Mr. Wilkinson: To ask the Secretary of State for Defence how many officially designated diversity and equality officers have been
appointed in each of the three armed forces to date; whether he plans to appoint further such officers in financial year 2004-05;
and what estimate he has made of the total (a) pay, (b) allowances and (c) supporting staff for these officers
in 2005-06. [218019]
Mr. Caplin: The number of officially designated diversity and equality officers appointed in each of the armed forces to date is as
follows:

There are no plans to appoint any further diversity and equality officers in financial year 2004-05. The estimated cost of the total
pay and allowances for designated diversity and equality officers in 2005-06, based on general capitation rates for the relevant
rank or grade, is £901,894.
In the case of the Army the E1 civil servant provides dedicated support to the Equal Opportunities team. It is not possible to
provide the exact cost for the RN and RAF of supporting staff as they provide services as part of a wider range of duties.
In addition, every unit of the armed forces has an Equal Opportunities Adviser (EOA) who provides support to personnel by giving
advice and guidance on equality and diversity issues. EOAs are not dedicated diversity and equality officers, the duties involved
are performed as part of the individual's normal role.
The total number of EOAs in the armed forces is not held centrally. EOAs do not receive any special allowances for carrying out
their duties.

Mr. Wilkinson: To ask the Secretary of State for Defence what assessment he has made of the effects upon availability of

Mr. Caplin: It is not possible to identify the number of Service personnel who will elect to enter into a Civil Partnership.
However, it is assessed that the numbers will be small and any associated requirement for married quarters would be absorbed within
the existing housing management margin.

Mr. Wilkinson: To ask the Secretary of State for Defence if he will make a statement on the progress of British military operations
in Afghanistan. [58688]
Mr. Hoon: British military operations in Afghanistan have involved both warfighting and security assistance tasks. The task force
based around 45 Commando Royal Marines has performed valuable work in denying remaining al-Qaeda and Taliban elements opportunities
to regroup and commit terrorist attacks, especially around the time of the vital Loya Jirga process. British forces in the
international Security Assistance Force (ISAF) have also played a valuable role in helping the Afghan Interim Administration
maintain security in Kabul. As I have already said in my answer to the hon. Member for Wycombe (Mr. Goodman), I hope to make a
fuller statement to the House on our forces in Afghanistan later this week.

Mr. Ingram: Gurkha Reinforcement Companies are currently serving with the 2nd Battalion, Parachute Regiment in Colchester, 1 Royal
Irish based in Canterbury and 1 Highlanders in Edinburgh. In addition, there are formed Gurkha units serving with 10 Transport
Regiment, 30 Signal Regiment, 36 Engineer Regiment and in training establishments at Sandhurst and Brecon.
