will report on organisational robustness, performance, value for money and sustainability, as well as identifying the local circumstances under which it would be appropriate to adopt one model rather than another. They will also advise on a process whereby the different models can be further evaluated in two years' time. The consultants' report and guidance will be published by March 2003.

Mr. Andrew Turner: To ask the Secretary of State for Education and Skills which LEAs have behaviour improvement plans funded by central Government; what the cost of each has been; and what criteria were adopted by Government for the selection of those authorities. [71816] Stephen Twigg: The following 34 local education authorities (LEAs) were selected to submit plans to improve behaviour and attendance in particular schools under the Behaviour Improvement Programme strand of the Government's Street Crime initiative: _________________________________________________________________________________________________. Barking and Dagenham Hounslow Oldham Birmingham Islington Reading Bolton Kensington and Chelsea Rochdale Bradford Knowsley Salford Brent Lambeth Sheffield Bristol Leeds Slough Camden Lewisham Southwark Enfield Liverpool Tower Hamlets Greenwich Manchester Waltham Forest Hackney Newham Westminster Hammersmith and Fulham Nottingham Wolverhampton Haringey _________________________________________________________________________________________________. All 34 plans have received initial approval and the LEAs now have access to up to £1.5 million in 2002-03 and around a further £1.25 million in 2003-04. Funding beyond 2003-04 will be determined following further consideration of the outcomes of the Comprehensive Spending Review. The 34 LEAs were selected on the basis of crime figures and truancy data from among the 83 LEAs which fall into the ten police force areas which account for over 80 per cent. of street crime.

Mr. Andrew Turner: To ask the Secretary of State for Education and Skills what proportion of education SSA was included in schools' delegated budgets in each local education authority in each year since 1999-2000, ranked by order of the most recent year. [63891] Mr. Miliband: [holding answer 24 June 2002]: The following table shows schools' delegated budgets as a proportion of education SSA. These percentages differ from the delegation percentages published annually by the Department. Those percentages are based on the Local Schools Budget (LSB), the coverage of which differs significantly from the coverage of the Education SSA: in particular, the LSB includes expenditure financed by the Standards Fund and other specific grants, but excludes expenditure on non-school education. The percentages shown below will reflect LEAs' spending levels relative to their SSAs as well as their propensity to delegate within the LSB, and will also be affected, year to year, by changes in the scope of the SSA.
