May I genuinely congratulate the right hon. Gentleman on being about to achieve a long-standing ambition, and wish him well? And in respect of this question, may I ask how he selects the countries that are eligible for debt relief? Clearly, it is important to select countries to give them debt relief, not only to enable them to borrow more money but so that they can create a better quality of life for the people of those countries. How are those countries selected?

The hon. Gentleman is right; we cannot give debt relief unless there is a guarantee that the money will go towards poverty reduction, education and health. In recent years, it has been remarkable that, as we have given debt relief and provided aid, in Kenya, for example, 1 million children have been able to go to school, in Uganda we have trebled the number of young children in education, and in Zambia and Tanzania the number of children in education is rising. Those are examples of the results of debt relief and providing aid. I hope that Conservative Members will not say, as they tend to do, that aid does not work. What does not work is doing nothing. What does work is what we have done to provide educational opportunity and health in Africa.

Is that responsible? Should not something be done about it? The citizens advice bureau in my area wrote to me recently about growing debt among the elderly, because they are encouraged to borrow. What can the Government do about it?

I understand the hon. Gentleman’s concerns, and join him in praising the work of citizens advice bureaux. I met them a week or so ago, and they are in the process of hiring 350 personal finance advisers, precisely to give that kind of advice. It is often the case, however, that people fall into debt because they suddenly and unexpectedly face unemployment, family break-up or ill health. In those circumstances, going into debt would be the wrong thing, and we need to give people proper advice and support. In general, I do not think it right to say that banks should discourage people from taking out loans or credit cards, which in fact play an important part in our economy. The fact that so many more people in our society have mortgages and are home owners is a good thing, but we need to make sure that people have proper advice and support, especially at times of crisis, and I commend the CAB for all its work.

Two days ago, I had the honour of meeting the recently appointed Bangladesh high commissioner here in London. He is immensely grateful for the aid and assistance that this country gives his country, which is one of the poorest in the world, but he was very disappointed by the outcome of the meeting in Hong Kong, and particularly by the lack of progress in the introduction of genuine fair trade by Europe. What can the Chancellor do to persuade Europe, and all the countries of Europe, to support a policy of genuine free trade so that countries such as Bangladesh can trade their way out of poverty?

I know that the hon. Gentleman has taken an interest in such issues, especially those associated with countries that have been part of the British Commonwealth or the British empire in the past. I think that the proposals from India and Brazil to break the deadlock in the trade negotiations should be taken seriously. I believe that a further meeting of major players will take place in Davos this week. I hope that we shall see further progress over the next few weeks, because the longer it takes us to reach a trade settlement the more not just our country and others that are part of the advanced industrial economies, but—most of all—the poorest countries in the world, particularly those in Africa and Asia, will lose out. I hope that during the next few weeks we shall see a further attempt to restore the momentum.

Does he agree that bilateral aid between ourselves and a particular country can be much more effective than aid given through a third party? Will he seek to concentrate more of our aid through bilateral aid agreements with individual countries, such as those to which my hon. Friend the Member for Buckingham (John Bercow) referred, rather than seeking to channel more through third parties?

As the hon. Gentleman knows, we have trebled aid for Africa over the last few years. I am aware that, owing to his association with the Commonwealth Parliamentary Union, the hon. Gentleman has both welcomed that and seen some of the good effects that it has produced.
This is the first time that I have heard the hon. Gentleman describe the European Union as a third party—it may be due to the change that is taking place in the Conservative party—but if I were to talk about third parties, I would say that he should support the work of the World Bank and the International Monetary Fund. I think that on this occasion at least, the Conservative party should be generous enough to support the decision made by the European Union this week. It was an historic decision—that all 25 countries would play their part in doubling European aid between now and 2010. Even the poorest EU countries agreed to move their aid budgets to 0.17 per cent. That was a sign that even the poorer EU countries recognised their responsibilities to the rest of the world. I should have thought that at a time of reflection for the Conservatives, they would take the opportunity at least to welcome one thing that has come out of the European Union.

Mr. Raynsford: The following list shows the 134 local authorities that had debt-free status as of 30 September 2003:
It was formerly our practice to take into account local authorities' capital receipts when issuing the credit approvals which allow
them to borrow. That ended in April 2003. No estimates are available of the resources thereby redistributed from debt-free
authorities to metropolitan authorities.
The redistribution of resources remains a fundamental principle of the housing finance system. It is currently achieved by the
requirement for authorities to set aside for debt redemption part of their housing capital receipts. Debt-free authorities are
exempt and have thus enjoyed an advantage unavailable to others, but that anomaly will be corrected from 1 April this year, when
set-aside is replaced by pooling, under which all authorities must pay part of their housing capital receipts to the Government.
Transitional measures will protect debt-free authorities from the full impact of this new redistribution mechanism for three years.
Thereafter they will be treated on the same basis as authorities with debt. The Office of the Deputy Prime Minister consider that
the recently introduced the new prudential framework for local authority borrowing and authorities who need to borrow and can afford
to do so should not be deterred by artificial incentives to remain free of debt.

Clare Short: The latest figures available for development assistance provided from Department for International Development
programmes are for 1996-97, when development assistance (excluding administration costs, but including contributions to multilateral
organisations) to developing countries amounted to £1,837.8 million. Figures for 1997-98 will not be available until the end of the
year, when they will be published in the 1998 edition of British Aid Statistics.
Debt service received by the Department for International Development in respect of outstanding bilateral aid loans amounted to £43
million in 1996-97: principal repaid is retained for use within the development assistance budget.
Other debt service repayments in respect of other bilateral debt agreements are a matter for the Chancellor of the Exchequer.

Mr. Nicholas Winterton: To ask the Secretary of State for International Development what initiatives her Department is taking to
relieve developing countries' debt during the United Kingdom presidency of the European Union; and if she will made a statement on
how she is taking these forward. [43092]
Clare Short: We work with the Treasury to seek to mobilise increasing international commitment to assist highly indebted poor
countries. In addition we have contributed $10.5 million to help the African development bank meet its costs of providing debt
relief under the heavily indebted poor countries debt initiative, and are encouraging other donors to do likewise. We have signalled
our readiness to contribute $10 million to an international fund for Mozambique, an action which helped break the impasse among
creditors earlier this year.
I convened an informal meeting of donors to Rwanda in Brussels on 19 May, which considered among other matters ways of helping
resolve that country's debt problems. At the donors' meeting in Stockholm on 2-3 June, Britain will announce a significant
contribution to the multi-donor debt trust fund, which will provide debt relief to Rwanda over the next few years. We are providing
nearly £500,000 in the form of technical assistance to help developing countries improve the management of their debt portfolios. We
are continuing to urge other donors to follow the UK's example and write off their aid loans to the poorest developing countries.
