This year, around 2 million people will receive food aid, compared with more than 7 million last year. While the situation has therefore improved, a poor harvest could substantially increase the numbers of people in need.

The hon. Gentleman cuts right to the heart of the challenges in respect of the global political agreement and the workings of the inclusive Government. He is right to highlight the fact that the inclusive Government have yet to achieve a series of political milestones, but we must recognise that Zimbabwe's economic situation has certainly stabilised and improved, which has undoubtedly contributed to the improving humanitarian situation there. As I have said, we continue to watch the country very carefully, as a considerable number of people still require food aid and a poor harvest has the potential to exacerbate the problems that still exist.

I am glad to have the opportunity to assure the hon. Gentleman that Zimbabwe certainly has not fallen off our agenda. There is intensive work going on, not least through our contacts with the new South African Government, to ensure that the crisis that he has rightly described is not forgotten. He will also be aware of our continuing humanitarian work. The vital need, however, is to support the global political agreement and the transition that it promises to a proper election that will recognise the real winner of that election. He will have seen that members of a European Union delegation went to Harare and delivered a simple message without fear or favour to President Mugabe and Prime Minister Tsvangirai. The message was that they would support the Zimbabwean people in delivering and administering that global political agreement, but that it must lead to an effective election to resolve the country's future.

Does the Minister not agree that one of the most helpful actions that the Government could take would be for the Secretary of State for International Development to visit Zimbabwe and meet the Prime Minister, Morgan Tsvangirai, to give that very courageous man the credibility and support that he deserves? He seeks to lead his country out of poverty and deprivation.

Of course, it is not for me to arrange my right hon. Friend's travel itinerary. However, my serious response is that he recently met the Finance Minister, in whom we have a lot of confidence, and he has also met the Prime Minister in the past. My noble Friend Lord Malloch-Brown, the Minister for Africa, was at the inauguration of the new President of South Africa and recently met Morgan Tsvangirai and the new Foreign Minister of Zimbabwe. There is constant engagement and dialogue with the Government of Zimbabwe. We are clear about the support that we stand ready to provide and we have announced the resources that I mentioned in my earlier response. However, there can be no slacking in the message about the importance of political and economic as well as human rights reform. We remain concerned that, for example, political prisoners have recently been returned to prison. In those circumstances, we need to send strong messages about the pace of reform.

The hon. Gentleman raises an issue that unites Members on both sides of the House. The aid that we give to Zimbabwe goes directly through the United Nations and does not go through any governmental organisations within Zimbabwe. My right hon. Friend the Secretary of State met the head of our Zimbabwe office only last week, and those assurances were reaffirmed. Let us send a very strong message from this House today that we expect Mugabe to honour the commitments that were made in the agreement on a political settlement. Until that happens, the people of Zimbabwe are suffering as a consequence of Mugabe's failure to honour those commitments.

Mugabe's attendance was not only inappropriate but, in light of his subsequent actions, morally repugnant. The fact is that somebody who is willing to use the threat of starvation has little credibility or authority to lecture anybody on food prices or production. There is little comfort regarding the current situation in Zimbabwe, but my comfort is that a matter of weeks after the first election, even Robert Mugabe and his closest associates have been unable to claim that they were chosen by the people of Zimbabwe in that last election. We continue to be committed to ensuring that the people of Zimbabwe are able to have their democratic will expressed in their choice of Government.

A DFID humanitarian adviser visited Zimbabwe in June 2007 to assess the humanitarian situation and to inform the UK’s response. Conditions in the country continue to deteriorate. The recent UN Food and Crop survey indicates that more than 3 million people will require food aid before the next harvest. Hyper-inflation is having a devastating impact on the poorest, particularly in urban areas. AIDS and declining public services are fuelling high mortality rates.Last year, DFID spent £33 million tackling hunger, vulnerability and HIV/AIDS in Zimbabwe. All DFID funding in Zimbabwe goes through UN agencies and NGOs.

DFID spent £33 million in 2006-07 to tackle food insecurity and HIV/AIDS in Zimbabwe, through United Nations agencies and non governmental organisations. DFID has provided £3 million to support the World Food Programme; and committed £30 million to help over a million vulnerable people through longer-term NGO initiatives. DFID is providing £5 million to the International Organisation for Migration to help internally displaced people. Our health programmes will supply antiretroviral drugs to 30,000 people and save the lives of mothers and newborn babies. We are monitoring the situation closely, and stand ready to contribute more resources if humanitarian needs increase significantly.

DFID supports partnerships between schools in the UK and Africa, Asia, Latin America and the Caribbean through a programme called DFID Global School Partnerships (DGSP). The programme is managed by the British Council, under contract to DFID. It provides advice and guidance, professional development opportunities and grants to schools that are using partnerships as a means to develop and embed a global dimension within their curriculum.There are currently four UK-Namibian partnerships through DGSP:"Hey with Zion VC Primary School in Oldham works with John Shekudja Combined School;""Warlingham School in Surrey works with Udjombala Junior Secondary School;""Alsager School in Stoke on Trent works with Oshilemba Combined School; and""St. Michael’s CE Primary School in Herefordshire is partnered with Emma Hoogen Hout School."In addition, the British Council operates a programme, not funded by DFID, called ‘Connecting Classrooms’. This links schools in the UK with schools in Africa—including Namibia.Under this programme ‘partnerships’ between schools are supported. Each partnership consists of three UK schools, plus three schools from one African country and three schools from another African country. Each partnership is entitled to £15,000 per year, for up to three years, to take part in study visits, to purchase materials, and meet certain other associated costs.In 2006-07, two sets of twinning partnerships under ‘Connecting Classrooms’ involved Namibia: the first was a group of three schools in Namibia, twinned with three schools in Leeds and three schools in Zimbabwe. The second was a group of three schools in Namibia, twinned with three schools in Devon and three schools in Nigeria.

In 2004-05, DFID provided £98,000 to support the permanent technical team (PTT) which was set up in 2003 by the Government of Namibia, reporting to the Cabinet Committee, to produce the National Land Reform Action Plan (NLRAP), which it did in mid-2004.DFID funding was used to support three areas of the PTT's work:"1. Regional workshops to allow widespread dissemination of the NLRAP;""2. Follow-up activities, such as a study on the impact of the NLRAP on farm workers;""3. Supporting the establishment of Land Boards and the implementation of the Communal Land Act, by funding specific studies and providing capacity building and training."The EC has also allocated €34 million for Rural Development, including Land Reform, in Namibia under the 9th European Development Fund (EDF9) which covers the period 2003-07. DFID no longer has a bilateral programme in Namibia and so is not bilaterally supporting education programmes there. We are, however, doing so through the European Commission (EC) which has allocated €21 million during the period 2003-07 to support education through the ‘Namibia Education Sector Programme’ under the 9th European Development Fund (EDF9). €18 million of this is provided directly to the Government of Namibia as earmarked budget support. The remaining €3 million are allocated to building capacity and providing of technical assistance in the education sector. The UK share of EDF9 is 12.7 per cent.As the EC’s ‘Namibia Education Sector programme’ provides direct funding to the education budget in Namibia, it is the Government of Namibia's education policies that determine the language of instruction in schools. This recommends the use of mother tongues as the medium of instruction from grades 1 to 3, with grade 4 as a transitional grade. English is used as the medium of instruction from grades 5 to 12.

Despite good rains last year, about 1 million Zimbabweans are reliant on international food aid as the next harvest approaches. Early indications suggest significant failure of this year’s crop in southern Zimbabwe. An independent assessment is expected to be undertaken from April, to examine the scale of forthcoming food shortage. Many Zimbabweans will face difficulty accessing food because of the dire economic situation, resulting from the policies of their Government. DFID will spend £33 million in 2006-07 to tackle food insecurity and HIV/AIDS, including a £3 million contribution to the World Food Programme’s activities in Zimbabwe.

The People’s Republic of China is responsible for a huge amount of the world’s manufacturing industry these days and has legitimate reasons for engaging in trade in Africa and other continents. Concern has been expressed, however, about the extent of the influence that follows on from that legitimate trade, and we keep that matter under constant and close review.

DFID liaises closely with UN agencies and NGOs who closely monitor ongoing vulnerability among the 700,000 people whose homes or livelihoods were destroyed by the Government of Zimbabwe during last year's Operation Murambatsvina (Drive out Rubbish). The UN is also investigating new episodes of evictions.Last year, DFID committed £1.8 million to the humanitarian response, which reached some 200,000 people with food, blankets and other essentials. For many the situation remains difficult, especially regarding shelter. We recently contributed a further £1.1 million to provide practical assistance to vulnerable urban families. We continue to raise concerns through the UN.

Zimbabwe is a country in crisis. More than one fifth of all adults are HIV-positive, 3,000 people die of AIDS every week and 1.3 million children have been orphaned. Three million to 5 million Zimbabweans face food shortages in the ““hungry”” months leading up to the harvest. To make matters worse, in 2005, the Zimbabwean Government destroyed the homes and livelihoods of an estimated 700,000 people in ““Operation Clean-Up””. DFID will spend £38 million in 2005–06 to tackle shortage of food, help to deal with HIV/AIDS and provide support for orphans and vulnerable children.

I share the hon. Gentleman's assessment of the current crisis in Zimbabwe. It has the fastest-collapsing economy in the world and is a testament to monumentally bad governance. We have discussed that at some length at Question Time today.
We have had the European Union sanctions, and the United Kingdom is very clear in its assessment of the position and the pressure that we exert. It would be helpful if others in the international community, including those in the rest of Africa, were equally straight and honest about the cause of the problems in Zimbabwe. That would bring closer the day when the change that is needed will happen, so that the Zimbabwean people's nightmare can come to an end.

He is immensely grateful for the aid and assistance that this country gives his country, which is one of the poorest in the world, but he was very disappointed by the outcome of the meeting in Hong Kong, and particularly by the lack of progress in the introduction of genuine fair trade by Europe. What can the Chancellor do to persuade Europe, and all the countries of Europe, to support a policy of genuine free trade so that countries such as Bangladesh can trade their way out of poverty?

I know that the hon. Gentleman has taken an interest in such issues, especially those associated with countries that have been part of the British Commonwealth or the British empire in the past. I think that the proposals from India and Brazil to break the deadlock in the trade negotiations should be taken seriously. I believe that a further meeting of major players will take place in Davos this week. I hope that we shall see further progress over the next few weeks, because the longer it takes us to reach a trade settlement the more not just our country and others that are part of the advanced industrial economies, but—most of all—the poorest countries in the world, particularly those in Africa and Asia, will lose out. I hope that during the next few weeks we shall see a further attempt to restore the momentum.

Sir Nicholas Winterton: To ask the Secretary of State for Foreign and Commonwealth Affairs pursuant to the answer of 7 June
2004, Official Report, column 55W, on Cyprus, what financial assistance (a) the Government and (b) the European Union
is providing to Northern Cyprus; and for what specific purpose. [179542]
Mr. MacShane: The EU agreed to the allocation of è259 million EU structural funds to the Turkish Cypriots. The UK's share of
that figure will be broadly in line with its contribution to the total EU budget of approximately one fifth.
We await the Commission proposals aimed at ending the international economic isolation of the Turkish Cypriots. Our High Commission
in Nicosia will work closely with Cypriot officials to ensure that aim is achieved, and will continue to run projects aimed at
strengthening administrative capacity and economic governance.
The fundamental goal at the heart of this assistance is to improve prospects of agreement to a comprehensive settlement of the
Cyprus problem in the future.
