Mr. Ivan Lewis: Truancy figures for schools in England are collected annually from schools and each school provides one set of
figures. Information on the characteristics of individual pupils such as gender and ethnicity cannot be derived from these data.

Mr. Willis: To ask the Secretary of State for Education and Skills what targets his Department has set in relation to reducing
truancy in each year up to 2006; and what levels of funding will be made available in each year. [177886]
Mr. Ivan Lewis :[holding answer 14 June 2004]:
Promoting regular school attendance and reducing levels of absence are key components of the Government's strategy to raise
educational standards. The current national Public Service Agreement (PSA) target is to reduce the 2002 level of unauthorised
absence by 10 per cent. in this school year; and to sustain the new lower level and improve overall attendance levels
thereafter.
To help achieve the current PSA target, the Department set the 56 LEAs facing some of the greatest challenges individual stretching
targets to reduce unauthorised absence in 2003/04. These LEAs received extra resources to assist in improving support to schools and
pupils with poor attendance and in devising better strategic approaches to attendance management.
In all, the National Behaviour and Attendance Strategy is investing around £120 million in 2004-05 and £155 million in
2005-06 on measures to reduce exclusions or provide education for excluded pupils, to support vulnerable and disaffected pupils back
into the classroom, to improve behaviour and to tackle truancy and improve school attendance. As many of the measures schools and
LEAs implement will improve both pupils' behaviour and their attendance--and action in respect of one will often have an impact on
the other--it is not possible to identify separately the level of expenditure allocated to tackling truancy alone.

Mr. Ivan Lewis: The joint Department for Education and Skills and Cabinet Office document: "Making A Difference" Reducing Red Tape
and Bureaucracy In Schools--Second Report contains a typographical error at page 6 of the Executive Summary. In the outcome relating
to LEA monitoring of attendance, the acronym "LEA" should read "LGA" (Local Government Association). The related action, to be found
at page 23 of the report, explains that work on the joint DfES/LGA awareness campaign will begin from April 2003. This initial work
will include scoping the extent of the campaign and its likely cost.

Mr. Ivan Lewis :[holding answer 4 December 2002]:
The only available source of data on the GCSE attainment of young people who truanted from school is the Youth Cohort Study (YCS).
The latest data available from the YCS is for people who took their GCSEs in the summer of 1999. This shows that of those who
occasionally truanted during year 11, 95 per cent. reported gaining at least one GCSE, of those who persistently truanted during
year 11, 79 per cent. reported gaining at least one GCSE.

Mr. Willis: To ask the Secretary of State for Education and Skills what estimate he has made of the progress made towards his
Department's targets on (a) reducing the number of secondary schools classed as failing, (b) reducing school truancies and (c)
ensuring that all permanently excluded pupils obtain an appropriate full-time education. [81077]
Mr. Stephen Twigg :[holding answer 18 November 2002]: (a) Significant progress has been made in tackling failure. The number of
secondary schools classed as failing has declined and continues to do so. There are currently 51 secondary schools requiring special
measures compared with 90 schools in summer 1998. (b) The Department's Public Service Agreement target is to reduce school truancies
by 10 per cent by 2004 compared to the 2002 rate, sustain the new lower level, and improve overall attendance levels thereafter. The
Department's Statistical First Release showing school absence for the 2001/02 school year published on 9 October 2002 shows the
national rate of unauthorised absence to be 0.7 per cent. of half days missed. (c) All Local Education Authorities have said that
they would be able to provide suitable full time education to all permanently excluded pupils from September 2002. Officials are
currently conducting a survey to ensure that this target has been met.

Mr. Willis: To ask the Secretary of State for Education and Skills how many primary schools and how many secondary schools reported
zero per cent. for unauthorised absence in her Department's absence tables in academic year 2000-01. [62659]
Mr. Stephen Twigg: There were 3,675 primary schools, which represents 20 per cent. of all maintained primary schools, and 29
secondary schools, which represents almost 1 per cent. of all maintained secondary schools, that reported zero per cent. for
unauthorised absence in 2000-01.
