The saga of confusion and miscommunication over Lockerbie has demonstrated that Scotland needs to put more thought into how its Executive decisions play out in the eyes of other Governments. What procedural steps will the Secretary of State and his Government put in place to prevent such public embarrassment in the future?

As a committed Unionist, may I ask the Secretary of State whether he believes that to make devolution work for all the people of Wales there needs to be constructive, open dialogue between Cardiff and Whitehall? In what ways can that dialogue genuinely be improved?

I speak as a Conservative and Unionist Member. Will the Secretary of State explain why the Minister of State, who is sitting alongside him, has concluded:"““There is no case for the massive restructuring””" of the current fiscal arrangements for Scotland, when apparently the Labour leader in the Scottish Parliament believes that they should be fundamentally reviewed? May I have a straightforward answer?

Having served with the right hon. Gentleman on the Modernisation Committee, I know that he believes very fervently in democracy, but does he agree that there is considerable frustration in Wales about the Assembly's lack of legislative authority and powers? Will he have another full referendum in Wales to see whether people want more legislative powers and more devolution, or would like to scrap devolution altogether?
