From memory, I think we have said that by 2020 the climate change policies will add about 8 per cent. as a whole to energy bills. I say to the hon. Gentleman, however, that there is no high-carbon, low-cost future out there, because the truth is that if we want to have secure energy, we also need low-carbon energy—renewable and nuclear energy. So, yes, there are upward pressures on energy bills, and that makes life difficult for people, including those in fuel poverty, but it is right that we go down the low-carbon energy route. However, it is also right that we take measures to protect the most vulnerable.

We said in the low carbon transition plan, which is getting a lot of airtime today, that the impact of the climate change measures that we announced in it would be about 6 per cent. on bills by 2020, or about 8 per cent. including previous measures.
It is important to say that we do not believe there is a low-cost, high-carbon future out there, even if we wanted to pursue it. As we import more gas and as demand from China, India and other countries goes up, if we do not transition to other fuels we will be subject to more volatile prices as a result of growing demand from those countries.

The hon. Gentleman has raised an important issue. We need to ensure that all the necessary mechanisms are in place to prevent speculation on the oil price, so that changes are based on the fundamentals rather than on speculation. That is why we are examining the regulatory systems—for instance, through the International Organisation of Securities Commissions, which is the international regulator.
One of the arguments for the transition to low carbon is that it will make us less dependent on fluctuations in the fossil fuel price. We need the right regulatory systems, and we also need to undertake that low-carbon transition.

Will the Minister accept that the European Commission’s proposals to mitigate climate change could well cost this country £9 billion a year by 2020? It is estimated that that could put 1 million more households into fuel poverty, and increase the average fuel bill by £200. Is that what the Government want to achieve? I am not sure that that will be very popular. Should they not pay more attention to energy security, so that we do not get three-day-a-week black-outs, and every other problem that we had in the past?

Great attention is being paid to energy security. In the longer term, renewables will add to our energy security because they will reduce imports of fuel from other countries. The fact is that there is a need to do that work. The costs would be much greater to all of us if we did not mitigate dangerous climate change, and if we had adapt to the worst effects, so the money will be well spent. Of course, as we make progress people’s fuel bills will go down when they are able to take up all the measures. They will save energy and therefore money. Although it is necessary to put public funds into the development of renewables and energy efficiency, we are committed to seeing that it is done fairly. Of course, we do not seek in any way to put more people into fuel poverty. On the contrary, we have a strategy to get them out, unlike the Conservative party.

It is good to reply to another Member who has a family connection in the House.
On energy prices, I do not think that at this stage a referral to the Competition Commission is the right way to go, because it would not be brief and quick. It would take a long time. That is the experience of referrals to the Competition Commission. I believe that the better way to go is what we are doing, which is pressing the energy companies to reduce their prices and pass on the price cuts, and introducing more transparency through the work of Ofgem, which published its first quarterly report on the connection between wholesale and retail prices earlier this month.
The hon. Gentleman's general point that we need price cuts to be passed on to consumers is completely right. That needs a combination of tough regulation, consumers associations making their voice clear and the Government doing the same. That is what we intend to do.

The Secretary of State gave a relatively reassuring response to the lead question, but does he not agree that the lesson to be learned is that we still should produce more of the food that we need here in the United Kingdom? In that regard, will he ensure that the Government do not penalise the farming industry through increased taxation, not least increased vehicle excise duty, because vehicles such as 4x4s are essential for farmers to transport livestock? Will he further encourage the superstores not to increase their profitability but to ensure that they treat the farming community in this country more fairly?

On the first point on farmers' resources and the fuel that they use in their vehicles, of course they benefit from red diesel, which currently provides a significant amount of support. I take the hon. Gentleman's point about vehicles. On supermarkets, farmers want a fair price for the product that they produce. That is why I think that the whole House will welcome the fact that we have seen an increase in prices relating to milk, beef and sheep in the past few months, which is one reason why many in the farming industry are looking at the future with greater optimism than for some time.

Recent increases in retail energy prices, while unwelcome, have been largely due to steadily rising producer prices for oil, coal and gas. The UK is not alone in experiencing these price rises, and the UK's competitive markets have ensured that prices are no higher than necessary. As of 1 January this year, UK energy prices for average domestic customers were significantly lower than in most EU15 states and prices for average industrial customers were around the EU15 median¹."¹ Quarterly Energy Prices, March 2008, BERR."

I welcome the new Minister to his position and I wish him well. I am delighted that he has mentioned dairy farming. It is a matter that I raised in the House only a few days ago. The dairy industry is in crisis. In my constituency, in the years that I have represented it, more than 50 per cent. of the dairy farms it once had are no longer in existence. One village which was all dairy, North Rode, now has no dairy farms. Will the Minister talk to the superstores and supermarkets—not just with their suppliers, but about the producers, and the prices that the producers get? We have a wonderful country for both dairying and the production of food. Let us use it to the advantage of this country and of people in other countries who are starving.

I thank the hon. Member for Macclesfield (Sir Nicholas Winterton) for that question. When any business collapses, it is painful, but when a farm collapses it affects all of us, because farmers are the stewards of our countryside. We have seen a decrease in the dairy industry of about 6 per cent. over the past five years, but that is not specific to Britain. It has happened in Greece, Spain and Portugal. However, we are seeing price rises now at the farm gate. The dairy industry needs to move into other products, such as cheeses and organic yoghurts, as happens in Northern Ireland, where the industry relies more on the export market and prices are rising higher. We should eat British cheese—there are 750 varieties, more than in France—followed by British strawberries, preferably from the garden of England.

Following the excellent question from the hon. Member for Stafford (Mr. Kidney), and the Minister’s reply, with especial reference to sustainable production, I seek her advice and assistance, and that of the Government. Earlier this week, AstraZeneca, the largest employer in my constituency, announced 700 job losses at its manufacturing site in Macclesfield. I am pleased to say that the job losses will be spread over three years, but one of the reasons the company gave for that decision was the cost of energy. Can the Government give any advice or assistance on that question, because the shedding of 700 manufacturing jobs in a high technology industry such as pharmaceuticals is a very dangerous and unfortunate development?

I share the hon. Gentleman’s concern about the loss of jobs in his constituency, although I would draw his attention to the fact that we perform well in the pharmaceutical sector. The Government need to continue to provide the conditions that will enable that to continue into the future. That means providing the right business environment and ensuring that we invest in research and development so that we have the innovation necessary to keep us one step ahead.
The hon. Gentleman is also right to draw attention to the fact that energy prices last year did create difficulties for many sectors of industry. That is why my right hon. Friend the Secretary of State referred to the steps that we have taken to secure energy supply for this winter and beyond and, through the energy White Paper, to bring down energy prices so that we remain internationally competitive in manufacturing, especially in areas such as the pharmaceutical industry.

That is a fair point. Wholesale prices will fall dramatically and that decrease should be passed on. We have taken action to build capacity in the North sea; my right hon. Friend the Secretary of State made an announcement on that some time ago, and we have also taken action in the European Commission. We very much agree that such savings should be directly passed on to small businesses.

I agree that it is worrying when efficient dairy farmers go out of business. Many may choose to do that for commercial or other reasons. However, farm-gate milk is at its highest level since October 2001 and there is also the dairy premium. It is important to consider all the issues, including the role of supermarkets, which, as the hon. Gentleman knows, is constantly reviewed by the independent competition authorities.

Sir Nicholas Winterton: To ask the Secretary of State for Environment, Food and Rural Affairs if she will make a statement on
fluctuations in the level of the farm gate price of milk in the last 20 years. [148694]
Alun Michael: The fluctuations in the farmgate price of milk over the last 20 years are caused by a number of factors, including the
level of supplies, demand on EU and world markets and exchange rates. However, none of these factors are sufficient to explain why
UK farmgate prices have been constantly below the EU average with the exception of a few years after deregulation of the milk market
in 1994. This question was examined by KPMG in its report on "Prices and Profitability in the GB Supply Chain", which was
commissioned by the Milk Development Council and published last year. The Report concluded that low farmgate prices in the UK were
largely the product the structure of the UK industry, the low value of the product mix and the low level of product innovation
within the UK compared with some Member States. The Report also identified a number of areas where farmgate prices could be improved
by increasing supply chain efficiency, through rationalisation or through benchmarking.
Many of these factors are for the industry to address itself, the Government has taken action in line with its Strategy for
Sustainable Farming and Food to facilitate industry action. In particular: Lord Whitty has chaired meetings of a Dairy Supply Chain
Forum, which has been looking at collaborative solutions to improve supply chain efficiency, as well as other issues; Under the
auspices of the Forum, the Milk Development Council has initiated an innovations workshop to look at barriers to innovation in the
sector and how to overcome them; Defra is participating in a further two sub groups of the Forum, which aim to facilitate the long
term sustainable development of the dairy supply chain and help it adjust to the new environment created by the reformed CAP; The
Government have made a grant of nearly £0.5 million to the Food Chain Centre to examine how to improve dairy supply chain
efficiency; and We have established English Food and Farming Partnerships to encourage co-operation and collaboration across all
agricultural sectors.

Alun Michael: The evolution of farmgate and retail prices over the last three years is tabulated below. Last year, in a Milk
Development Council commissioned study by KPMG on "Prices and Profitability in the British Dairy Chain", London Economics undertook
an econometric study of various aspects of the supply chain, including price transmission. For the UK, London Economics found that
increases and decreases in retail prices for liquid milk are fully transmitted to farmgate prices with a lag of five months.
However, price changes at farmgate level are not fully transmitted. A 1 unit increase in farmgate price results in a 0.56 unit
increase in retail price, while a 1 unit decrease in farmgate prices results in a 0.71 unit decrease in retail price. For cheese
they found no transmission and for butter they found some evidence that a fall in the farmgate price of milk resulted in an increase
in the butter price.

Mr. Nicholas Winterton: To ask the Chancellor of the Exchequer what is the present sterling value of the euros which were purchased
from the proceeds of the gold sold from the United Kingdom national reserves in 1999; what value that amount of gold would represent
in sterling in today's market; and if he will provide similar statistics for the gold sold in 2000 to date. [110218]
Miss Melanie Johnson: The results of the gold auctions held on 7 July 1999, 21 September 1999, 29 November 1999 and 25 January 2000
are published in Bank of England Press Notices issued on those days. Copies of the Press Notices have been placed in the House of
Commons Library. The proceeds from sales of gold have been invested in interest bearing foreign currency assets in broadly the same
proportion as currently held in the net foreign currency reserves (40 per cent. dollars; 40 per cent. euro; and 20 per cent. yen).
